GSIS Members Hit Defective System

SEVERAL GOVERNMENT employees have complained against the defective system used by the Government Service Insurance System (GSIS) which has paralyzed some of its services to its members.

Affected transactions according to the members are their salary and policy loan applications.

They are forced to avail of the alternative option of transacting a loan application which they claim is an added burden on their part.

According to them this is a great irony with GSIS President and General Manager Winston Garcia’s pronouncement that GSIS has gone high tech and has adopted a new system which would bring comfort to its members.

Christine Torres, a Technical Assistant in the GSIS Pagadian Branch called on the members to remain sober because everything has been done to address the problem.

She said it is normal for an agency to experience system difficulty but as soon as the works will be completed the normal operation will resume.

Torres could not give the exact time when their bogged down system would be fixed but assured the members that their IT experts are doing their best.


 

 

DA9-CARES To Be Organized
 
THE DEPARTMENT of Agriculture 9 Concerned Association of Retirees and Retirable Employees (DA9-CARES) will be organized on June 25, 2009 during the 111th Founding anniversary of the Department of Agriculture to be held at WESMIARC, Ipil, Zamboanga Sibugay Province, DA9 Operations Division chief Samuel Simbajon said. According to him the group will elect the first set of officers for one year term. 

Accordingly, the DA9-CARES is a non-stock and non-profit association and will be organized following the guidelines of the Securities and Exchange Commission (SEC). The objectives are: (1) To develop cooperation between and among the officers and members of the organization in such undertaking and activities that will serve every retiree or retirables benefit and (2) To raise funds and aid to the need of the retirees and establish partnership with the offices previously connected in the implementation of agricultural development programs and projects. The group is expected to approve the constitution and by-laws of the organization, Simbajon also said.

Simbajon added that the DA9-CARES will be the first to be organized within the DA family since the agency was founded 111 years ago and top officials of the DA Central office are expected to witness the meeting.

Retired DA employee Mr. Andres Espiritusanto said the organization will serve as a network to easily locate the addressees and whereabouts of members especially in case of emergency.

The proposed benefits and privileges of the officials and members of the organization include health benefits, livelihood projects, mortuary, health insurance and RA 9257, expanded senior citizen of 2003, majority of the DA 9 retirables and retirees including those who have served the agency for 10 years up and transferred to other agencies, the devolved personnel (LGU) and attached agencies, it was gathered.

Other activities lined up for the DA 111th anniversary are the recognition of loyalty awardees, launching of DA health care service and Mag Aggies Tayo games
Cerilles, Ragandang, Sabijon Welcome CARP’s 21st Year

PROVINCIAL AGRARIAN Reform Adjudicator Atty. Glenn C. Sabijon said over the weekend that the opening program of the 21st CARP anniversary last June 9 at the DAR Provincial Office heralds a significant milestone marking the beginning of the 21st year of CARP with the 5 year CARP extension Bills passed by both Houses.

Sabijon also said that in Zamboanga del Sur, DAR was able to distribute more than 70-thousand hectares to about 50-T Agrarian Reform Beneficiaries with a balance of 10-T hectares yet to be distributed before the province can be declared as free from Land Acquisition and Distribution (LAD). 

Surveys made by the University of the Philippines and other reputable and respectable survey institutions confirm that DAR has made some headway in private and public agricultural land distribution and that CARP implementation must go beyond 2008 to distribute the remaining 1.3-M hectares of land nationwide, Sabijon said.
Sabijon stressed that CARP is a social justice and income – equity measure, uplifting at least 50% of the country’s rural poor and transforming them into productive citizens who are now enjoying eased quality lives in vibrant, progressively developing Agrarian Reform Communities towards an agriculturally booming and industrializing nation.
He also clarified that the DAR Management runs the office anchored on the principle of dedicated public service, which is twinned with transparency.

On the other hand, newly appointed DAR IX Regional Director Julita A. Ragandang said DAR would relentlessly pursue its obligation to the country saying that the CARP Extension Bill which is a victory for our grass root farmers is a go signal for the department to cover and compulsorily acquire, if needed, the mostly remaining private agricultural lands to serve, empower and uplift our farmers from poverty. 

Meanwhile, Governor Aurora Enerio-Cerilles, in her message enjoined the public to continuously sustain the gains and advance the mission of CARP to strengthen the spirit of selflessness and ensure equal access to wealth and services for our people.
Cerilles said the passage of Senate Bill 2666 and approval of House Bill 4077, respectively, means an appropriation of PhP147-Billion and another PhP100-Billion funding support for LAD, Support Services and Agrarian Justice Delivery and others during the 5 year CARP extension.

The lady governor expressed her concern and commitment, amidst the economic challenges of the times exhorting DAR to help deliver the needed support to improve the people’s quality of lives.
She also commended the noble accomplishments of CARP in distributing some 3.97 million hectares of agricultural lands to 2.3 million ARBs and with a total of 1.7 million hectares placed under leasehold arrangement to 1.18 M farmers. 
She added that DAR alleviated the condition and influenced the lives of the ARBs through the provision of infrastructure and livelihood opportunities; the conveniences brought about by solar power; the granting of scholarships to children of farmer beneficiaries; the provision of credit to rural cooperatives; and, the provision of healthcare programs to the ARBs, among an array of support services.

DAR Observes 21st CARP Anniversary

THE REGIONAL AND PROVINCIAL Offices of the Department of Agrarian Reform jointly commemorate the 21st anniversary of the Comprehensive Agrarian Reform Program (CARP) this June with the nationwide theme: “ENTERPRISING AGRARIAN REFORM COMMUNITIES (ARCs): Creating Jobs, Empowering Farmers and Ensuring Food Security”.

Provincial Agrarian Reform Adjudicator at the same time Provincial Agrarian Reform Officer, Atty. Glenn C. Sabijon said that DAR is all set for its month-long celebration. 

Sabijon added that the Comprehensive Agrarian Reform Law or Republic Act 6657 of 1988 is the legal basis of CARP program which is funded by the Agrarian Reform Fund. He mentioned that Sections 20 & 21 of E.O No. 229 provided P50-billion last 1998 for its augmentation implementation funding until 2008. Sabijon added exists aside from the assistance from foreign funding institutions like the Asian Development Bank; the Japan Bank of International Cooperation and the Spanish Government presently assisting the ARCs in Zamboanga del Sur with counter-parting from the Philippine Government and the Local Government Units summing up to billions of pesos.

Chief Agrarian Reform Program Officer for Administration & Finance Arturo N. Soria said that to commemorate its 21st year, a Thanksgiving Mass was held last June 3 followed by a motorcade and an opening program on June 9 which will be kick-off the Sportsfest/Cheering Squad competition until the June 11.
A press conference will also be held on June 15 and a Kumustahan sa mga ARCs on 16th to 18th where school supplies, used clothing, shoes and other items will be distributed to the Agrarian Reform Beneficiaries and a Tree Planting will be done, Soria added.

An Essay Writing/Oratorical Contest, High School category is also scheduled during the DAR Employees Association (DAREA) Week from June 20th to 26th, the latter date of which will also be the Awarding and the closing ceremony.
Sabijon said that last June 3, this year the Senate approved 5 years CARP extension with 100-Billion pesos funding. He added the Bicameral is expected to meet during the coming weeks to reconcile the differing provisions of bill.

DAR IX Regional Director Julita A. Ragandang said that Agrarian Reform Advocates within and outside the government like the Catholic Bishops Conference of the Philippines and the Party List Representatives are massively supporting CARP extension.

DTI Holds Diskwento Fair

THE DEPARTMENT of Trade and Industry of Zamboanga del Sur held a Diskwento Fair for local residents last May 29-30, 2009 at the Amusements and Events Center (AEC), Provincial Capitol Complex, Pagadian City, a DTI personnel said. This activity accordingly was in response to President Gloria Macapagal-Arroyo’s call to help ease the burden of the Pilipino people during these hard times when prices of basic necessities and prime commodities are sky rocketing as a result of a world-wide economic crisis.

During the fair, producers and manufacturers of basic necessities and prime commodities and local owners of grocery outlets brought their products and sold them at discounted prices, the same source said. Among the participating companies were San Miguel Corporation, Procter & Gamble, BPC/Nestle, Julies Bakeshop, National Food Authority (NFA), Luis General Merchandise, Pagadian Taft Mart and Cariaga Traders Mart.

City residents particularly those in low income bracket took advantage of the two day affair as grocery items, rice, school supplies and uniforms were made available at discounted prices.

The Diskwento Fair formally opened with a program at around 8:00 a.m. on May 29, at the Amusement and Events Center with Governor Aurora Enerio- Cerilles as guest of honor.

 

12 Men Collared For Illegal Fishing

A JOINT TEAM of PNP elements of Margosatubig and Philippine Navy apprehended 12 persons suspected of illegal fishing and seized 4 bancas in the coastal area of Margosatubig, this province at around 5:00 p.m. last May 13, 2009.

Margosatubig chief of police Mansueto Martinez said that while they were on seaborne patrol with navy personnel at said coastal area they spotted and caught some fishermen in the act of illegal fishing locally known as “hulbot-hulbot”.

Martinez identified them as Bernard Rojas, Gilbert Llanes, Bobit Alvarez, Alvino Galorio, Juvito Galorio, Juanito Galorio, Benjie Fernandez, Albert Corpin, Edwin Gallardo, Ruel Limpal, Francisco Verjes and Victor Apat, all residents of Barangay Igat Island, Margosatubig town.

The chief of police also said that of the 4 bancas one marked “DENNIS” is owned by Boboy Dingal, one marked “PONCE” is owned by Arlene Ponce, one marked “MY BOY” is owned by Marcelino Barcelona and one marked “MERVIN” is owned by Bugoy, all residents of Brgy. Igat Island.

As of press time, the suspects are detained at the Margosatubig lock up cell while proper charges to be filed against them are prepared while the 4 bancas placed under the custody of Flordeliza Saladaga, Fishery Technician of Margosatubig town for safe keeping.

 

5 Zambosur Farmers Get Regional Gawad Saka Award

FIVE OF THE SIX 2008 farmer-achievers in Zamboanga del Sur were given the Regional Gawad Saka award by the Department of Agriculture in Ipil, Zamboanga Sibugay last May 12 and 13, 2009.

The giving of Gawad Saka award is an annual project of the Department of Agriculture for individual farmer or group of farmers as extraordinary trendsetters in farming, animal-raising and fisher culture. The search of extra-ordinary farmers is competed at the provincial, regional and national level.

Provincial Agriculturist Marilyn Bersales said that a lot of Zambosurians who were innovators especially in farming and animal-raising ultimately reaped recognition as National Gawad Saka awardees as early as way back in 1999 up to 2007. 
Bersales clarified that declaration of winners for a particular year is traditionally done in the preceding year. Contests are held for the biggest farm produce, cooking demo of cassava-based delicacies, rice techno and vegetable salad cooking demo. This year’s 36th farmers assembly and recognition also showcased various talents of farmers, women and youth through competitions like singing, poster making and many more. 

For 2008 the Provincial Gawad Saka awarding ceremony was held last April 28 during the 36th Farm Family Forum at the AEC gym, Capitol Compound here. The awardees were: 1) Outstanding Rice Farmer – Bonifacio Corpuz of Dalapang, Labangan; 2) Outstanding Corn Farmer – Eleuterio Fanilag of Tuburan, Mahayag; 3) Outstanding Young Farmer – Dindo delos Santos from Culo, Molave; 4) Outstanding Farm Family – Mr. & Mrs. Reynaldo Montañez and Family of Lower Pulacan, Labangan; 5) Outstanding Small Farmers’ Association – Lakewood Farmers Multi-Purpose Cooperative (LAFAMCO), Lakewood; and 6) Miguel Ramos of Poblacion, Mahayag as Outstanding Coconut Farmer but failed to win at the regional level.

Governor Aurora E. Cerilles together with Department of Agriculture Regional Technical Director Constancio Alama and Provincial Agriculturist Marilyn Bersales led the giving of Plaques and Certificate of Appreciation to the lucky winners.

Cerilles, farmer herself, expressed pride over the remarkable performance of the outstanding farmers, saying: “Ang kadaugan nga ilang naangkon, kadaugan natong tanan. Akong gilauman nga maghatag kini’g dugang inspirasyon ug kadasig alang sa dugang ninyong paningkamot. Dako kayo ang inyong tahas ug tampo sa pagpadagan ug pagpalambo sa ekonomiya sa atong lalawigan ug sa tibuok nasud.” 

Cerilles also hoped that one the five regional winners will eventually win the Presidential Gawad Saka award. 
The Cerilles administration since 2001 has been institutionalizing the province-wide gathering of all farmers associations (FAs), rural improvement clubs (RICs), involving housewives/women and 4-H (hands, head, heart, health) clubs coming from the 26 municipalities and Pagadian City, a reliable source said.

