CHED-RQAT Conducts Inspection At St. Columban College THE REGIONAL Quality Assessment Team (RQAT) for Information Technology Education of the Commission on Higher Education (CHED) IX conducted an inspection of the St. Columban College’s compliance to CHED requirements in relation to the school’s request for government permit to offer a Bachelor of Science in Information System (BSIS) in the next school year. Inspection was conducted last June 19, 2009 in Pagadian City. The Saint Columban College, through the leadership of its President, Reverend Father Gilbert Hingone has been recognized by the CHED as the Center of Excellence and Development for Information Technology in Zamboanga Peninsula. At present, the College offers BS in Computer Science (BSCS) and BS in Information Technology (BSIT) courses. “Our College will offer BS in Information System (BSIS) by the next school year or earlier in addition to the two IT courses,” said Dr. Maria Flor M. Te, Vice-President for Academic Affairs. “The unique niche of the new BSIS course will be anchored on the application of Information Technology in business,” according to Ms. Chery Mae Palicte, Acting Dean of the Department of Computer Studies. Based on Republic Act 7722 or the Higher Education Act of 1994 and CHED Memorandum Order 35, s. 1999, the RQAT is tasked to assist the CHED in evaluating higher education institutions (HEIs) applying for government permit and/or recognition of its educational programs, as well as prepare evaluation assessment and recommend appropriate action to CHED, among others. Legal basis for evaluating the compliance of the HEIs is embodied in CHED Memorandum Order 53, s. 2006 or “Policies and Standards for IT Education Programs.” Areas of evaluation for the school’s compliance to the minimum basic requirements of CHED include: 1) Administration; 2) Faculty; 3 Curriculum; 4) Instructional Standards; 5) Library; and 6) Physical Facilities. Among the members of CHED-RQAT for IT Education are: Ms. Maureene Bello of Ateneo de Zamboanga University; Mr. Norman Jose E. Ramirez of NEDA 9; Engr. Cielito Olegario of Western Mindanao State University. Education Supervisor from CHED who accompanies the RQAT is Dr. Rody P. Garcia.

DAR DENIES GRAFT IN ROAD PROJECTS THERE IS NO TRUTH to the “road to my farm” project issue hurled by some farmers association in the province of Zamboanga del Sur against the office of the Department of Agrarian Reform. This was the statement of Provincial Agrarian Reform Officer Atty. Glenn C. Sabijon in a press conference held in his office over the weekend who also said that all their projects especially the farm-to-market road have went through several assessment from their office along with the funding agency just to ensure that this must be implemented in identified Agrarian Reform Communities. It may be recalled that some farmers association in Zamboanga del Sur have alleged that politicians become the immediate beneficiary of the road project which they dubbed: “road to my farm.” Road to my farm according to some militant farmers refers to road projects that traverse the vast land holdings of some influential politicians in the province of Zamboanga del Sur. Sabijon said that the issue is baseless and full of falsehood and their documented accomplishment would speak for the truth as he challenged the said farmers to go to their office and see for themselves the record. “They can come to my office any time and go over the record just to prove them wrong”, Sabijon said in the presence of mostly 20 media practitioners who attended the press conference. If there might be road to my farm project as claimed by some left leaning farmers organization, Sabijon stressed it is not a DAR funded project but may be from other government agencies or an LGU supported road network project. According to Sabijon speculation is no good and it will just destroy the multi-billion pesos projects that have been poured by the DAR office to the different Agrarian Reform Communities. Sabijon also dismissed some allegations that they spared the big landholdings of a well-known politician from CARP coverage. “Wala mi gipili bisan kinsa nga luna basta ‘agricultural land’ unya subra sa lima ka ektarya ipailalom gyud kana sa land acquisition and distribution or LAD”, Sabijon said in a vernacular. He also said that almost 70,000 hectares of land have been distributed and benefited more than 43,000 beneficiaries in the entire province of Zamboanga del Sur.

