CRUZTELCO in blatant violation with EO 59
A government owned telephone service (DOTC) has been in the past years trying to convince CRUZTELCO (a privately owned telephone service operator in the city to make its telephone exchange interconnect with that of PAGADIAN CITY TELEPHONE EXCHANGE. Unfortunately, CRUZTELCO has no intention whatsoever in interconnecting their PABX with any business competitors. (that's the way how it perceives DOTC's landline telephone operation in the city. For the reason that DOTC has lured many CRUZTELCO subscribers because of its very affordable monthly and installation rates. For those who still do not know why PCTE-TELOF existed, its a grant from the Canadian government to enable the Philippines to install a reliable and affordable telephone service intended for the poorer sector of the community. When everything has been setup, CRUZTELCO refused to interconnect saying among others that their telephone exchange is incompatible with that used by PCTE-TELOF, etc., etc. etc.
This refusal on the side of CRUZTELCO is a clear violation with Executive Order No 59 of the then President Fidel Ramos which I quote " Section 2. Interconnection between NTC authorized public telecommunications
carriers shall be compulsory. Interconnection shall mean the linkage, by wire, radio, satellite or other means, of two or more existing telecommunications carriers or operators with one another for the purpose of allowing or enabling the subscribers of one carrier or operator to access or reach the subscribers of the other carriers or operators".
As avid fan and users of this website, I am seeking each one's assistance to help us maintain a reliable telephone service in Pagadian City. Not a service fraught with trivial matters (as what CRUZTELCO would like to desribe the whole issue and therefore not worthy of public attention), such as interconnectibility.
Your help will go a long way towards improving the telephone service which the government spent so much money and human resource in implementing the project, the help from the Canadian government nothwitstanding.
What can you do to help? Email your congressmen, the director and commissioner of NTC, the director and Secretary of DOTC make the president of the Philippines be aware of this trivia, let the community know of CRUZTELCO's impunity and its seeming defiance to NTC's rules and regulations concerning telephone services and operators.
For now, since the author of this thread still in the process of finding the correct email address of the different government entities directly envolved in resolving the issue, please help me search the Internet for them. Would you?