Provincial Agriculture Office’s record lists down the Zambosurians who won the National Gawad Saka award since 1999. They were Edilberto Bitacora of Guitran, Dumingag, as Outstanding Corn Farmer; Annie Sitjar of Lantian, Labangan as Small Hog Raiser for the year 2007, it was gathered.

It was also gathered that in 2005, Ryan Montañez of Pulacan, Labangan was Outstanding Young Farmer winner with Midsalip Farmers Multi-Purpose Cooperative as Outstanding Small Farmer Organization. For 2003, Vivencio Ceniza of Ramon Magsaysay emerged as the Outstanding Coconut Farmer in the country while Mr. and Mrs. Julius Jamero & Family were adjudged as Outstanding Farm Family.

The 2000 Outstanding Young Farmer was Caritino Andrew Espina of Kaangayan, Mahayag while his uncle and current Board Member Rogelio Saniel received a Presidential Citation as Outstanding Large Animal Raiser. Nevertheless, Aning Llagono of Molave was first cited as the country’s Outstanding Large Animal Raiser in 1999.
ZAMBOSUR SHABU TRADE DOWN

AUTHORITIES in Zamboanga del Sur has recently claimed to have effectively instituted measures to suppress circulation of illegal drugs in the province today, causing it to decline.

Nowadays, a sachet of shabu has reportedly a cost of P500 or five times its price of P100 before due to police’s constant entrapment and buy-bust operations against illegal drug trafficking – peddlers and drug dens in Pagadian City and municipalities of Zamboanga del Sur, a reliable source said.

“The price is high when the supply is scarce,” Board Member Ernesto Mondarte said while giving his report to Governor Aurora E. Cerilles, in a press conference last April 29. 

Cerilles, chair of Provincial Anti-Drug Abuse Council and Provincial Peace and Order Council designated Mondarte as action officer of Task Force Kontra Droga, shortly after she publicly declared an all-out crusade to stop illegal drug trade in the province last January, this year.

Mondarte said that his team has been working with the Salug Valley Anti-Drug Council comprising 5 municipalities in the first district with regular radio programs in the towns of Mahayag and Molave. Aside from this, the task force conducts symposia, fora on the evil effects of the use of illegal drugs in schools and various institutions province-wide. 
The Task Force Kontra Droga focuses on demand reduction while law enforcers, composed of PDEA, PNP and the 53rd IB Philippine Army concentrate on supply reduction effort.

“With a synchronized effort on supply and demand reduction, we can ultimately eliminate illegal drugs in our province,” Mondarte pointed out.

Prior to the press conference, the governor was updated PNP by Provincial Director Ramon Ochotorena and PDEA (Philippine Drugs Enforcement Agency) Intelligence Officer Brenda Congreso about their accomplishments on against illegal drugs, it was gathered.

Governor Cerilles was elated to hear the report from PD Ochotorena regarding the 67 raids and buy-bust operations he claimed to have conducted against illegal drugs throughout the province from January 1 to April 27, this year, it was learned.
Ochotorena said that with the 67 operations, 49 persons were arrested and a total of 198.862 grams of shabu and 12 packs of dried marijuana leaves were seized. He said that the shabu confiscated alone would amount to at least P667,100.00. He also said that the police has already filed 30 cases in court.

Meanwhile, PDEA Agent Congreso reported that of a total of 50 drug-related cases filed 17 are on-going trial while the remaining 33 already filed in the office of both the City and Provincial Prosecutor’s Office have yet to be acted upon.

DAR-ADB Launches P8,647 Million Projects

PROVINCIAL Agrarian Reform Adjudicator Atty. Glenn C. Sabijon said over the weekend that the Department of Agrarian Reform will conduct a workshop and launching of the Agrarian Reform Communities (ARCs) Project, Phase II (ARCP II) in Marco Polo Hotel, Davao City on May 6-10, 2009.

DAR-IX Regional Director Julita A. Ragandang said that ARCP II with a project duration of, from year 2009-2014 is funded by the Asian Development Bank (ADB) with co-financing from the OPEC fund for International Development and to be implemented in Regions IV-B, V, VI, VIII, IX and ARMM involving 152 ARCs in 19 provinces, covering 137 municipalities/cities and including 731 barangays.

The lady director added that the total project cost is Php 8,647.21 million with counterparts from the government of the Philippines with a total of P4,149.86-M; DAR – P1.656-M; LGU- P2,493-M; and a loan of P4,497-million.

Ragandang also said that ARCP II is mainly aimed to reduce poverty and thus improve the socio-economic status of the identified communities in selected ARCs and ARC clusters and is also geared to increase the income of the ARBs and other farmers in the project areas and to continue to improve the quality of lives in the ARCs in a sustainable manner.

In the same vein, Atty. Sabijon said that the project is expected to achieve the following outcomes: improved access to livelihood assets by the rural poor including the landless farm workers; developed sustainable livelihoods, agribusinesses and long lasting improvements in the well-being of the poor and marginalized groups in the target communities.

Sabijon recalled that since 1992, DAR has generated an aggregate amount of Php76.268-billion for a total of 58 projects with Official Development Assistance, in loans and grants, from bilateral and multilateral donors. As of December 2008, 48 Foreign Assisted Projects have already been completed with 8 on-going and 2 are for implementation, he also said.

 

DAR Sends Dir. Ragandang Abroad

THE DEPARTMENT of Agrarian Reform (DAR) hierarchy has picked Director Julita A. Ragandang of the DAR Regional Office IX to join the DAR delegation, who attended an Overseas Project Inspection for Agrarian Reform Infrastructure Support Project Phase III (ARISP III) on April 19-24, 2009.

RD Ragandang was invited to attend in the said activity for she is one of the DAR officials who is directly managing the said project in the region. Along with RD Ragandang were Director Alexis Arsenal of Region VI, Director Susana Leones of the Bureau of Agrarian Reform Beneficiaries Development and Ms. Clemencia Padrinao, Project Development Officer IV. They visited an irrigation system and a road side station in Tokyo, Japan.

It was gathered that RD Ragandang was chosen for his involvement in the project in the region as the one has directly managed it. Others who were part of the group are Director Alexis Arsenal of Region VI, Director Susana Leones of the Bureau of Agrarian Reform Beneficiaries Development and Ms. Clemencia Padrinao, Project Development Officer IV. The group visited an irrigation system and a road side station in Tokyo, Japan, a source said.

A DAR source said that the Agrarian Reform Infrastructure Project Phase III (ARISP III) which is funded under the Japan International Cooperative Agency (JICA) aims to improve the quality of life in the agrarian reform communities (ARCs) and to increase the annual average household income of farmer beneficiaries in the ARCs by at least 20% from baseline.

It was learned that the project components are the construction/rehabilitation of communal irrigation systems; construction of agrarian information and marketing center; construction/rehabilitation of farm-to-market roads and footbridges; construction of rural water supply systems and organizing/strengthening of irrigators’ associations, water users’ associations and primary cooperatives.

And was also gathered that the ARISP III will be implemented in 13 ARCs in the provinces of Zamboanga del Norte, Zamboanga Sibugay and Zamboanga del Sur and would benefit at least 24,698 agrarian reform beneficiaries (ARBs). Region IX is one of the few recipients of the said project from the government of Japan, it was learned.

 

THE JH CERILLES State College is first to offer the Certificate Program for Cultural Education in Western Mindanao.

This was learned over the weekend from Zamboanga del Sur coordinator Felimon Blanco of the National Commission on Culture and Arts (NCCA) who also said that said program is specially offered to public elementary and high school teachers throughout the province teaching MAPEH (Music, Arts, Physical Education and Health), Makabayan and Social Science subjects for the 17 campuses of JHCSC. 
The course is being sponsored by the NCCA, which aims at bringing cultural arts closer to the people especially the youth. The teachers enrolled to this program were highly recommended by DepEd Superintendents from both City and Provincial Divisions as they enjoy free tuition fee at the same time receive a stipend of P3,000.00 each making them “scholars.”

This special course is a joint venture of the Provincial Government of Zamboanga del Sur-Provincial Tourism, Culture (PTCA), Kazaulogan Inc. and JHCSC-Pagadian campus, which is funded by NCCA, according to NCCA coordinator Felimon Blanco who is also the designated Artistic Director of the PTCA.
During the orientation, Blanco said the scholars for the duration of 4 weeks - starting April 13 up May 8, distinguished Cultural Arts mentors and renowned artists in the country will be at JHCSC to impart to the teacher-scholars the broad cultural education framework of the country such as: history, people and Philippine culture. 

He added that part of the curriculum is Art Appreciation which includes visual, literary and media arts. The scholars will then be equipped with artistic discipline and expected to become proud of their traditional arts and culture to pass on to their students. 
At the end of the 4-week intensive classes, all the teachers will be required to submit group works on lesson exemplars on topics: art education, art production, art history, aesthetics as well as art criticism. They will then be asked how to apply what they learned in the studies of local cultural icons and subject matters.
Scholars will earn 12 units of Cultural Education course leading to a Master of Arts in Cultural Education, Blanco announced. 

Blanco said that Zamboanga del Sur is lucky to be the first to offer this NCCA program in Western Mindanao. He said that NCCA is a government institution giving funds to Cultural projects preferably that comes from the local communities in the country.
1st District Congressman Victor Yu was the Guest Speaker during the opening program and was ably represented by Board Member Eriberto Sumalinog, in his capacity as chairman of the Committee on Education.
Yu, in his message, expressed lament that in the age of modern technology and societal development, the Philippine culture is left out. He cited that it seems to be a common notion to the younger generation that anything that has something to do with culture and heritage is a thing of the past, a passé, obsolete and outdated. 

“As educators, you must endeavor to find ways and means so that we can make the cultural learning of our pupils and students more exciting and interesting,” he urged.
Yu commended the organizers of the Cultural Education program for the promotion of our cultural identity and urged that it should be pursued with vigor and enthusiasm. 

It may be known that the Cerilles administration has been institutionalizing the promotion of the cultural heritage of the tri-people in the province through a Megayon Festival. The Subanens, Muslims and Christians as local settlers of the province appropriately recognized and showcased in different programs and presentations during the festival, it was gathered.

The opening program was attended by Provincial Tourism Officer Taton Padayhag, JHCSC Pagadian campus head Dr. Wendel Glenn Cagape, DepEd City Division Music Supervisor Juliet Magallanes and General Education Supervisor Serapion Cabatingan of Zambosur division.

PENRO Ordiz Debunks Mayor Mirrar’s Claim

CUTTING OF FALCATA trees in Barangay Dagum, Lakewood, Zamboanga del Sur is illegal contrary to the claim of Mayor Domingo Mirrar aired over DXWO-FM last April 1, 2009.

This was clarified by Provincial Environment and Natural Resources Officer Rito Ordiz who said that the DENR, particularly the Community Environment and Natural Resources Office in Guipos which has the jurisdiction over the area did not issue any permit to cut trees therein.
In a radio interview, Mirrar asserted that the trees cut were not timber but only “Falcata” planted by the residents in compliance with the reforestation program as a justification for cutting Falcata trees from Barangay Dagum, which were seized last March 25.

Ordiz said that Mirrar was wrong in saying that the trees cut were not timber, hence not illegal as they were allegedly taken from an untitled land in Dagum, Lakewood. Ordiz elaborated that although, some portions of Barangays Baking, Dagum and Pinulis were titled but based on the map using a global positioning system (GPS) instrument, the area was confirmed to be inside a forest land.

“Ang himoon siguro ni Mayor Mirrar sutaon usa niya asa dapit gipamutol ang mga kahoy. Kung didto sa alienable ug titled land pwede sila mamutol and DENR will only have to issue permit to cut but not this one,” Ordiz reminded Mirrar.
A federation of tribal leaders in Lakewood headed by Timuay Langhap Camilo B. Lesayao, Sr. cried fowl over the illegal logging in Barangay Dagum. 

Lesayao stated that the area is already covered with a Certificate of Ancestral Domain Claim (CADC) issued by the National Commission on Indigenous Peoples (NCIP) since 1992. Their group called Danao Pegumpongan Subanen Dlupa Pusaha is claiming the area as ancestral domain, including portions of Bayog and Kumalarang. 

Lesayao admitted that somebody had sought permission to cut trees in the area but he opposed to it as his group is protecting the natural resources in the area and won’t allow anybody to destroy it. “Daan na mi nagbabag ani.”
But he lamented that since December, truckloads of lumber were already taken from Dagum. 

The subanen leader disclosed that every last Friday of the month, his group holds a monthly meeting and they have already passed a resolution requesting DENR to stop the logging activities in their area. 