Molave PNP Collared Shabu Peddler INTENSIFYING the campaign against illegal drugs a joint operation of PNP elements of Molave led by chief of police Ranulfo Pasaan Sinajon and an agent of Philippine Drug Enforcement Agency conducted a drug buy-bust operation that resulted to the arrest of a shabu peddler at around 7:00 p.m. at Golez Compound, Mabini Street, Madasigon, Molave Zamboanga del Sur. Sinajon identified the suspect as one Arnold Magtubo Arnuco, 42, widower and a resident of Bliss Site, Barangay Culo, Molave town. It was gathered that Arnuco was a known shabu peddler operating in Poblacion Molave and who was temporarily renting a house/apartment of Golez Compound. Police recovered from his possession a black wallet with P2,700.00 believed to be the proceeds of drugs sold, a 500 peso bill used as marked money, a Nokia cellular phone with text messages of his drug trade to numerous clients, a plastic container containing one big size heat sealed sachets of shabu, a heat sealer machine and cartoons of rolled aluminum foil. Investigator of the case SPO4 Diosdado Serohejos filed cases against Arnuco for violation of Sections 5, 11 and 12 of article 2 of Republic Act 9165 before the Provincial Prosecutor docketed as inquest case NR 09-F-00005. 4th assistant Provincial Prosecutor Hannibal Morales immediately issued an inquest resolution for the cases to be filed, however, only two were filed before the Regional Trial Court, Branch 23 of Molave, Zamboanga del Sur for violation of sec 5 (sale, trading, administration, dispersion, delivery, distribution and transportation of dangerous drugs), and section 11 (Possession of Dangerous Drugs) of Republic act 9165 with a bail bond of P200,000.

635 Examinees Take Nursing Board Exam Here AT LEAST 635 EXAMINEES coming from nearby cities and provinces took the Nursing Board Examination this week (June 6-7) given by the Professional Regulation Commission (PRC). Ms. Margarita Sahip, Special Collection Agent of the PRC Region 9 said that the examination was conducted for two successive days (Saturday and Sunday) both in the same venue at Saint Columban College. Sahip added that the examinees came from the provinces of Lanao, Zamboanga Sibugay, Zamboanga del Norte and Misamis Occidental and the cities of Ozamis, Marawi, Dipolog and Dapitan. “Marami kasing nag “take advantage” sa venue kasi malapit lang sa kanila kaysa pupunta pa sila sa Zamboanga City or Cebu City”, Sahip pointed out. She also acknowledged the support of City Mayor Sammy Co who personally sought the approval of the PRC to make Pagadian City as one of the venues of the Nursing Board Examinations. “Si Mayor Co talaga yung nag ‘initiate’ para maging testing center ang Pagadian that’s why we must thank the mayor for his effort na nakakatulong ng marami sa mga examinees”, Sahip added also saying that this coming September Pagadian City will again be one of the testing centers for the Licensure Examination for Teachers (LET). It may be recalled that in the previous years PRC examinations were only given in the cities of Zamboanga, Cagayan, Cebu and Manila which caused the examinees to incur higher expenses for transportation, foods and accommodations. But with the PRC’s presence here in the city, easy access for securing an application form for examinations, renewal of licenses and other transactions have been enjoyed by the clientele. The City Government of Pagadian will also give a lifetime achievement awards to retired government employees who were instrumental in the making and development of Pagadian, the new regional center of the Zamboanga peninsula region.

Co Releases Stipend To Tanod, Bantay Dagat PAGADIAN CITY Mayor Sammy Co over the weekend has personally handed over the monthly honorarium of almost 600 barangay tanods and bantay dagat members of 54 barangays of Pagadian City. Co decided to personally give their honorarium as a gesture of intimacy and goodwill with the tanods who are considered force multipliers of the limited strength of the local police. The 600 tanods and bantay dagat members expressed their elation over the mayor’s simple gesture of concern for them as vanguard of peace at the grass roots level. In his message, Co reminded the tanods to be responsible enough to maintain the tranquility of their respective barangays and should always be regarded as model to the rest of the constituents. “Hinaot pa ang atong mga tanod mao gayud ang modelo sa katarung ug ingon man sa kalinaw diha sa inyong tagsa-tagsa ka mga barangay”, Co said. He also added that as a duly authorized peace keepers in the barangay, a tanod must act in accordance with law and should not abuse his powers. “Kinahanglan diplomasya gihapon ang gamiton sa atong mga tanod sa pagtubag sa mga problema sa barangay ug likayan gayud ang mga abuso”, Co pointed out. The chief executive had increased the honorarium of the tanods and bantay dagat members of Pagadian City to help them in their plight of getting small allowances and to encourage them to work doubly hard in maintaining peace and order in the barangays. Even Police Chief Inspector Michael Palermo considered the tanods as a vital force in the barangay’s perimeter defense. He also called on the tanods together with the barangay officials to join in their fight against illegal drugs.

