Compared to the US, the local banks and businesses have armed guards present almost all the time. I am impreseed every time I visit Pagadian. An armed guard is always a deterent for crime. If the businesses provide the weapon and uniform costs, then more jobs as armed guards will be made available to those that seek employment. A disability plan and life insurance fund can be established and contributions can be made by all participating businesses if an unfortunate accident or death occurs to one of the guards. Just a thought....