On the other hand, Local Environment and Natural Resources Officer Tyrone Singgo said that a week ago, a Livelihood Coordinator reported to him an on-going logging operation in Brgy. Dagum, Lakewood. 
Singgo also said that to check the veracity of the report and with the go-signal of Governor Aurora E. Cerilles, a composite team was formed composed of PENRO Ordiz, himself, Barangay Affairs Officer Allan Cabatingan and 2Lt. Balincamaya, 53rd IB Company Commander based in Lakarayan, Tigbao. 

On March 25, while some media personalities were around, PENRO Ordiz said that bolts of trees were laid on the ground while at a distance, they heard sounds of power saws cutting the trees.
It was gathered that based on the news released about the incident, Mayor Mirrar was not mentioned or being tagged as behind the logging operation in Tagum, still he reacted through a radio interview saying they cut Falcata trees so as to replace them with rubber trees in support to the campaign of the Provincial Government.
But PENRO Ordiz maintained that DENR did not issue any license to cut in Lakewood and cautioned that those caught red-handed will be charged accordingly.

Ms. Gemeniano is a graduate of Southwestern University in Cebu City where she earned a degree of B.S. in Nursing. She completed her nursery education at the Pagadian City Alliance

Exams Set For Realtors, Brokers

THE EXAMINATIONS for Real Estate Broker (REB) and Real Estate Appraiser (REA) will be simultaneously held on May 31, 2009 at various designated places.

In a press statement by DTI Provincial Director Ma. Socorro M. Atay said that an interested applicant can file an application to take the exams directly to applicant’s place of choice which could either be at the National Capital Region or in the cities of Davao, Cagayan de Oro, Baguio and Cebu.

Applications will be accepted starting on April 6 until May 8, 2009 and the deadline of submission of BTRCP is on May 15, 2009, it was gathered.

Morito Passes Aircraft Technician Exams

A SON of Alfredo A. Morito, Sr., businessman and Virginia A. Duguiles, a private employee of Pagadian City recently passed the Civil Aviation Authority of the Philippines (CAAP) examination as an Aircraft Technician held in Manila last February 20, 2009.

The new aircraft technician Mr. Alfredo D. Morito, Jr., 22, of Sta. Maria District, Pagadian City is a graduate of the Zamboanga City Institute of Aviation and Technology, Zamboanga City where he earned an Aircraft Maintenance Technical course. He completed his elementary education at the Ben Sagun Memorial Elementary School, Sta. Maria District, Pagadian City and his secondary education at the Zamboanga del Sur National High School.

The young aircraft technician is a younger brother of Civil Engineer Walter D. Morito, a product of Southern Mindanao Colleges, Pagadian City.

 

BSP Annual Confab Set

THE BOY SCOUTS of the Philippines (BSP) Zamboanga del Sur-Zamboanga Sibugay-Pagadian City Council Annual Meeting will be held on March 25, 2009 at 8:00 a.m. at the Pagadian City Gymnasium, it was learned.
OIC Council Scout Executive Pablo Parilla said the local council, chaired by Dumalinao Mayor and LMP President Ace William A. Cerilles, will convene to hear the reports of the Chairman and Treasurer and to elect twelve regular members of the Local Council Executive Board. 

The highlight of the conference is the awarding of Scouters who rendered meritorious and exemplary services during the scheduled Council Court of Honor.

The official delegates were the incumbent Local Council Executive Board members; candidates for membership to the Local Council Executive Board; District Council Committee Chairmen; District Scout Commissioners (District Supervisors); Principals of Secondary Schools and District Scout Coordinators, it was gathered.

Parilla added that participants are expected to wear the Official Type-A uniform of the BSP, or Type-B with neckerchief.

A conference fee of P100.00 shall be charged for each participant to defray the cost of materials and snacks. However, free lunch will be served during the activity, a reliable source said.

THE DAUGHTER of Orville Grospe Santos, a Regional Trial Court Sheriff and Lucille Prieto-Santos, Field Scout Executive of the Boy Scouts of the Philippines recently passed the nursing licensure examination given by the Professional Regulation Commission last November 28-29, 2008.

The new nurse Ms. Oberlin Prieto Santos, 22, of Gatas District, Pagadian City is a graduate of Cebu Normal University, Cebu City where she earned a degree of Bachelor of Science in Nursing. She completed her elementary education at the Pagadian City Pilot School and her secondary education at the Zamboanga del Sur National High School, both as a DOST scholar.

On related development, Ms. Mae Theresse Arao-Arao Torres, 21, eldest daughter of Engr. Edgardo Pranza Torres and Engr. Marilyn Arao-Arao Torres of Sabate Street, Pagadian City also passed the nursing licensure examination given by the PRC held at Cebu City last November 28-29, 2008.

Ms. Torres is a graduate of Silliman University, Dumaguete City where she earned a degree of B.S. in Nursing. She completed her elementary education at the Pagadian City Pilot School and her secondary education at the Zamboanga del Sur National High School with academic honors.

 ‘BAGWIS’ Troopers In Barangay Immersion Program Here

THE PUBLIC Safety Field Training Program of PNP class 03-2008 named “BAGWIS” of Zamboanga del Sur under the command of Police Provincial Director Ramon M. Ochotorena successfully conducted a Barangay Immersion Program at Barangays Lala and Ditoray, Pagadian City last February 20, 2009.

In a press statement issued by PO1 Erwin R. Baldicantos, BAGWIS class president said the troop visited Lala Gawad Kalinga (GK site) project to help in the construction of houses under the initiative of the Couples for Christ, headed by GK coordinator Bebot Sarmiento.

On the same day, BAGWIS troopers proceeded to Bgry. Ditoray to have a police visibility in the area during its 18th Araw ng Ditoray, Baldicantos added.

PSSupt. Ochotorena said that the Barangay Immersion Program is one of the trusts of the PNP organization to continue the good rapport between the police and the community.

Ochotorena added that through the effort of PNP class BAGWIS more barangays can benefit from the program and a symposium and seminars are now currently scheduled in selected barangays in Pagadian City.

The class “BAGWIS” or Bantay at Gabay sa Walang Iwanang Samahan is composed of 37 new police officers from Regional Special Training Unit (RSTU) at Mercedez, Zamboanga City, who were deployed here in Zamboanga del Sur to undergo the 6-month Field Training Program (FTP) to complete their requirements for becoming full pledge new members of the PNP organization, Ochotorena concluded.

IN A SIMPLE and austere ceremony, the Pagadian City Hikers and Joggers Association, Inc. newly elected officers took their oath before Atty. Boy ‘Baleleng’ Fernandez, a co-member and elected public information officer last January 31, 2009 in the evening at the Hikers Palace, Inc.

Past President Dr. Bert Pollisco, who was tasked to give a message stressed the importance of physical exercise in maintaining one’s health and cited the experience of Lando Ajon, who joined the association as one of its organizers just after suffering from a stroke.

Dr. Pollisco said that even as he was surprised by Lando’s quick recovery, he was all the more amazed when his limping colleague took the challenge of walking the more than 20 kilometer stretch to Tukuran town with other hikers.

Past President and Board Director Jun Bacolot also gave an inspiring message, its smooth flow broken only each time his sense of humor prods him to crack a joke.

Of course, the beauteous and seductive outgoing president, Dr. Jean Cotingjo was quite impressive in outlining the accomplishment of her watch even as the size of the gigantic symbolic key she lifted and threw at the lap of her successor President Pol Orlanes was quite enough to apprise the latter of the gargantuan task ahead.

Responding, Orlanes said he was not unaware of the great task ahead of him, which was even made greater by the accomplishment of Jean but assured the group he will do everything to rise above the occasion.

Construction Worker, Farmer Shot To Death

ONE Bobby R. Retobado, 45, masonry by occupation and with no permanent address but a native of Poblacion, Molave, Zamboanga del Sur was shot to death by an unidentified gunman around 6:30 p.m. at Brgy. Dalaon, Molave town last January 12 (Monday).

Police record shows that while Retobado was walking along with his son towards his mother’s house at Purok Bandera of said barangay an unidentified gunman suddenly shot him using a firearm of undetermined caliber after which the suspect fled to an unknown direction.

Retobado sustained a gunshot wound at the back portion of his head which exited at the forehead and caused his instantaneous death.

Molave police initial investigation disclosed that Retobado was involved in some nefarious activities and based on their records Retobado has a pending warrant of arrest dated March 27, 2008 for the crime of carnapping under criminal case no. 2003-10-1402 before the Molave Regional Trial Court of Branch 23.

Personal grudge is believed to be the motive of the killing and the elements of PNP Molave are still conducting a thorough investigation for possible apprehension of the perpetrator.

Meanwhile, in Tigbao, Zamboanga del Sur, a certain Jonathan F. Rizaba, 23, single, a farmer and resident of Purok Malipayon, Brgy. Diana Countryside of said town was shot to death by an unidentified assailant around 6:50 p.m. in said barangay last January 12, 2009.

Police record shows that while Rizaba was gathering charcoal near his house an unidentified gunman suddenly shot him using an undetermined kind of handgun, thereby hitting the left portion of his stomach that caused his untimely death, after which the suspect fled to an unknown direction.

Revenge is believed to be the motive of the killing since Rizaba was allegedly a trouble maker in their barangay, the police said.

As of press time, elements of PNP Tigbao are still conducting a thorough investigation to determine the suspect’s identity.

 

Church Denies Bribery Charges

REV. FR. Raymund Ugwu, Parish Priest in Midsalip, Zamboanga del Sur strongly denied reports that the church was paid in order not to be vocal anymore in its fight against mining operation.

Ugwu said that the allegation was baseless and uncalled for and there is no truth to it. He clarified that nobody bought him nor he is selling the church, which has a strong stand against mining.

The issue cropped up during the visit of President Gloria Macapagal-Arroyo last week in Midsalip who was supposed to meet with the parish priest and the anti-mining group to hand over her donation to the church.

The said donation was in response to the letter request sent by the church to the President asking financial assistance for the completion of the church. Fr. Ugwu also admitted that he asked financial help from the President, not government fund, but the President’s private fund.

“Mao nay problema kung mangayo ta ug donation napalit na diay ang tawag ana? Nag expect nako ana nga mukaylap ang maong isyu apan akong ipaniguro nga ang akong simpatiya anaa gihapon sa katawhan ug sa simbahan,” Fr. Ugwu said in a text messages to a media colleague.

But up to now, it remains uncertain if a donation was given since the President cancelled her supposed meeting with the priest upon the advice of local leaders due to the display of a tarpaulin outside the church bearing anti-mining messages.

 

Fugitive Arrested In Ozamis City

A PERSON WANTED by the authorities was arrested by elements of the PNP of Ozamis City over the weekend.

The arrested fugitive was identified as one Buenafe Manggalion, 31 and a resident of Purok 5, Ramon Magsaysay, Zamboanga del Sur.

Manggalion was arrested on the strength of a warrant of arrest in criminal cases numbers 03-10-360 and 2973 issued respectively by the Regional Trial Court, Branch 30 in Aurora and 10th Municipal Circuit Trial Court in Ramon Magsaysay, Zamboanga del Sur for the crime of murder and illegal possession of firearms, respectively.

PNP disclosed that Maggalion was arrested by the authorities after he reportedly sought refuge in Ozamis City several months ago.

The fugitive’s arrest is proof that the PNP has its long arm to bring offenders to court, where their guilt and innocence of the charges maybe established, a keen observer said.

 

Suspected Thief Killed In Dumingag

A SUSPECTED thief was killed in Brgy. Caridad, Dumingag, Zamboanga del Sur after sustaining several stabbed wounds while he was about to steal sacks of rice with the help of another suspect.

Danilo Balaobao, 44, stabbed to death a certain Junior Sipat, a resident of Sta. Cruz, Mahayag, this province, whom he caught in the act trying to cart away sacks of rice from his warehouse situated at a newly harvested rice field in Brgy. Caridad.

But before Balaobao stabbed and killed the victim, a fist fight took place when Junior Sipat tried to shot Balaobao with a homemade shotgun, which malfunctioned, enabling Balaobao to get his sharp bladed bolo and stabbed Junior Sipat several times causing his untimely death.

Some witnesses said that Junior Sipat’s companion fled to an unknown direction after seeing Junior Sipat slammed on the ground bathed with his own blood.

After the incident, elements of PNP Dumingag recovered a home made shotgun, a jungle knife and a long bolo at the crime scene.

The suspect is now detained at the Dumingag lock up cell and facing homicide charges before the local court.

As of press time, PNP Dumingag are still hunting down the companion of the victim whose name is still unknown.

 

Sepak Takraw Coaching & Refereeing Course Held By Capitol

THE CERILLES administration is apt to popularize Sepak Takraw among Zambosurians.