Pagadian City, Now Testing Center For Nursing Licensure Exam AFTER SEVERAL decades of waiting, Pagadian City has finally been included as a testing center for Nursing Licensure Examination. This was gathered over the weekend from City Mayor Samuel S. Co during his radio program, the “Mayor’s Report”. Co was extremely happy when the Professional Regulation Commission (PRC) approved the request of the City Government to hold the examination for the Nursing Licensure Examination (NLE) in less than a month from now. “Nursing graduates won’t have to worry about finding and getting to a test location elsewhere in Region 9,” Co said adding that “it is the ideal place for the examinees considering its proximity from the cities and neighboring places in the region.” “The examinees are given easy access in taking the exams and can now save time, money and effort,” Co explained. Co observed that during board exams, they used to travel to faraway places like Cebu, Cagayan de Oro and Zamboanga which according to them are “disadvantageous” because they will spend money for their overnight stay in lodging houses, food and transportation fare. Sol Coriba, a fresh graduate from Medina College, Ozamis City was so glad that Pagadian City is now a testing center for NLE exam. She said the proximity of the testing center from Ozamis benefited her and filing her application to take the NLE exam became easy for her despite delay in the release of her credentials. “It helped me a lot,” Coriba said, as she was able to catch up with the deadline set last April 17. Special Collection Officer Margarita I. Sahipa said that from the time PRC transferred to Pagadian City and became fully operational on February 5, 2006, it administered tests for the Licensure Examination for Teachers (LET) in the city for two consecutive times on September 28, 2008 and April 5, 2009, respectively. Now, on June 6 and 7, another exam will be administered for the NLE, she also said. Mayor Co said that the designation of Pagadian City as a testing center for both LET and NCE is a benefit derived from its becoming the new regional center of the Zamboanga Peninsula Region and is big boost to the tourism industry in the city. “Hotels, lodging houses and restaurants will be benefited too as the number of occupants in hotels and lodging houses will increase and many of the examinees will patronize our restaurants and eateries,” he said. Sahipa said there were 636 applicants who have filed their application both first-timers and repeaters from Pagadian City, Zamboanga del Sur and neighboring cities and provinces. It may be recalled that PRC’s decision to conduct the NLE examination in Pagadian City was due to the approved Sangguniang Panlungsod Resolution No. 0606 series 2008, ‘a resolution requesting the Professional Regulations Commission (PRC) to consider the inclusion of Pagadian City as one of the Commission’s testing centers for the Nursing Licensure Examinations in the calendar year 2009 and onward.’ The present administration believes that Pagadian City - being the Regional Center of Zamboanga Peninsula Region, has available local facilities and amenities to offer and is an ideal venue for the conduct of examinations and can accommodate reasonable number of examinees, the resolution said in part. With the existence of Nursing Schools and Colleges in the city, the P40-million Zamboanga del Sur Medical Center established by the Provincial government, the first-ever Oath taking ceremony of Nurses held at Alindahaw Hotel, this city last April 30, and the first NLE exam in St. Columban College on June 6-7, 2009. Mayor Co is very optimistic that Pagadian City will soon to be the “Nursing education capital in the world”, an observer said.

PNP, PDEA Nabbed A Drug Peddler A JOINT TEAM of the City PNP and the Philippine Drug Enforcement Agency (PDEA) arrested a suspected drug pusher in a buy-bust operation at corner Rizal Avenue and J. Ariosa Street, Santiago District, Pagadian City last May 12, 2009. City PNP chief Michael P. Palermo identified the peddler as one Orlando San Lorenzo y Sila, 41, jobless and a resident of Alano Street, Santiago District, this city. Items confiscated from his possession were 10 big size of heat-sealed sachets containing 10 small size sachets each of shabu, 3 pcs. of small size heat-sealed sachets of shabu, 38 pcs. of rolled aluminum foils and 4 pcs. of 100 peso bill used as marked money with serial numbers GN782141, ZA603332, DD245320, DC838076. Accordingly, the suspect is temporarily detained at the City PNP lock-up cell while proper charges to be filed against him are prepared.

