THE PHILIPPINE Disaster Risk Reduction and Management Act otherwise known as RA 10121 which was approved by then President Gloria Macapagal-Arroyo on May 27 capacitates the Office of Civil Defense to become proactive.
Fuego said July is the nationwide observance of the National Disaster Consciousness Month with the theme: “Pag-alerto, Malayo sa Peligro”, and elaborated the activities lined up for this month.
He stressed that before, their office will only perform their duties if calamity happens because of lack of funds but now, huge funds are earmarked to be used in disaster risk reduction, or mitigation, prevention and preparedness activities and ad in the procurement of equipments.
Fuego is hopeful that with the implementation of the law, it recognizes and strengthens the capacities of LGUs and communities in mitigating and preparing for, responding to, and recovering from the impact of disasters.
Further, he explained that previously, 30% of the calamity funds were used for the preparedness, mitigation, prevention and rehabilitation efforts while 70% was used for the response nut now it’s on the reverse, 70% will be used for preparedness and mitigation, and 30% for the response.
Fuego acknowledged the changes which will happen with the implementation of said law, such as the establishment of Local Disaster Risk Reduction and Management Office (LDRRMO) in every province, city, municipality and Barangay Disaster Risk Reduction and Management Committee (BDRRMC) at every barangay which shall be responsible for setting the direction, development, implementation and coordination of disaster risk management programs within their territorial jurisdiction.
Meanwhile, Fuego urged the public to be always mindful during rainy season in order to prevent the loss of property and life.