From November 12-14, the Provincial Tourism, Culture and Arts Office through Provincial Sports Coordinator-designate Flaviano Fucoy III held a 3-day seminar on Sepak Takraw Coaching and Refereeing Course at the Bulwagan ng Kabataan, Provincial Government Center, Dao, this city.

The course was implemented under the Comprehensive Sports Development Program of Governor Aurora E. Cerilles, Fucoy said.

Fucoy said they invited sports officials from Manila as resource persons, namely, MGen. Mario Tanchanco (retired), president of the Philippine Amateur Sepak Takraw Association, veteran Sepak Takraw coach/referee Manuel Eslao and Judith Laygo from the Philippine Sports Commission.

At least 50 sports coordinators, coaches, referees from the 26 municipalities of the province finished the 3-day seminar which included theory, actual game, coaching and refereeing.

According to Fucoy, Governor Cerilles is encouraging the youth to patronize this sport as it provides fun, recreation and a sense of shared interest in the community at the Takraw facility which is affordable.

Sepak Takraw is an original Southeast Asian sport which is widely played all over the world. It is a skill ballgame which requires the use of feet and hands. It is a combination of sipa or takyan in the Philippines and takraw in Thailand is played similar to gymnastics, volleyball and soccer.

Congressman Antonio H. Cerilles considers Sepak Takraw a fitting sport among Zambosurians as players need not be tall unlike basketball for as long as the players are skillful in using their head and legs to play with it. He tried to introduce archery here as it also needs no height requirement for a player aside he even sponsored an archery clinic with national archers conducting it. But lamentably, its gadgets and facilities are expensive.

But, with Sepak Takraw, the First Couple of Zamboanga del Sur is optimistic that soon the province will produce a formidable Sepak Takraw team to compete in the Southeast Asian Games.

 

Saudi Arabia Needs 2,000 Muslim Nurses

THE PHILIPPINE Overseas Employment Administration (POEA) of the Autonomous Region in Muslim Mindanao (ARMM) disclosed over the weekend that there is a current job opening for 2,000 Muslim nurses in Saudi Arabian hospitals.

Datu Aladdin Ampatuan, OIC regional administrator, POEA-ARMM said that aside from the 2,000 Muslim nurses needed in Medina and Mecca, Saudi Arabia, there is an unlimited job opening for both Muslim and Christian nurses in the Middle East.

There is also a demand for semi-skilled workers like merchandisers and stockers, he added even as POEA-ARMM was instrumental in sending 200 workers as merchandisers and stockers to the Middle East in 2006.

The POEA-ARMM head also said that the problem in recruitment here is the lack of skilled applicants like engineers and other construction workers. He has proposed to ARMM-TESDA to intensify skills trainings for our workers to be at par with other countries vying for jobs.

There is a stiff competition so there is a dire need to upgrade the skills of our workers to tilt the openings in our favor, Ampatuan stressed.

Ampatuan added that a total of 10,876 clients were assisted by POEA-ARMM from October 1, 2005 to September 30, 2008.

POEA-ARMM has facilitated overseas employment, registration of migrant workers, assistance to victims of illegal recruitment and assistance to recruitment agencies. In addition, Ampatuan said his office was able to evaluate and process 4,896 overseas employment certificates.

 

Zambosur Officials Welcome PNP Reg’l Director Sunglao

GOVERNOR Aurora E. Cerilles ushered her board members and municipal mayors in welcoming Chief Superintendent Angelo H. Sunglao, the new PNP regional director in Region 9 through a luncheon party at Hotel Alindahaw, Pagadian City last Tuesday (Nov. 11).

She first received Sunglao at her office who paid a courtesy visit to her not only as the Governor of Zamboanga del Sur but as chairperson of the two powerful councils in the region - the Regional Peace and Order Council and Regional Development Council as well.

For almost an hour, Gov. Cerilles shared notes with the new PNP Regional Director about peace and order condition of the province as well as region-wide. Sunglao and party were accompanied by Provincial Director Ramon M. Ochotorena.

At the luncheon party, Cerilles formally introduced Sunglao to the board members and mayors after which she gave him chance to talk about his brand of command. Under his command, Sunglao said he go for ARA which stands for Authority, Responsibility and Accountability. “We get paid from the taxes of the people so kailangan ibigay din natin sa kanila ang magandang serbisyo,” he said.

Sunglao emphasized that the police cannot do more without the support of the local chief executives. “Magtulungan tayo… the police and the military must join forces so that peace and development in our region is attained.”

He regarded Governor Cerilles as the highest official in the province and counterpart of the President citing that with the RPOC chair’s (Cerilles) endorsement for his appointment, the President eventually approved it. Last November 5, PNP Chief Jesus Versoza installed him to replace Chief Superintendent Jaime Caringal who retired by the mandatory age of 56.

He thanked to be back again in Region 9 as his wife hails from Lamitan, Basilan. He is a graduate of Philippine Military Academy batch 1977.

 

Zambosur Expands Resource Alliance

THE CERILLES administration reactivates coastal resource management to two other bays - Dumanquillas and Maligay with an extended technical assistance from USAID-Ecogov, after having institutionalized the popular IBRA-9.

Governor Aurora E. Cerilles issued an Executive Order creating the Dumanquillas-Maligay Bay Coastal Resource Management Council (DMB-CRMC) to create a strong alliance among the six local government units in both Dumanquillas and Maligay Bays.

According to its geographical location, the coasts of Kumalarang, Lapuyan, Margosatubig and Vincenzo Sagun belong to Dumanquillas bay while Maligay bay includes Pitogo, a portion of Vincenzo Sagun and Dimataling whose part also belongs to IBRA-9.

USAID-Ecogov regional coordinator Edward Lim has cited Zamboanga del Sur’s Illana Bay Regional Alliance 9 (IBRA-9) to be the most active alliance of coastal resource management in 4 regions it assisted in Mindanao. IBRA-9 is composed of 8 LGUs namely: Tukuran, Labangan, Pagadian City, Dumalinao, San Pablo, Dimataling, Dinas, and Tabina.

Under the scale up Ecogov assistance, the provincial government has to establish and develop a participatory Baywide Resource Ecological Management System in Dumanquillas and Maligay bays that will ensure sustainable utilization, rehabilitation and protection of their resources.

It was learned from Provincial Planning and Development Officer Loy Cañales that this DMB-CRMC was formerly named as the Dumanquillas and Maligay Baywide Development Council (DMBDC) as embodied in Provincial Development Council Executive Committee Resolution No. 5-2001. Foremost, it was originally called as the Dumanquillas and Maligay Baywide Development Task Force (DMBDTF) since 1999.

Under DMB-CRMC, the Governor remains the chair, while the local chief executives of the 6 municipalities co-chairmen. The vice chairmen would be the head of the federated Non-Government Organizations or Peoples Organizations with members to be composed of Sangguniang Bayan Members heading the committee on agriculture, fisheries and environment, municipal planning and development coordinators, municipal agriculturists, line agencies, provincial local government, civil societies, and the Ecogov.

Provincial Administrator and concurrent Provincial Environmental Management Officer Pepito Degamo said that the council is challenged to confront various problems, issues and concerns aggravating the coastal communities like over exploitation of resources, rampant illegal fishing activities within and outside the bays, growing population along the coast, diminishing fish catch, as among others.

In 2003, Governor Cerilles issued Executive Order No. 10 for the reconstitution of the DMBDC. It may be recalled that in 2001, 16 Zambosur towns comprising the third district were separated from the province to constitute Zamboanga Sibugay province where the coastal barangays of Alicia, Buug, Mabuhay, Talusan, Olutanga and Malangas are part of both Dumanquillas and Maligay bays.

 

Gov. Cerilles Reorganizes Peace & Order Council

TO ATTUNE to the pattern of the National Peace and Order Council (NPOC), Governor Aurora E. Cerilles this week reorganized the Zamboanga del Sur Provincial Peace and Order Council (PPOC).

The lady governor as PPOC chair called for a meeting to this effect last October 29 to reconstitute its composition into 12 only to include herself as chair in compliance with President Gloria Macapagal-Arroyo’s Executive Order No. 739 otherwise known as “Re-organizing the Peace and Order Councils.” She likewise issued Executive Order No. 10-09 s. 2008 to this effect.

In her Executive Order, Gov. Cerilles named Vice Governor Roseller L. Ariosa as PPOC Vice Chairperson. The members are: 1) Board Member Ernesto A. Mondarte, Chairman of the Committee on Peace and Order and Public Safety; 2) DILG Provincial Director Abcede Asjali as Head Secretariat; 3) NBI District Chief Moises B. Tamayo; 4) PNP Provincial Director Ramon M. Ochotorena; 5) PIA Regional Director Noemi B. Edaga; 6) 102 Brigade Commander Alexander D. Dicang; 7) DOJ representative Provincial Prosecutor Victoriano Gonzaga and three NGO representatives: 8) Rev. Fr. Leslie Bataoel of Star of the Sea Parish in Tukuran of the religious sector, 9) Atty. Mary Ann W. Tugbang and 10) Mr. Ruel G. Molina.

During the meeting, DILG Director Asjali explained that the NPOC composition is changed to pattern the composition of the National Security Council (NSC).

But unlike the NSC which is chaired by the President, the NPOC is chaired by the DILG Secretary, with the following members: the Director General of the NSC, the Executive Secretary, the Secretary of Foreign Affairs, Secretary of National Defense, Secretary of Justice, Press Secretary, Chairman of the Dangerous Drugs Board, Presidential Adviser on the Peace Process, Director General of the Presidential Management Staff, Director General of the Philippine Information Agency, Chairperson of the Presidential Anti-Graft Commission, Chief of Staff of the Armed Forces of the Philippines, Chief of the Philippine National Police, the Director of the National Bureau of Investigation and three (3) representatives from the private sector, appointed by the President.

In the Regional level, Asjali further discussed that it shall be composed of the Provincial Governors, Mayors of Highly Urbanized cities, Presidents of the League of Municipalities, the departments’ counterparts in the regional level like: DILG, PIA, AFP, PNP, NBI, DOJ along with the 3 NGO representatives.

The Chairman and Vice Chairman of the RPOC shall be selected by the DILG Secretary upon approval of the President.

The City and Municipal Councils (CPOCs and MPOCs) shall be composed of the municipal counterparts of the departments and agencies who are members of the NPOCs with 3 NGO representatives to be appointed by the Chairman.

Asjali informed the body that Governor Cerilles being the concurrent chairperson of the RPOC, she will also disclose the new composition of the Zamboanga Peninsula region.

 

Tiparak Farmers Gets Flatbed Dryer

 

THE TIPARAK Irrigators Farmers Association in Tambulig, Zamboanga del Sur has expressed their gratitude after receiving a mechanical flatbed dryer recently from the Department of Agriculture through the Bureau of Post Harvest Research and Extension.

The ceremonial turned-over of said dryer was attended by Tambulig Municipal Mayor Caridad Balaod, municipal officials, barangay officials, Governor Auring Cerilles represented by Board Member Ramon Blancia, Jr., and Congressman Victor Yu represented also by Maphilindo Obaob, who also led the inauguration of 4-classrooms SEDIP building of the Department of Education.

Tiparak Barangay Chairman Sandra Utlang conveyed her gratitude and expressed hopes for more blessings to come to her barangay from the two agencies.

“Sa gihatag nga grasya sa ginoo namo karon, madugangan pa unta kini sa umaabot nga panahon,” Utlang said.

Mayor Balaod also thanked the people behind its realization and urged the people of Tiparak to take care of the mechanical dryer and the school building as well.

 

 

Man Killed During Drinking Spree

 

A 35 YEAR-OLD, farmer was stabbed to death by a certain Michael Guiging, single and a resident of Purok Alindahaw, Lumbia District, Pagadian City at around 2:00 a.m. at the Old Parking Area, Santiago District, this city last October 22 (Wednesday).

Police investigator identified the victim a certain Dioscoro L. Bation, 35, farmer and a resident of Baya-baya, Tabina, Zamboanga del Sur.

Police investigator said that Guiging had a drinking spree and heated argument with Bation that resulted Guiging to stab Bation on his chest and dead later on while the suspect fled to an unknown direction.

As of press time, elements of the Pagadian City PNP are still conducting a hot pursuit operation for the possible apprehension of the suspect.

 

 

Aurora Police Nabs Fugitive

 

A PERSON wanted by the authorities was arrested by elements of the Aurora PNP last October 21, 2008.

The police identified the fugitive as one Ranie V. Sungcal, 37, married and a resident of Libertad, Aurora, Zamboanga del Sur.