PNP, PDEA and 53rd Army Troopers Arrest Drug Pushers INTENSIFYING the campaign against illegal drugs, a joint team of the Provincial Anti Illegal Drugs Special Operation Task Force (PAIDSOFT) and Army Troopers of the 53rd IB in coordination with the Philippine Drug Enforcement Agency (PDEA) agents arrested two drug pushers in a buy-bust operation at the house of Muslimin Malaco at Purok 7 Tonner, Alta Tierra subdivision, Tiguma, Pagadian City at around 5:00 p.m. last April 25, 2009. Police identified the suspects as Jimmy Malaco, 46 and Ibrahim Wahab, 24, both residents of Bulawan, San Miguel, Zamboanga del Sur. Confiscated items from their possession were 3 big transparent plastic sachets of shabu with an estimated weight of 15 grams amounting to P105,000.00 and one small transparent plastic sachet of shabu with estimated value of P2,000.00. On the other hand, a certain Jamion Danial, 56, a Sangguniang Bayan Member of Lapuyan, Zamboanga del Sur and Ahmad Ismula, 30, a resident of Boalan, Kumalarang town were also apprehended in a drug buy-bust operation jointly conducted by the PAIDSOFT, PDEA and 53rd IB, at around 5:30 p.m. inside the house of Gigi Malaco in Alta Tierra subdivision, Tiguma, Pagadian City, on the same day. The items confiscated from their possession were 2 small transparent plastic sachets of shabu with an estimated weight of 0.11 grams each, worth of P4,000.00 and 3 pieces of big transparent plastic sachets of shabu with an estimated weight of 15 grams, worth of P105,000.00 and a digital weighing scale with batteries. On the same day, at around 9:00 p.m. another drug buy-bust operation was conducted, which resulted to the arrest of Pindaton Abdul, 40, a resident of Sultan Gumander, Lanao del Sur. Abdul was arrested inside the house of Intisar Malaco in Barangay Banale, Pagadian City, the police said. Confiscated items from his possession were 2 small sachets of shabu with an estimated weight of 1.11 grams, worth P7,000.00, 2 pieces big sachets of shabu with an estimated weight of 10 grams, worth P70,000.00 and undetermined quantity of dried marijuana leaves. The total worth of confiscated items amounted to P293,000.00, excluding the estimated amount of marijuana leaves now under the custody of Zamboanga del Sur Provincial Anti Illegal Drugs Special Operation Task Force. The inventory of all confiscated items was done with the presence of Board Member Ernesto Mondarte. As of press time, arrested suspect were temporarily detained at the Camp Abelon lock-up cell while proper charges to be filed against them are prepared. |

Malaco Ambushed, Killed ONE Hadji Muminin L. Malaco, 44, a resident of Brgy. Banale and a prominent Muslim businessman in Pagadian City was ambushed and shot to death by two armed men who were also killed during the incident along Pulmones Avenue, this city last April 24, 2009, the police said. Police Chief Inspector Michael Palermo said Malaco was shot infront of the Sucran Building along Ariosa Street, this city by two motorcycle riding gunmen who suddenly appeared and sprayed bullets at Malaco’s vehicle, a Toyota Hi Lux. Malaco, who was driving the vehicle sustained several gunshot wounds and was proclaimed dead on arrival at the Pagadian City Medical Center by the attending physician. His wife Grace, 23, who was seated beside him inside the Toyota Hi Lux was also hit on her thigh but now in a safe condition. One of the two slain suspects was identified by the responding team of the province’s Scene of the Crime Operatives as one Sonny Dimaukom, a resident of New Labangan, Zamboanga del Sur. The suspects were allegedly killed by Malaco’s back up escort who quickly retaliated as the killers boarded a black DT motorcycle, witnesses said. The running gun battle lasted for a couple of minutes and also caused the death of a tricycle driver by the name of Roden Dahilan, a resident of San Pedro District, this city, the same witnesses said. It was also gathered that one Junifer Quinimun, 26, a resident of Siay, Zamboanga Sibugay and a bystander was hit in the crossfire but is confirmed safe after being treated at the Pagadian City Medical Center. At a press conference, Palermo said that as of now they are conducting a thorough investigation to determine the motive of the killing of Malaco. He added that the police have yet to identify the owner of the motorcycle used by the assailants although they have already some leads as to their identity. Malaco is one of the city’s prominent businessmen who owned a big house enclosed by a high concrete fence at Brgy. Banale, this city. He was the father of one Basari Malaco, who was implicated in the killing of the Godoy brothers few years ago.