Sungcal was arrested on the strength of a warrant of arrest in Criminal Case No. 08-10,653 issued by RTC Judge Ernesto Laurel of Branch 30, Aurora, Zamboanga del Sur for the crime of theft of large cattle. A bail bond of P36,000.00 for the temporary liberty of the accused, who is now detained at the Aurora lock up cell is set by the Court.

 

Molave Holds ‘Family Day’

THE LOCAL government of Molave, Zamboanga del Sur culminates its celebration of the Civil Service month by holding a ‘Family Day’ recently at the Eriberta Springs, Mahayag, Zamboanga del Sur in order to develop a closer relationship and strong camaraderie among the members of the organization.

This was learned from Municipal Secretary Elizabeth Sayson who said that a lot of surprises and parlor games were held which were actively participated in by all departments and that prizes were given immediately after the games. A sumptuous dinner was served and in the afternoon the participants enjoyed swimming in pools filled with cold water from the spring, it was gathered.

Farmer Shot Dead; 4 Year-old Boy Stabbed To Death

A CERTAIN Eddie C. Mabini, 46, a farmer and resident of Purok 3, Bulawan, Lapuyan, Zamboanga del Sur was shot to death by an unidentified gunman at said place last October 5 (Sunday).

Police record shows that while Mabini was walking on his way home, upon reaching Carlito Zamora’s residence, a brother-in-law and a retired Philippine Marine soldier, an unidentified assailant suddenly shot him with a homemade shotgun based on pellets recovered at the crime scene.

Mabini sustained a gunshot wound on the right portion of his neck that resulted to his untimely death while the suspect fled to an unknown direction after the incident.

As of press time, elements of the Lapuyan PNP are still conducting an investigation to determine the motive of the killing and the suspect’s identity.

MEANWHILE in Sagua, Margosatubig, Zamboanga del Sur, a 4 year-old boy was stabbed to death by an unidentified assailant at around 6:00 p.m. last October 6.

Margosatubig police investigators identified the suspect as one Maximo A. Tumatao and a resident of said place.

Police investigators said that while the 4 year-old boy was sitting on the floor and leaning on the door made of bamboo inside his house with his brother Junjie, 3, and their mother Lilia A. Tumatao, 44, housekeeper, the assailant suddenly stabbed the victim with an undetermined sharp bladed instrument through small gap between the edges of the door.

As a result, the victim sustained a stabbed wound at the left side of his neck and was immediately brought to the Margosatubig Regional Hospital for treatment where he was declared dead on arrival by the attending physician.

After the incident, the suspect fled to an unknown direction, it was gathered.

Elements of the Margosatubig PNP are still conducting a thorough investigation to determine the motive of the killing and the suspect’s identity.

 

NSO Celebrates National Statistics Month

THE NATIONAL Statistics Office (NSO) provincial office will be celebrating the whole month of October, 2008 19th National Statistics Month with a theme: “Demand-Driven-Statistics: Key to Micro, Small, and Medium Enterprise (MSME) Development.”

Provincial Statistics Officer Josette A. Abdurahim said among the highlights of the celebration is hanging of NSM streamers at designated strategic places and the holding of the Annual Philippine Statistics Quiz provincial elimination on October 8, 2008 at the Liga ng Mga Barangay Convention Center, Pagadian City at 1:00 p.m and on October 10, 2008 at Ipil, Zamboanga Sibugay (venue to be announced later), headed by District Statistics Officer Isagani Templanza. Provincial winners will be representing the province for the regional level competition at Zamboanga City on November, this year.

Media Roasts Molde

WHEN MEDIA asks bribe money from a public official, that is not news. But when a public official asks bribe money from media, definitely that is news. 
This is the allegation fit for journalism books which circulated around media circle right after the 56th anniversary of Zamboanga del Sur pertaining to Provincial Information Officer Allan June Molde’s allegedly inappropriate conduct of asking for a cut of payments for ads due to media members.

Molde has denied the said allegation and said that he only wanted to raise an amount for working individual journalists who also covered the anniversary activities but were not able to get commissions from the ads of the provincial government. 

Molde also said he did not compel but only persuaded the head of media outfits to share a part of what they got to these individual journalists to whom he wanted to give the money by surprise so that he kept his plan a secret.
But Charnyl Albarracin, manager of this weekly, said that what Molde told him was to share some amount to help cover a liquidation shortage of his office during the anniversary activities. 

Albarracin also said that for this reason he gave P1,000 to Molde out of the P4,000 his newspaper received from the provincial government as payment for ads and was not aware of Molde’s plan to raise some funds for individual journalists. 

On the other hand, Tony Bayamban, managing editor of Biz News, and Leo Santillan, news director of TV Patrol Pagadian said that Molde had also told them about the liquidation shortage and that is why Bayamban sliced P600 from the P4,000 he got as advertisement fee and gave it to Molde and Santillan also gave to Molde P1,500 out of the P10,000 his outfit for covering the province’ anniversary celebration.

Albarracin, Bayamban and Santillan, however, were accordingly made to sign receipts by Molde reflecting the full amount paid by the province to them.
Michael Dablo, the content provider of inboxtimes.com could not be reached for comment but it was gathered that Dablo also allegedly gave P2,500 to Molde from the P5,000 advertisement fee he got from the province. 
It was learned that the total amount of the money sliced from advertisement fees received by local media outfits amounted to P5,600. 

When the corruption story broke out over RMN-dxpr, Molde said he was forced to release P2,600 to Jong Cadion of Mindanao Monitor, P2,000 to Gerarda Locsin of City Star, and P1,000 to Manny Maulana of DXWO power 99 in order to properly liquidate the advertisement expenses and yet these outfits did not print or aired paid ads of the provincial government for the anniversary activities. 
Albarracin and Bayamban said that later on Molde asked them to reflect in the receipts the actual amount they received from Molde after the deduction. Molde also asked Cadion, Locsin and Maulana for receipts of the respective amounts they got from him.

Molde said later on that his plan to give the money to the individual journalists did not materialize because of the controversy.
Bayamban, however, said that Molde should have not given the money to outfits that did not carry paid advertisement for it is not fair to those who printed or aired ads from the provincial government.
Dumalinao Town Turns 52

DUMALINAO, after years of being left-out in terms of progress has slowly risen under the leadership of its young and dynamic Municipal Mayor, Ace William E. Cerilles.

This town which is now at the helm of the only child of Governor Auring and Congressman Tony Cerilles is groomed into a developed and progressive municipality in the Second District as the Cerilles couple has vowed to support their son all the way.

Last September 16 Dumalinao town marked its 52nd founding anniversary by celebrating the so-called “Kalubihan” Festival 2008.
In barely 16 months of serving Dumalinao, Mayor Ace said that he has started the implementation of several projects such as: 1) installation of 42 units of solar lamp posts along Poblacion highway; 2) construction of an ultramodern 4-storey Municipal Building with elevators; 3) cementing of the Rebokon to Pantad farm-to-market road; and 4) widening into a 4-lane road from Barangay Pag-asa up to Poblacion. 

Mayor Ace further said that since the supply of water at the Poblacion is not a 24/7 service, he is due to improve the Water System of his town. 

The young mayor also bared that Dumalinao would be the site of the soon-to-be established Provincial Bagsakan Center with two cold storage facilities. 

 

City Health Personnel Arrest 9 GRO

AFTER APPREHENDING 13 Guest Relation Officers last September 1, another 9 GROs were arrested last September 9 (Tuesday) at about 3:00 p.m. in an inspection/raid conducted by the personnel of the City Health Office with the assistance of the City PNP and military personnel at some night spots in Agora and Wharf Area, Pagadian City.

According to the City Health authorities four of them were minors and are now detained temporarily at the City PNP lock up cell.

It was learned that the GROs in the city are required to comply with the health card policy which requires them to submit a regular medical check up at the City Health Office.

 

Businessman Killed

A 28 year-old, businessman named Bryan Santos was shot to death by an unidentified gunman last September 7 (Sunday) at about 6:15 a.m. in front of his rented apartment in Tugas, Balangasan District, Pagadian City.

The City Police officer said that Santos came out of the apartment and just boarded his service vehicle when a man, 5’6” to 5’7” in height, aged 40-46, suddenly approached and without any provocation shot him with a cal. 9mm pistol based on empty shells and slugs recovered at the crime scene.

Accordingly, after the incident, the gunman hurriedly boarded a black XRM Honda motorcycle without plate number and left the scene of the crime.

The victim was rushed to the Pagadian City Community Hospital but was pronounced dead on arrival by the attending physician.

Santos sustained four gunshot wounds on his neck and face that caused his instantaneous death, it was gathered.

As of press time, the City PNP is still conducting a thorough investigation after it released a cartographic sketch based on accounts of witnesses.

 

Zamboanga Peninsula On Red Alert After Junking Of MOA-AD

PHILIPPINE National Police IX Regional Director General Jaime G. Caringal directed all police force in Zamboanga Peninsula to be on red alert status for a possible MILF attacks.

Police intelligence information revealed MILF plan of atrocities after President Gloria Macapagal-Arroyo made official the scrapping of the MOA on Ancestral Domain and the disbanding the government peace panel.

PNP Regional Operations Division, PRO IX Chief P/Supt. Jose Bayani Gucela said that all provincial and city police offices were directed to strictly monitor movement of all armed groups particularly the lawless rogue MILF and tighten security to mitigate any possible manmade disaster.

Reports of sightings of armed men in the different barangays in the city have caused panic among locals since the attacks in Lanao del Norte and neighboring provinces last August 18.

In view of this, Col. Gucela appealed to the public to stay calm yet vigilant and to cooperate with the police and military by giving them information that will help in containing any terror plot. he said that they are doing their best to secure all communities in the region.

 

RDC-IX Conducts Strategic Planning Workshop And Team Building Activity

THE REGIONAL Development Council (RDC) IX has spearheaded the conduct of a two-day Strategic Planning Workshop and Team Building session for the Council members last August 28-29, 2008 at Bay Plaza Hotel, Pagadian City.

The RDC is the highest policy making body which charts the socio-economic and infrastructure growth and development direction of the region. For Zamboanga Peninsula, the RDC is chaired by Governor Aurora Enerio-Cerilles of Zamboanga del Sur and co-chaired by Atty. Arsenio L. Gonzalez, Jr., a private sector representative of Zamboanga City.

This planning workshop is “strategic” because it provides a “venue where stakeholders in the region could put together ideas, address issues and come up with recommendations that will redound to the benefit of the region and the RDC-IX as a planning institution.” The team building session likewise aims to strengthen and foster camaraderie and establish closer working relationship, alliances and collaboration among the RDC members.

Representing Gov. Aurora Cerilles, Board Member John Regala welcomed the participants and stressed that with the activity, the RDC would prioritize various programs and projects that support the development thrust of Region IX. OIC-Regional Director Arturo G. Valero of NEDA-IX emphasized that this activity is relevant because it would discuss strategic directions for the region in the next three years.

During the two-day event, the Council members participated in various Team Building activities for lectures and self learning exercises, group dynamics, and games which focused on fostering closer ties and camaraderie among the members. The sessions were facilitated by Mr. Antonio Aguilar Bataoel, former Development Academy of the Philippines (DAP)-Mindanao employee and DAP-accredited facilitator.

The Strategic Planning Workshop also included a presentation of “Think Papers” that discuss most pressing issues besetting the region. Dir. Nazrullah B. Manzur of DTI IX and Chairman of the RDC IX Agri-Industrial Development Committee (AIDCOM) presented the issues and concerns pertaining to the Agriculture and Industry sectors.

 

Church, PNP And LGU Uncover Tigbao Illegal Mining Operation

TIGBAO, ZAMBOSUR - A group of environmentalists, church leaders, PNP and the local officials of Tigbao, this province have uncovered illegal mining operation in Brgy. Libayoy during an ocular inspection over the weekend.

The ocular inspection was conducted amidst allegations that the local government of Tigbao has failed to stop the illegal mining operations despite calls of church leaders and some concerned members of the non-governmental organizations (NGO) relative to the illegal small scale mining operation.

The group has identified a certain Alcar Agot, an operator of a small mining in Purok 4, Libayoy in Tigbao town. During the inspection the group caught in the act the loading of stockpiles to be delivered to Lalab, Sibutad, Zamboanga del Norte.

A certain Maglangit was also linked with the illegal mining activity. His market of the gold he produces is perceived to be also in Zamboanga del Norte.

The group also discovered another mining operation in the same barangay operated by a certain Erlinda Esconde where the authorities confiscated several big drums and a ball mill machine, which were kept in a grassy area.

Mr. Tyrone Singgo, Local Environment and Natural Resources Officer of Zamboanga del Sur who was one of the inspecting team assured the environmentalists of the issuance of a cease and decease order to stop the illegal mining activity.

Mr. Edwin Casalta, of the Diopim Committee on Mining Issues (DCMI) expressed optimism that the capitol’s action would lead to the total stoppage of the illegal mining activities they have long been fighting.

The Social Action Center, Apostolado sa Kinaiyahan sa Tigbao, NGOs, catholic priest, JPIP and some of the environmentalist expressed elation over the government’s response on their long over due request to stop the illegal mining operation in Tigbao.

Laborer Shot Dead; Copra Buyer Robbed

MOLAVE, ZDS - A certain Victor Hortillano, 44, laborer, and a resident of Brgy. Bogo Kapalaran, Molave, Zamboanga del Sur was shot to death by an unidentified gunman last Tuesday (August 12).

Police record shows that while Hortillano was sitting alone under a tree he was suddenly shot at close range by an unidentified gunman using a firearm of undetermined caliber.

The victim sustained a gunshot wound at the back of his head that resulted to his instantaneous death while the suspect fled to an unknown direction after the incident.

As of press time, elements of Molave PNP led by P/Insp. Ranulfo P. Sinajon and SPO1 Eduardo Sanchez are still conducting an investigation to determine the motive of the killing and the suspect’s identity.

MEANWHILE, IN RAMON MAGSAYSAY, ZAMBOANGA DEL SUR, on the same day, a certain copra buyer Kenneth C. Chavez, 41, and a resident of Poblacion, Ramon Magsaysay, this province was robbed by six unidentified armed men.

Police record shows that while Chavez was at the bodega the unidentified suspects who pretended to sell six kilograms of Copra suddenly declared a hold-up then point a .45 caliber pistol at the laborers, instructed Chavez to open his table’s drawer and took away P50-T cash, two unit of N70 cellphones, Gold Ring worth P10-T and one unit of DVD player worth P7-T.

After the incident, the suspects fled on a blue and black XRM motorcycles without a plate number towards Molave town.

As of press time, elements of Ramon Magsaysay PNP led by SPO4 Glecerio Andam are still conducting an investigation to locate the suspects and uncover their identities.

 

Sea Pirates Strike, 1 Killed

DESPITE TIGHT the security being enforced in the coastal town of Zamboanga del Sur to preempt attacks, sea pirates staged an attack over the weekend, killing one fisherman from Barangay Waling-Waling, Vincenzo Sagun, Zamboanga del Sur.

Police record shows that a fishing vessel owned by a certain Homer Galvez in Margosatubig, this province was attacked by a group of extortionists after the owner allegedly failed to give his monthly protection money.

The suspect led by alleged Kumander Tata Tigbas also known as Boboy threw an apple type grenade inside the Merideth Fishing boat that resulted to the death of a certain Carmelito Atilano, a fisherman from Alipapa, Margosatubig town.

The grenade explosion also wounded another victim whose name was withheld up to now for security reasons.

Responding authorities and members of the bantay dagat recovered inside the fishing boat a caliber 30 garand spent shell and a .45 pistol empty shell.

After the incident, the suspects fled to unknown direction.

It may be recalled that a relentless war against piracy has long been launched in the coastal areas of Zamboanga del Sur but it has not deterred criminal elements from extorting money from helpless fishermen.

The province of Zamboanga del Sur has spent a large sum of money to control piracy but it seems that the effort has turned futile, according to a resident in the coastal of San Pablo town who expressed fear that more attacks will be launched by the suspects if authorities just sleep in their quarters.

The pirate attack in V. Sagun is a wake up call to authorities to run after sea extortionists to appease the residents, who rely on fishing as livelihood.

 

 

BSP, Coca Cola Entice Scouts: ‘Plant A Tree; Earn P20 Each’

BOY SCOUTS in Zamboanga del Sur, Pagadian City and Zamboanga Sibugay can earn money out of planting trees by joining the “Go Green, Go for the Real Thing project,” this newsweekly learned recently.

With this project, the P40 registration fee for Boy Scout of the Philippines (BSP) is no longer a burden to parents since for every single tree planted by a boy scout he gets P20 from Coca Cola Philippines and the Boy Scout of the Philippines relative to the “Go Green, Go for the Real Thing project,” it was gathered from BSP Council member and Board Member Rogelio Saniel who echoed this development to scout masters and trainers during their annual meeting here over a week ago.

BM Saniel reported that since he represented BSP Zambosur Council (headed by Dumalinao Mayor Ace William Cerilles) to the Asia Pacific Region Communication Workshop in Tagaytay City last June, he had the opportunity to request for the inclusion of the province in the project.

According to him, he was sent by BSP Regional Director Petronilo Pardillo to join the Boy Scout Public Relations commissioners from 21 countries in Asia Pacific where he noted the best practices of scouting movement in India, Thailand, Indonesia and many other countries.

Saniel observed that unlike the countries he cited, scouting in Zamboanga del Sur has lost its appeal to the community but he wants this to be revived.

In fact, he said parents have become skeptical as to what benefit their children would get from paying P40 when scouting activities are not known by them.

“Now, let’s make scouting movement sexy (appealing),” Saniel urged as he delivered an inspirational message in behalf of BSP Council chair Cerilles who was on official business in Cebu at the time.

Relative to the “Go Green; Go for the Real Thing” project, Saniel told the scout masters to put up nurseries in their school yards to earn more for the scouting movement of their schools.

“Coca Cola has allotted P10-M for the project,” Saniel reported as he encouraged them to propagate the preferred Mahogany tree seedlings. Under the program, each seedling costs P20 aside from the same amount to be received by the Boy Scout who will plant one, Saniel also said.

Saniel hinted that by September during the 18th Provincial Scout Jamboree at Camp Rebi, Barangay Teniapan, San Pablo, this province, scouts will start enjoining the project.

 

Aurora Gets P103.5-M Infra Projects

THE DEPARTMENT of Agriculture (DA) in cooperation with the Local Government of Aurora, this province is pushing for a P103,591,953.32 infrastructure project.

The groundbreaking and inauguration program held at the Aurora municipal hall last July 18 has marked the LGU partnership and the DA through its Infrastructure for Rural Productivity Enhancement Sector or InFres Project.

DA Regional Executive Director Oscar O. Parawan led the ceremonial ground breaking together with the municipal officials, InFres Project Engineers, and other guests. “This project will pave the way for farmers to have a greater market access,” Parawan said adding that he is hopeful that Aurora will also maintain the project once it is implemented.

Aurora Mayor Enrique Cabahug, Jr. said that more than P103.5-million project would not have come their way if not for divine intervention and the untiring effort of the people responsible. “It is really a big blessing for the Auroranians and with this, I am conveying my boundless gratitude to all those who are responsible for the project” Cabahug expressed his happiness during the program.

The project is composed of the improvement and upgrading of Farm-to-Market Roads (FMR) comprising Kahayagan East-Balintawak, Sapa Luboc-Kahayagan East, and La Victoria-San Juan road for package one and the Lintugop-Sapa Luboc and Cabilinan-Balide roads for package 2 with the total of 28.954 kilometers in the five road sections, Cabahug said.

He added that the construction of Rural Water Supply System serving nine barangays of Aurora town has a costing of more than P24-million and comprises the third package.

“These FMR and water supply system would not only benefit a few but all of us especially our farmers who would now have an easier way of bringing their products to the market and those who have been waiting for an adequate water supply, so the waiting is now over” Cabahug said even as he informed also the guests and visitors that Aurora has a tasty natural water but he is still looking for a way to get it.

The mayor said that Aurora has put up a counterpart of 32% of the total project cost with 7% of it coming from barangays and the LGU has a loan from the Development Bank of the Philippines.

InFres Project Engineer Leo Acenas said they have spent almost five years in preparing and completing the required bulk of papers and documents since January of 2004 to support its project proposals.

“It is not yet over, our journey has just started but it is so good that everything that we have wanted is already here, we hope to have a continuous support from the people of Aurora for this project, let’s work it out together,” Acenas said.

DA Regional Director Oscar Parawan said he was happy the people of Aurora especially Mayor Cabahug got the project. He also lauded Cabahug’s determination to acquire government big projects especially agriculture-related ones for the welfare of his constituents

 

Councilor Tan Bats For Dev’t Of Local Agriculture

PAGADIAN CITY - “If People from the agricultural sector will have money, then they have a purchasing power and they can send their children to school…” Pagadian City Councilor Romy Tan said during the launching of the Breakfast Forum hosted by the National Union of Journalists of the Philippines (NUJP), Pagadian City chapter last July 12 at Hotel Guillermo, this city.

Tan, a former city vice mayor focused on his vision for the local government of Pagadian City to have an agricultural program saying he has yet to hear the city’s program in agriculture.

“It is timely to have an agricultural program because of the critical situation on food,” Tan said adding that he is trying to convince the members of the Sangguniang Panlungsod and the mayor himself that the city should come up with an agricultural program which is fully funded by the city government. “What I know is that we always depend on the Department of Agriculture,” Tan said.

The councilor explained that there is a need for the city government to look into the matter since most of its constituents depend on agriculture.

“We should also focus on the marginalized sector of the society. In management, we should focus and allocate the resources to the community… we could not focus on inviting investors because if we only keep on inviting investors, we are only enriching the rich, but we are making the poor poorer,” Tan said.

Tan contends that when the city government has already its own agricultural program, then the city could focus on its industrialization. “There is no industrialization without the development of the agricultural sector because we are an agricultural community,” Tan emphasized.

In developing this program, the city government could use the technical knowledge of the people from the Department of Agriculture, Tan further said.

On the other hand, Tan revealed that his office is also focusing in extending scholarship grants to poor but deserving students emphasizing that his office prioritizes students who would take up agriculture-related courses.

He said that most of the students now do not want to work in the farms, even children of the farmers, so he wants to change this attitude as the agricultural sector needs skilled people who would help in boosting the economy.

 

City Gets Additional 20 Policemen

PAGADIAN CITY - To boost the city’s police force, an additional 20 PNP personnel are now stationed here.

During a courtesy call over the weekend, Provincial Police Director P/Supt. Ramon M. Ochotorena introduced the 20 law enforcers to City Mayor Sammy Co at the CMO-Conference room.

It was learned that the new recruits were channeled from PNP-Region 9 through Director Jaime G. Caringal to the Provincial Police and then to the Pagadian City Police Station. The 20 enlisted police officers led by PI Van Froillan P. Tompong will augment the city’s police force, which is composed of only 94 men.

Accordingly, the 114-personnel police force would be watching over the city at a ratio of 1 officer for every 1500 residents.

Ochotorena pointed out that said ratio, which applies to all irrespective of population is burdensome to the police since the ideal ratio is 1 officer for every 500 people.

In a separate interview, City Police Chief PSI Reynaldo M. Maclang said that to compensate the deficiency the city police is strengthening community relationship through the Ugnayan sa Barangay Program and enhancing coordination with the Barangay Tanods in maintaining peace and order in their respective area. The city police is concentrating forces on crime-prone barangays, particularly on the urban area, Maclang said.

In his short talk with the police officers, Co gave assurance of the city’s support to police work and said the city government will continue to provide rice subsidy, financial and logistical assistance to the police. He also pledged legal assistance in case the officers will encounter legal problems in the line of duty.

Co added that to avoid complication, police officers should not befriend known bad elements and notorious personalities and that the police force should preserve its dignity as law enforcers. He also encouraged the virtues of patience and courtesy among the policemen.

Co expressed gratitude over Ochotorena’s downloading of the 20 police officers to the City Police Station. Apparently, this is the first time in Mayor Co’s administration that a substantial number of police officers are transferred to Pagadian at one time, a keen observer said.

 

Disaster Consciousness Launched In Molave

GOVERNOR AURORA E. CERILLES called on the public to be always alert especially in times of disaster during the launching of the National Disaster Consciousness Month with the theme “Pag Alerto, Malayo sa Peligro” in Molave gymnasium last Wednesday (July 2).

In her message delivered by First District Board Member Roger Saniel, Cerilles said the impact of natural and man-made disaster negatively affect society and its occurrence is an event that we can never tell.

“It is for this reason that the government sounded the call for disaster consciousness to lessen the impact of disasters as well as to prepare ourselves before it happens,” Cerilles said.

“Several times, Molave has experienced vast destruction in agriculture due to frequent floods,” Cerilles also said, adding that the sad experiences have awakened and made them conscious in making plan of action against natural hazards.

The measures include among others: communication plan, multi-agency coordination and incident command, proper maintenance and training services, emergency working methods, emergency shelter and evacuation plan, and maintenance of supplies and equipment and the creation of Volunteer Response Groups.

On the other hand, Molave Mayor Flavio Saniel Jr., who played host during the launching said that Molave was chosen by the National Disaster Coordinating Council (NDCC) as the venue for the celebration because it is a disaster-prone area.