Mayor Afdal’s Kin Nabbed For Firearm Possession MAYOR ABUBAKAR AFDAL of Labangan, Zamboanga del Sur has once again expressed his disgust and alarm over the way the police arrested civilians even without an arrest warrant. It was gathered that one Ugsad Afdal, alleged a nephew of Mayor Afdal was recently arrested in Dalapang, Labangan when spotted by elements of the 905th Provincial Mobile Group and troops from the 53rd Infantry Battalion with a .45 caliber pistol tacked in the waist. While Mayor Afdal admitted that the arrested suspect is his nephew he cried foul with the way the police effected the arrest. Afdal said that Ugsad is his personal security personnel and the gun that was confiscated is a licensed firearm registered in his name. “Rehistrado ang mao nga armas, dunay ‘permit to carry’ nga ubos sa akong ngalan nadala lang sa akong pag-umangkon niadtong tungura,” Afdal said when interviewed by local media. He urged law enforcers to follow the law and observe the proper way of searching houses, which may be done only with a search warrant issued by Courts. “Illegal man ang ilang gihimo nga musulod sa balay nga walay arrest warrant or search warrant unya grabi pa kadaghan sa tropa unya wala mi-coordinate sa hepe sa Labangan police,” the mayor said. Meanwhile, Major Alikhan Yusop, the group director of the 905th PMG who led the team during the arrest in defending the group’s action claimed it was properly coordinated. He also said the team entered the place of incident in full battle gear since it was running after a fugitive linked to drug and murder cases, one Abe Nacan alyas “Tapay,” who is reportedly a close friend of relatives of Mayor Afdal from Tukuran, Zamboanga del Sur. “We are just following orders from the provincial director at OK naman yung pagpasok namin kaya lang si Tapay eluded our arrest,” Major Yusop said when interviewed by media. |

Billy Yu’s Widow Fighting For Life THE WIDOW of the late Billy Yu, who was shot dead by an unknown assailant some eight years ago, is now fighting for her own life at the Mendero Medical Center, after she was shot by two unidentified gunmen using a caliber .45 pistol at around 9:20 p.m. last April 13, 2009. Cecilia Yu, owner of Hotel Guillermo and Caltex Gasoline Station was waylaid by two armed men outside her residential house, a walking distance from Hotel Guillermo along Rizal Avenue, Pagadian City, police said. The victim who sustained two gunshot wounds on her nape was about to get inside her house with her daughter and an employee of Hotel Guillermo when the shooting incident took place, it was gathered. Bystanders and Guillermo Hotel staff brought the victim to the Mendero Medical Center, a walking distance from the crime scene. Elements of the city police led by police chief inspector Michael Palermo immediately responded and went to the crime scene but the suspects had already fled passing to Sabado Street, witness said. Police investigators recovered slugs of a caliber .45 pistol at the crime scene, police said. The police are still conducting an investigation and have yet to establish the motive of the shooting even as the family of the victim is called to cooperate with police investigators to find leads, which might pave the way to the resolution of the case, Palermo said. Meanwhile, City Mayor Sammy Co who was saddened by the incident, ordered the PNP to cooperate with the NBI and other authorities to give due justice to the Yu family even as he also acknowledged the contribution of the victim to the city’s growth and economic development. “Ang Yu family isip mga negosyante nakatabang sa patigayun sa syudad, naghatag sa buhis ug panarbaho sa katawhan, busa dili lang ingon ana kasayun nga pusilon lang,” Co said in his radio program, ‘Mayor’s Report.’ Some eight years ago, the victim’s husband Mr. Billy Yu was shot dead in front of his own gasoline station along Rizal Avenue, this city and property dispute was believed to be the motive of the killing, a reliable source seeking anonymity said.

Search For Ms. Pagadian ‘09 Is On CITY TOURISM Officer Jewelo “Joy” P. Barrios officially announced that the search for Miss Pagadian 2009 is on, as he also enticed young ladies to join the search for the fabulous prizes at stake. Barrios said that the search is open to all young ladies in Pagadian City from ages 17 to 23 with pleasing personality and at least 5’4” in height. He added that the search committee will also accept contestants who are not native of Pagadian but at least have lived in the city for the past six months. This coming April 16 is the deadline for the submission of application and the following day (April 17) is the schedule of the first screening while the final screening shall be on April 29, 2009, Barrios added. Barrios also said that the city government is committed to give cash prizes to the winners and would even provide them with scholarship grants. The lucky contestant who will be crowned Miss Pagadian 2009 will receive P25-T cash, a trophy and a college scholarship assistance while the first runner up will receive also P15-T cash plus trophy and a scholarship grant; P10-T will also be given to the 2nd runner up plus a trophy and giveaways and the non-winner contestants will receive P3-T each plus a college scholarship grant, it was gathered. On the other hand, Dr. Priscilla “Dicky” Fernandez, chair of the City Tourism Council said that the city government would like to help our local beauties with talents who would want to finish their college education. “It would be of great help to our young ladies to pursue their education, ug mao usab kini ang gusto ni Mayor Sammy Co isip nga ang iyang pang-gobierno nakasentro usab sa edukasyon,” Dr. Fernandez pointed out. She encouraged the potential young ladies to try their luck and join the prestigious search for Miss Pagadian 2009. Carnapper Shot Dead ONE OF 2 suspected carnappers was killed while attempting to evade a pursuing PNP member in Molave, Zamboanga del Sur over the weekend. Molave PNP identified the slain carnapper as one Osorio S. Vinzon, Jr., 26, jobless and a resident of Purok 3, Barangay Tumapic, Mahayag, Zamboanga del Sur. Vinzon, Jr. was shot to death by a certain PO2 Philip Apat when spotted riding in tandem with an unidentified companion on their carnapped motorcycle along Roxas Street, Molave, Zamboanga del Sur, police said. The suspect sustained two gunshot wounds on his nape and head and was immediately brought to the Igano Community Hospital but proclaimed dead on arrival by the attending physician, a reliable source said. Responding police in Molave recovered at the crime scene the carnapped Motor Star 125 motorcycle and a caliber .45 pistol with a magazine loaded with 8 live ammunitions. The said motorcycle is owned by a certain Genesis M. Aguipo, 33, driver and a resident of Purok Golden Shower, San Isidro, Mahayag, Zamboanga del Sur, it was gathered. As of press time, elements of PNP Molave are still hunting down the remaining suspect.