“Sometime in the year 2001 when I assumed office as the Municipal Mayor, the whole municipality of Molave was flooded breast deep and since August 11 to October 18, six (6) floods visited our place and it greatly affects the day-to-day activities of our residents,” Saniel added.

He also said he was happy that their municipality was chosen as the venue for the launching of the NDCM so the NDCC can immediately act on their problems.

“We need funds from the RDCC to divert and re-channel the riverbanks of Salug Valley in order to prevent frequent flooding and to avoid loss of lives and properties,” Saniel stressed.

The celebration was capped with a motorcade around the municipality to create public awareness on the importance of being prepared in times of disaster.

The launching was attended by p/sr. supt. ameroden t. hamdag - pnp-pro9, regional director adriano d. fuego - Office of civil defense (ocd), asst. regional director walter señoron - dilg, p/sr. Meanwhile, a three (3) day live-in seminar on Avian Influenza (AI) was conducted by the Municipal Agriculture Office, in coordination with DA Regional Office 9 to equip the participants with relevant information on Avian Influenza.

Molave is for the record the first municipality in the country to conduct a seminar on AI that was participated in by barangay officials, who were grateful to Mayor Flavio Saniel Jr. for initiating the activity held at Eriberta Spring Resort, a keen political observer said.

Dir. Parawan Justifies Failure To Achieve Rice Sufficiency

WHY IS IT that Philippines has been importing rice despite being an agricultural country and has never attained self-sufficiency when it hosts the International Rice Research Institute (IRRI) and has even its own Philippine Rice Research Institute?

It is because the Philippines has only 1.3 million hectares of irrigated rice fields against the multi-million consumers, Department of Agriculture IX regional executive director Oscar O. Parawan reasoned out to the members of the Zamboanga del Sur-Pagadian City Press Club, Inc. (ZPPI) in a press conference last Monday (June 23) during the culmination of the weeklong celebration of DA’s 110th founding anniversary.

Based on the 2007 National Population census, Philippine population has already reached 88.57 million compared to 76.5 million in 2000 census or an increase of 12.07 million in seven years time, Parawan said.

“We are not blaming the past and present presidents but we admit that we failed to give all out support to irrigation project of the country,” Parawan admitted as he recalled that agriculture was the first department in the government created by the First President of the Philippine Republic Emilio Aguinaldo in 1898 after it gained Independence.

Parawan clarified that Thailand is the No. 1 exporter of rice for it has 6 to 7 million hectarage of irrigated rice fields while Vietnam ranks second with its 3 to 4 million hectares of irrigated rice lands.

However, Malacañang through Cabinet Officer for Regional Development (CORD) Undersecretary Renato Ebarle who joined Executive Secretary and CORD for Region 9 Eduardo Ermita, in his visit here few days ago said that the Arroyo administration aims that by 2010, the country achieves 98% rice sufficiency through the implementation of several agricultural support programs.

This would mean, 90% of our rice would come from local production and we only import 10%, Ebarle also said.

To meet this goal, the national government would implement a program it calls FIELDS or Fertilizer, Irrigation, Infrastructure, Education & Extension, Loans & Insurance, Dryers and other post-harvest facilities, and Seeds subsidies to farmers, Parawan said.

Parawan also disclosed that on the part of DA Region IX, its observance of DA’s 110th Founding anniversary is highlighted by a strengthened implementation of FIELDS in close coordination with other DA attached agencies with a theme: “Madasigon nga Panaghiusa, Kalambuan sa Tibuok DA Kapamilya”.

In fact, during the press conference, Parawan was joined by acting regional director of the National Irrigation Administration Alberto Lacuaren, Philippine Coconut Authority Provincial Manager Dioscoro Duran, DA regional technical director for Extension, LGU support and Infrastructure Hernani Ovalo, and National Food Authority assistant provincial manager Nieves P. Toca.

On the part of NIA, Lacuaren disclosed that for 2008, NIA has an allocation of P6.15-billion to fund the restoration and repair of 1.3 million hectares of irrigation systems throughout the country.

In Region 9, it was gathered that there are 76,000 hectares of irrigable rice lands but only 54% has been developed. Parawan said that DA Secretary Arthur Yap has challenged them to increase by at least 10% the irrigation development of each region.

Meanwhile, this weekly asked Engr. Bonifacio Judilla, superintendent of Salug River Irrigation System and Dipolo River Irrigation System as to the action taken on the Sangguniang Panlalawigan Resolution sponsored by Board Member Rogelio Saniel requesting for an immediate dredging of Salug and Dipolo rivers which are now heavily silted and have caused frequent flooding in the area.

Judilla bared that he already submitted to NIA Regional Office the program of works for dredging and re-channeling of the main drains of these two rivers which would cost P104-million. However, he clarified that it still needs the nod of the NIA Central office.

Since BM Saniel wants an expansion of the irrigation coverage in Dumingag, Judilla pointed out that the area lacks potential water source.

 

Provincial Gov’t Marks 110th Araw Ng Kalayaan

THE 110TH INDEPENDENCE DAY was remarkably observed by the Provincial Government. For this time, it held its own celebration separate from the City Government in compliance with DILG Memorandum Circular No. 2008-81 directing all provincial governors, city mayors, municipal and punong barangays to hold a simple but fitting program for the occasion.

As early as 6:30 a.m., members of the Sangguniang Panlalawigan, provincial government employees led by their respective department heads and personnel of the different line agencies holding office within the Capitol Compound gathered at the Capitol quadrangle where men were dressed in “barong tagalong” while the ladies in “filipiniana” to wait for the symbolic hoisting of 27 Philippine National Flags representing the 26 municipalities and capital city of the province.

At exactly 7:00 a.m., PNP Provincial Director Ramon Ochotorena in tandem with 53IB Army Battalion Commander Samuel Gayongorsa hoisted the huge flag while the Philippine National Anthem was sung in commemoration of the first Philippine Flag flown to the air by Gen. Emilio Aquinaldo on June 12, 1898.

Board Members Juan Regala, Felicidad Funtanilla, Flaviano Fucoy, Jr., Ernesto Mondarte, Maychel Rota, and Jay Locson simultaneously raised their assigned flags and so with Provincial Administrator Pepito Degamo, Executive Assistant V Ruel Molina and all the department heads of the province including heads of line agencies like DILG Provincial Director Abcede Asjali, NBI chief Moises Tamayo, DTI Provincial Director Marichu Atay, CSC Provincial Director Jerry Mayormita who personally joined the celebration. Then followed the symbolic laying of wreaths and flowers in honor of the fallen heroes who defended the country with blood, life and honor and won the war against oppression.

On the other hand, the national flag was raised amid the burst of fire from the rifles of 53rd IB troopers and the sound of drums and lyre of Zamboanga del Sur National High School students.

Governor Auring E. Cerilles was in Manila at the time for an audience with NFA Administrator Jessup P. Navarro to seek for an additional allocation of NFA rice in Zamboange del Sur as majority of her constituents can hardly afford the prevailing commercial rice in the market at P40 per kilo.

However, she prepared a message for the 110th commemoration of Independence Day and designated Board Member Regala to deliver her message for the occasion since Vice Governor Roseller Ariosa could not also make it.

The battlecry of the 110th Philippine Independence is “Republic service, tungo sa ganap na kalayaan at kaunlaran.” The lady governor remarked that “in the season of great challenges, the celebration should kindle each and every Zambosurian to strive and never give up in doing good.”

Cerilles urged everyone to renew his covenant for the fatherland in promoting common interest and durable peace to be saved from political strife, burgeoning criminalities and other illegal activities. “The social unrest, the rice and oil crisis should awaken us and bring ourselves together in advancing our common aims for peace and development.”

For the past 7 years, during every commemoration of Independence Day, the provincial government would join with the City Government until DILG Memo Circular specifically ordered all LGUs to conduct their own celebration for the event. Already a tradition, Governor Cerilles was again invited by the City Government to join with them and so she delegated Board Member Baldomero Fernandez to represent her there.

Meanwhile, at the Provincial Capitol which held the celebration simultaneously with the City Government and all LGUs nationwide, the symbolic program was started with a nationalistic dance rendered by the Malengas Dancers depicting the Filipino struggle in the1800s like the KKK. While Zamboanga del Sur’s singing pride Monique Anfone led the singing of “Ang Bayan Kong Pilipinas” that wrapped up the program.

Prior to the celebration of Independence Day, Governor Cerilles has ordered the putting up of streamers, the display of flags on all provincial government buildings and establishments within the Capitol Compound.

 

DepEd Is Ready For Opening Of Classes Says Serrato

SCHOOLS DIVISION Superintendent Visminda Serrato of the Department of Education in Zamboanga del Sur said over the weekend that everything is already in place for this year’s opening of classes.

However, she failed to give a specific data as to the number of students who will troop to the different schools province-wide but anticipated that the enrollment this year will surely increase.

Serrato also said that the “Brigada Eskwela” was successfully done in the different districts and schools in Zamboanga del Sur and added that an increasing support from the education stake holders have been observed in this year’s conduct of the program.

All systems “Go” na in this week’s first day of classes”, Serrato told RMN dxpr in an interview as she also urged the parents to guide their children and remind them of their classes since some of the students have still a hang over of their summer vacation.

Serrato also clarified the implementation of a DepEd order signed by secretary Jeslie Lapus regarding the implementation of “no collection policy” upon enrollment and within the first month of classes.

She said that primary pupils must not be subjected to any school payments to be consistent with the government’s mandate of free basic education.

Payments for tickets such as GSP, BSP, Red Cross and other fees for grade 5 and 6 must be done in the succeeding months and not to be collected during the enrollment.

The same policy and guidelines are to be adopted by the teachers and school administrators for secondary students, Serrato said.

Serrato also said that wearing of uniform this year will be on optional basis based on the DepEd memorandum issued by Sec. Jeslie Lapus.

“I will remind the teachers that we will not compel the students to wear uniforms to lessen the burden of parents of spending much during the opening of classes”, Serrato concluded.

Rebel Returnee Killed In Grenade Blast

A FORMER MEMBER of the CPP-NPA was killed in a grenade explosion in Barangay Luanan, Lapuyan town, this province over the weekend.

This was gathered from the Lapuyan PNP as it identified the victim as one Lumambo Damo, alias Ka Jerry, 30, a former member of the CPP-NPA operating in the second District of Zamboanga del Sur. Lumambo died on the spot after sustaining several shrapnel wounds on his head, face and chest, the police said.

The blast also killed a certain Ramek Damo and Susana Damo, both close friend of Ka Jerry, who suffered several wounds and died on the spot.

In the same incident, two other persons were wounded Babek Gais and Lumanpos Damo, both residents of Barangay Luanan, Lapuyan and both are now confined at the Zamboanga del Sur Provincial Hospital for treatment.

Initial police investigation disclosed that the victims under the influence of liquor were playing an apple type grenade while in the midst of a drinking spree when suddenly the safety pin was accidentally released triggering an explosion.

 

CHR Explains Unaccounted Human Rights Violations

PROVINCIAL OFFICER Rene Quicoy of the Commission on Human Rights in Zamboanga del Sur reacted to a public perception that his office has a very low performance rating due to several unaccounted human rights violations which happened in the province.

Quicoy in a forum said the wrong public notion is so unfair on their part since they are religiously performing their jobs as watch dog of all forms of human rights offenses and violations.

He said that they have done their part by investigating any complaints of abuses and upon finding a probable cause of a reported human rights violation finally file the case before the prosecution office.

But with a limited number of employees covering the City of Pagadian and Zamboanga del Sur and to include Zamboanga Sibugay province as area of jurisdiction they cannot attend to every problem right there and then.

Budget constraints could also be one of the contributing factors why there are incidents of human rights violations especially in remote areas that are unaccounted by our office, Quiocy pointed out.

It may be recalled that some minority groups in the province have pointed an accusing finger to the Commission on Human Rights as allegedly sympathetic to military and police officials who are oppressive and abusive for not acting on their complaints of torture and abduction.

But Quicoy refutes all the allegations by saying all complaints of abuses have been acted upon by their office accordingly by conducting a preliminary investigation and filing of cases.

“We are doing our job and I feel disgusted by those groups who gave us a poor rating for in fact we are working hard and even take risks as investigators just to please our clientele”, Quicoy said.

Quicoy also expressed his frustrations over some complainants who are not true to their words and forge an amicable settlement with the accused thereby ignoring their efforts in establishing and building a strong case.

“It is frustrating on my part, kay naningkamot mi nga mapasaka ang kaso unya kong anaa na ang kaso mokalit lang ug sibog ang nagreklamo”, he lamented.

Quicoy is now planning to establish ties with the human rights advocates in the province of Zamboanga del Sur to improve their service to the people.

Sultan Maguid Maruhom of the Consortium of Bangsamoro People and member of the Task Force Detainees of the Philippines, expressed willingness to help the Commission on Human Rights in the documentation of any reported abuses and oppressions happening in isolated areas, it was gathered.