Passenger Bus Robbed THE PASSENGERS of a bus reportedly owned by Mayor Greg Dayondon of Tabina were robbed by armed men in Purok 6, Mahayag, Dimataling, Zamboanga del Sur. Police record shows that while the Baganian Transit bus was transporting passengers from Tabina town to Pagadian City, armed men pretending to be passengers rode on the bus at Brgy. Tiniguangan and upon reaching Brgy. Mahayag, Dimataling, one of the suspects ordered the driver at gun point to stop and declared a hold up. Mr. Dionisio Retisa, the driver said that when he halted the bus, the suspects divested the passengers with their cash money, jewelries, cellular phones and other personal belongings and afterwards fled to an unknown direction. The suspects armed with short firearms were able to cart away some cash money estimated to amount to P70-thousand, police said. As of press time, the local police are still conducting a hot pursuit operation against the robbers. An intelligence report has disclosed that the said robbers were also involved in the series extortion activities in the Baganian area.

PRES. ARROYO VISITS SAN PABLO ZAMBOSURIANS earned two Presidential visits in a row this year, the recent was in Brgy. Kapamanok, San Pablo town, 72 days after President Arroyo stepped on Sominot and Midsalip last January 5, 2009. President Arroyo set foot in Barangay Kapamanok, San Pablo, Zamboanga del Sur last March 17, 2009 on board a chopper amid the cheers of thousands of people patiently waiting for her arrival. Governor Aurora E. Cerilles led the welcome party with Congressmen Victor Yu of the 1st District and Antonio H. Cerilles of the 2nd District along with San Pablo Mayor Belman Mantos. Provincial Board Members, Municipal Mayors, Regional Directors joined the people of San Pablo that flocked the venue at Purok Aleo, Barangay Kapamanok. Gov. Cerilles briefed Pres. Arroyo with the roadmap of San Pablo, admitting it is a provincial road but with a total length of 388 kilometer of its provincial road, the provincial government with its limited funds boldly needs the help of the President to upgrade the San Pablo-Canunan road. Gov. Cerilles said that “luckily I and the President share the same pet project - road concreting so that tourism development potentials, increase farmers’ income as well as health services would be easily accessed by the people.” “I am directing Secretary Arthur Yap (who accompanied the PGMA) of the Department of Agriculture to release P20-million as initial fund for the concreting of your road,” President Arroyo declared for the people of San Pablo gave a resounding applause. Secretary Yap, in turn, instructed DA Regional Director Oscar O. Parawan to expedite the necessary documents and bid process so that the project would be implemented soonest. “Hope to be back here for the groundbreaking of the project,” Yap said. The President’s visit only lasted about 20 minutes. She had an aerial inspection of the roads within San Pablo and then proceeded to Cagayan de Oro City for a cabinet meeting. San Pablo Mayor Mantos said “I may have spent a million for the President’s visit and in return she gave us multi-millions of pesos for road concreting.” “Thanks to Congressman Tony Cerilles who wrote to President Arroyo to personally check our road condition here for her to release funds to accelerate our socio-economic situation with better roads,” a first-termer and 5th elected mayor of 51year-old municipality said. Mantos added that about 25,000 people of San Pablo were eager to hear the President’s pronouncements as to how she would initially provide for the upgrading of the 16.72 kilometer rocky and dusty road of San Pablo. San Pablo consists of 28 barangays. The proposed total concreting cost of the 16.72 kilometer is P334,890,000.00. This road section connects barangays Canunan and Goling of Guipos town to 9 barangays of San Pablo: Payag, Mabuhay, Mulansong, Pongapong, Kapamanok, Villakapa, Upper Pantad, Pantad and Poblacion. Three or four months from now, the President will be back to this province to visit Josefina town, Gov. Cerilles told media. |

DepEd Orders Simple Graduation Rites ZAMBOANGA DEL SUR Schools Division Superintendent Visminda A. Serrato reiterated over the weekend a standing order of the Department of Education that the holding of graduation exercises must be simple and less expensive to unload the parent’s financial burden. During the concluded Division Executive Committee Meeting held recently at San Pablo town, Serrato reminded all public school heads and teachers not to collect any graduation fees or any kind of contribution for graduation rites. “What we are trying to ensure is the quality education that we can give to the pupils or students,” Serrato re-echoing DepEd Secretary Jesli Lapus’ memorandum. It maybe recalled that the government has long been imposing austerity measure and the education sector is not spared of the policy, hence asking contributions is being strictly monitored. Serrato also reminded the education stakeholders, members and officers of the PTCA that they can solicit contributions but should on voluntary basis and teachers should not be involved in soliciting contributions. Secretary Lapus in his memorandum pointed out that the schools should not require extravagant special attire or extra ordinary venue for the ceremonies, while a yearbook contribution should also be on voluntary basis. Lapus’ order also stated that graduation rites should be conducted solemnly befitting the graduating students and their parents. The celebration should not in any way be used as venue for political forum, however, local officials are not barred from attending the graduation rites. Lapus also gave credit to the LGU’s active support to all DepEd programs and thrusts. He said local officials are their close partners in building classrooms and in providing furniture, books, additional teachers, trainings and other expenses. On the other hand, Superintendent Serrato also said that the graduation rites must be held in the last week of March with the theme: “My Education: My Contribution to the future.”

Cong. Yu Gives Cash Aid To 165 Fire Victims PAGADIAN CITY - In his own way of reaching out to the poor, Congressman Victor J. Yu of the first congressional district of Zamboanga del Sur gave financial assistance to the Brgy. Santiago fire victims over the weekend. Each of the 165 fire victims received P500.00 cash with Santiago Barangay Captain Toto Navarro assisting Congressman Yu during the aid distribution. In a press briefing after the distribution, Yu said he allocated almost P100,000.00 from his congressional social fund. Yu added that the financial aid is his own way of reaching out to the fire victims and his gesture of love and concern for them who are now temporarily sheltered at the city port. He also said that with the small amount given, the fire victims could now start rebuilding their burned houses, while awaiting the P3,000.00 financial aid pledged by the city government of Pagadian. It may be recalled that Mayor Sammy Co has assured each fire victim a P3,000.00 cash financial aid, sliced from the city’s calamity fund. The City Disaster Coordinating Council has already approved a resolution declaring Brgy. Santiago under a state of calamity, an assurance to the victims that the said amount will be released soon. A source from the city mayor’s office also said that the processing of the said budget is now underway. Co assured the fire victims of a relocation site in Sitio Nazareth, Buenavista, Pagadian City. However, in his radio program, he made it clear that only those fire victims living in government owned lot and allays are entitled for the relocation. The rest will have to start rebuilding their homes in their respective private lots. Meanwhile, recipient of Congressman Yu’s social fund were very glad and thankful of the amount given to them. “Nagpasalamat me ni Congressman Yu kay mitabang siya namo ug makapalit na kami niini ug mga materyales aron subli matukod among balay”, said a fire victim after receiving the financial aid placed in an envelope with the names of Congressman Victor Yu. Punong Barangay Toto Navarro also expressed his thanks to Congressman Yu as he also urged also local leaders to extend help. Navarro is awaiting the same help from Governor Auring Cerilles of Zamboanga del Sur, it was learned.

Mealy Bugs Attack 4 Barangays In Molave AT LEAST 4 barangays in Molave, Zamboanga del Sur have attracted the attention of LGU-Molave and the Department of Agriculture after insects which are scattered in the area created worries to farmers and destroyed their crops, particularly coconuts. The insects are called “Mealy bugs” as confirmed by the Entomologist and Plant Pathologist from Western Mindanao Integrated Agricultural Research Center (WESMIARC) and Regional Crop Protection Center (RCPC). The insect is a scale-like insect coated with a powdery mealy waxy secretion that feed on plant juices and destructive especially for greenhouse ornamentals, succulents and fruit trees in the moist and warm climates. This insect sizes from 2mm to 5mm and will attack any crops and plants. It maybe recalled that Mealy bugs had previously attacked some barangays of Liloy, Zamboanga del Norte on 2007, a DA employee said. Mr. Anacleto Quilantang, RCPC Plant Pathologist and Ms. Fe Sambulan, Entomologist and Biocon in-charge of WESMIARC together with the Molave Mealy Bug Taskforce briefed the farmers of Barangays Upper Dimorok, Lower Dimorok, Ariosa and Argao, all of Molave town as to how to avoid the spread of Mealy bugs on 3 ways like cultural control-damaged should be cut; biological control spray a mixture detergent soap and alcohol; and spray “Cartap.” It was learned that the local government unit of Molave through the effort of Mayor Flavio J. Saniel, Jr. allocated some funds for the cost of chemical to be distributed to the four affected barangays.

Concessionaires Bewail PCWD Poor Water Service THE PAGADIAN City Water District (PCWD) over the weekend was flooded with complaints from water concessionaires allegedly due to its poor service in supplying water especially in the upper part of Pagadian City. In Barangay Sto. Niño, this city, a lot of complaints were aired over RMN-dxpr station criticizing the PCWD management for its inefficient service in providing the consumers with abundant supply of water. A certain resident of Sto. Niño District, who sent his complaint through text messaging, said “naunsa naman ning PCWD gapasaka sa bayronon unya wala may klaro ang ilang serbisyo”. Another complainant also said that the PCWD’s schedule of water supply is abnormal and it has no exact schedule forcing the concessionaires to wait even in a wee hours. “Mao ni ang nakapait sa PCWD, walay klaro ang schedule sa tubig, usahay muagas, usahay pud wala gyud intawon”, a water consumer lamented. A resident in Alta Tierra, Napolan also lambasted the management of PCWD for its poor water service to residents. “Imbis tubig ang muagas hangin naman hinuon ang mugawas, mao na nga makapangutana kita kong nagtrabaho pa ba kining taga PCWD nga palpak man ang ilang serbisyo,” a government employee said when early in the morning water from the PCWD became unavailable. But, PCWD General Manager Edilberto E. Yorong called on the public to calm down and understand the problem being encountered by their office. Yorong said that while it is true that there is abundant supply of water technical problems in its pumping station has barred them from providing good service to consumers. He also said that the water district is now in the process of rehabilitating its water lines and improving its facilities to satisfy water concessionaires. He added that his office is preparing for the full transfer of the regional centers and expecting a drastic increase of water consumption in the city. Yorong also asked the public to understand the management side, because it is trying its best to improve services, and if ever there are complaints, the complainant can directly come to his office to discuss the problem and look for necessary and appropriate solutions.

Pwersa Mindanao, An Alternative Party In 2010 PRIME MOVERS of the newly created political party Pwersa Mindanao are optimistic that its party would be an alternative which voters can chose from various candidates willing to give dedicated service to the populace. Speaking before the local media, Ex-Board Member Emil Deleverio said the Pwersa Mindanao was forged several months ago, so that no administration re-electionist can monopolize the coming election in 2010 since as predicted by several political observers incumbents officials will run unopposed. “Among gituyo pagmugna kining maong grupo aron ang mga tawo aduna gayu’y kapilian, kay dili maayo paminawon nga ang eleksyon emonopolyo lang sa kasamtangang namunoan,” Deleverio pointed out. Deleverio also said that the creation of Pwersa Mindanao political party has took quite a long time and series of consultative meetings and caucuses were made locally and even in Manila and it was finalized in the later part of 2008. He added that this political party is composed of some veteran politicians as well as new comers, who consider themselves as the new breed of politicians and more dedicated to serve for the advancement of the people. “Kining mao nga partido mangita gayud sa kausaban, kay atong nakita ang kahugaw sa politika dinhi sa atong nasud, busa ang kausaban magsugod sa atong lokalidad,” Deleverio said in an radio interview. He also said that their local candidates will not take the first move to affiliate with national figures, but it’s all up to the national candidates to tap them and unite with the Pwersa Mindanao. Names floated with strong supporters of Pwersa Mindanao are the likes of former Congressman of 1st District, Atty. Isidoro Real Jr. and former Governor Boyet Vera Cruz, who have been reported to have joined the said 3rd political force in the province of Zamboanga del Sur.Ex-Congresswoman Nenet San Juan was also name although she will no longer make a come back in her former congressional seat but would rather reclaim the town of Dumalinao from the Cerilleses. Former Mayor Eutiquio Famor is reported to be his running mate in the 2010 mayoralty race, it was learned.