2 Killed In Two Shooting Incident In 2nd District

AT LEAST 2 persons were killed in a separate shooting incident which occurred in the towns of Tabina and San Miguel, Zamboanga del Sur over the weekend.

 

The first incident was in Capisan, Tabina, Zamboanga del Sur where a certain Rolando Tecson, 25, a resident of the same place was shot and hacked to death by two suspects.

 

Police record shows the two suspects Josue Tabo, 27, and Marjun Nacua, 20, both residents at Poblacion Tabina were both engaged into a heated argument with Tecson that resulted into a bloody incident.

 

Nacua, who was armed with a caliber .45 pistol shot the victim while his companion Tabo hacked also the victim several times.

 

Tecson suffered 20 hacked wounds and was killed on the spot, according to bystanders who witnessed the brutal killing.

 

After the incident, the 2 suspects voluntarily surrendered to the chief of police of Tabina and murder charges have been filed against them.

Meanwhile, another shooting incident transpired in Purok Lapu-Lapu, Poblacion, San Miguel, Zamboanga del Sur where the victim was identified as one Felix Dumasig, 31, a resident of Barangay Biray, Dinas, Zamboanga del Sur.

 

Police record shows that while Dumasig was buying something in a nearby store an unidentified person suddenly shot the victim by using a firearm of undetermined caliber.

After the killing, the suspect fled to an unknown direction.

 

As of press time, the San Miguel PNP is still conducting an investigation to determine the identity of the triggerman and the motive of the killing.

 

Despite the series of killings, Police Senior Superintendent Ramon Ochotorena said the incidents do not affect the normal peace and order situation in the province of Zamboanga del Sur.

Mayor Co’s Daughter Partying With Street Kids On Her 11th Birthday

PAGADIAN CITY - “Nagpasalamat kaayo mi sa anak ni Mayor Co kay giapil mi niya sa iya birthday party (We thank the daughter of Mayor Co because she gave us a treat during her birthday,” the city’s less fortunate children chanted in unison grateful for the rare occasion provided for them last Wednesday (April 30) afternoon at Plaza Luz, this city.

Sam Tyra Fernandez Co, second child of City Mayor Samuel Co and First Lady Priscilla Ann Fernandez had choose to celebrate her 11th natal day (April 30) with needy children rather than having an extravagant birthday bash with friends and relatives.

“My sister Tyra is a shy girl. In fact, she doesn’t like going out shopping or outing, but she loves to stay at home,” Lance Samuel, 12, eldest son of Mayor Co describes her younger sister whom he regarded as the exact opposite of him.

Appreciating the noble act of her granddaughter, Board Member Baldomero Fernandez remarks: “I don’t know where Tyra got the idea of celebrating her birthday with the needy but obviously, she has a big heart for the poor.”

At the mini-forest inside Plaza Luz, over 60 children (majority of them were invited through the City Social Welfare and Development Office that identified them as street children) had fun exhibiting their talents in dancing and singing as the “birthday girl” handed wrapped gifts for each one of them besides toys and ice cream and packed foods treat.

Her dutiful mother, Ilang-Ilang Co and grandmother Dr. Dicky Fernandez stood behind her during the distribution of gifts and foods.

First Lady Ilang-Ilang admits that Tyra is an introvert attributing this to the fact that during her pregnancy, she hated going out and preferred staying at home.

Nevertheless, the first couple gave a birthday party for their second offspring at their rest house in Brgy. Dumagoc, this city. Their third child is 3-year old Samantha Yllanz.

Noticeably, those who attended were only close associates and relatives who later on were joined by Governor Auring E. Cerilles (who happens to be a grandmother of the celebrant) and by some media personalities.

SP INQUIRY ON THE RICE CRISIS

 

IF THE NATIONAL Irrigation Administration (NIA) was only represented during the last board session of the Sangguniang Panlalawigan, I would say the inquiry relative to the rice crisis would have been complete.

At any rate, the information gathered by the SP on the sudden rise of the prices of rice and even of corn in the province was quite substantial.

It was indeed wise to invite not only representatives of government agencies, which have something to do with our staple food but also people from the private sector such as the traders and millers.

Media was also well represented with the presence of the Regional Kapisanan Ng Mga Broadcaster Ng Pilipinas (KBP), Al Gesta, station manager of RMN Pagadian radio station.

The presentations and responses to queries were quite impressive even as questions posed by some members of the SP were incisive and even embarrassing to some of those invited.

I would say that the presentation of Mr. Johnson Yu, a very big rice miller and trader in Molave was very informative even as in giving his piece he stepped on the toes of local media when he blamed media in general for the panic buying that caused the price of rice to shoot up.

Indeed Yu’s talk, to my mind stood out from the rest which by themselves were also quite enlightening that it got an applause from the gallery as Yu quipped a populist line like “every grain should go to the poor” or something like that.

Be that as it may, it would have been best if Yu spared media and did not blame it for the sharp increase of rice in the market which he claims is caused by panic buying.

Not because I am also with media but I honestly believe that media should not be blamed for what is happening to our rice industry and as aptly said by Al Gesta, media’s role is to inform, educate and entertain the public and that is what the media has been doing all along.

The people has the right to know what is going on in the country and even if national media was responsible in reporting the impending rice crisis, it was certainly doing its duty to inform the people about it.

The slightest suggestion to withhold information of such significance to the lives of people is an outright slap on the face of democracy.

The crisis according to sources including Yu is the sharp increase of prices in the world market caused by the increasing demand for the commodity by some countries.

So why blame media, when after all the culprit is the play of market forces in a capitalist world which is the haven of our businessmen.

But if a scapegoat is needed, then blame the Filipino people for so much politicking and for electing unpatriotic politicians who prefer to spend so much time to shorten the term of a president instead of closely monitoring world event and keep our country attuned to global development.”

 

 

Creation Of Barangay Based Children’s Council Urged

THE LOCAL POLICE in Pagadian City are urging barangay officials to form a barangay based council to protect the rights of the children against all forms of abuses.

Police Chief Inspector Reynaldo Maclang, chief of the Pagadian City Police aired this concern in the series of forum made in at least 10 barangays in the city.

He said the creation of the Barangay Council for the Protection of Children (BCPC) is so important to hear problems confronting the minors especially those in conflict with the laws.

Maclang said that the BCPC will automatically be chaired by the Punong Barangay, barangay councilors as members and the parents as the stake holders.

It has come to the attention of the Women’s and Children’s desk in the City PNP that the numbers of cases involving minors are increasing and based on evaluation this could have been resolved in the barangay level without elevating it to the police or even in the proper court.

Resolving abuses against minors can be best addressed with the authorities in the barangay because they are familiar with their residents and it is easy for the authority to mediate and hear the problem, Maclang said.

“Limitado lang kasi ang bilang ng PNP sa Pagadian tapos daming problema sa peace and order kaya kayo sa barangay level as force multipliers may malaking papel para tugunan yan”, Maclang pointed out as he also confirmed in public that the strength of the city police is only 98 against to more than a hundred thousand residents.

Meanwhile, the appeal of the local police for the urgent creation of BCPC meets no opposition from among barangay officials.

Barangay Captain of Napolan Marcial Albaracin has assured the PNP and the people to quicly take a move to organize the BCPC.

Hot Lumber Owned By Barangay Captain Confiscated

WHILE CONDUCTING a police visibility patrol in the barangays of Matalang, Sigapod and Duelic, all of Midsalip, Zamboanga del Sur, the Midsalip PNP led by Police Senior Inspector George Andam intercepted sliced lumber in different sizes placed beside the road of Barangay Duelic.

Upon investigation, the Midsalip PNP discovered that the said lumber were illegally cut and allegedly owned by Sunny Balibis, a Barangay Captain of Sigapod, Midsalip town.

The sliced lumber were estimated to have a total volume of about 1,400 board feet and are now in the custody of the Midsalip PNP and to be turned over to the office of the DENR in Midsalip for proper disposition.

As of press time, the Midsalip PNP are preparing appropriate charges to be filled against the owner of the confiscated lumber in relation with their campaign against illegal logging.

 

Gen. Pajarito Vows Intense Man Hunt Vs. NPA Rebels

MAJOR GENERAL Nehemias G. Pajarito, commanding general of the 1st Infantry Tabak Division, Philippines Army, has renewed his vow to launch intense military operations against the NPA rebels, following the recent encounter in Misamis Occidental where at least 5 AFP soldiers including a junior officer were wounded.

 

In a press conference, Pajarito said that he ordered his field commanders to embark an intense man hunt operation against the New People’s Army rebels in their area of responsibility.Pajarito added that his order is in line with the President’s thrust that in 2010 the communist group in the Philippines will be eradicated.

 

“We are exhausting all means to stop the insurgency problems in the province of Zamboanga del Sur, Misamis Occidental and Zamboanga del Norte”, Pajarito stressed.However, the elements of the 10th IB encountered some fully armed men believed to be NPA’s in Sitio Kabigaan, Barangay Carmen, Jimenez, Misamis Occidental recently.Platoons of Charlie Company under 1Lt. Jan Rudolf Gonzaga and 2Lt. Arlene Palafox while conducting combat operations encountered more or less 25 NPA terrorists operating in Western Mindanao.

During the encounter the communist terrorists scampered towards different directions bringing along with them their wounded comrades when intensely pressured by the government troops.

The firefight resulted to the wounding of 1LT Gonzaga, PFC Onary Laylay, PFC Sali Abdul, PFC Sah-mon Asiri and PFC Abdulhaman Baddiri.

 

2 Men Nabbed For Illegal Fishing

AT LEAST 2 fishermen engaged in illegal fishing were arrested in a joint operation conducted by the Provincial Police Office, Philippine Navy, Philippine Coast Guard and 903rd Maritime Police at about 2:30 a.m. last Monday (March 17) at Illana Bay coastal area. 


The 2 suspects were Abdulnasir Ebrahim and Wahab Osop, both residents of Mama, Dumalinao, Zamboanga del Sur. 


The apprehending team recovered one unit motorized pump boat and other fishing paraphernalia. 


According to the law enforcers, the two suspects violated the Philippine Fishery Law for operating without license and other violations. 
The two were turned over to the City PNP and detained at the city lock up cell. 
On the other hand, another fisherman was turned over to the Pagadian City PNP for the same violation. 


A certain Joselito Balagot, a resident of Purok Baybay 1-A, Barangay Poloyagan, Pagadian City was arrested by Ambrosco Benitez, caretaker of the Marine Protected Area (MPA) near of Daw-daw Island, last March 19 at around 5:50 p.m. 
Balagot was allegedly fishing inside the MPA and has no fishing license. 
City Mayor Sammy Co over his radio program last March 19 congratulated the apprehending team who caught those engaged in illegal fishing and anticipated more accomplishments in the days to come.

 

 

Unicef, Crame Train Police In Handling Cases Involving Women, Children

PNP First Lady General comes over…

PAGADIAN CITY - The United Nation Children’s Education Fund (Unicef) and the Philippine National Police’s Women and Children Protection Center (WCPC) conducted a 3-day training for Police Investigators and Policewomen handling the Women and Children’s Desk at Hotel Alindahaw, this city last week.

It was a rigid training for the 30 police investigators and 28 policewomen (in-charge of women and children’s desk) in Zamboanga del Sur in the conduct of a crime scene investigation, forensic interview, accomplishing an investigator’s notebook, preparing a sworn statement and testifying in court and whose performances were graded. They had to finish the 3-day seminar from March 3 to 5.

Camp Crame’s WCPC Police chief Superintendent Yolanda Tanigue sent a pool of Unicef trained trainors headed by P/Supt. Ruby Grace Sabino, a medico-legal together with P/Chief Inspector Genelle M. Gulmatico, PO3 Raquel Aniwasal, training specialist Rosenda R. Ayson and guest resource person who was a former CIDG forensic investigator (retired) P/Chief Inspector Eliseo Escandor.

During the culmination program, SPO1 Jose Roylan G. Zulueta was tasked to give an impression about the training in behalf of the investigators. He was grateful of Unicef and the PNP Central Office for providing such a training to them. “They traveled this far just to impart to us their knowledge in proper police work,” he said.

Ang dami nating kulang sa ating work,” admitted the police investigator from Aurora town. Through this training at least we are now equipped with theories that may be combined with our experience to make sure that criminal cases we filed in court will secure the conviction of the suspect, he added.

On the part of the policewomen, Dumalinao’s Women and Children’s Desk incharge Gina Gumilao was so impressed by the competence and patience of their trainors and encouraged her counterparts to utilize all the knowledge, skills they got from the training so that they will perform their job efficiently and effectively.

In response, head trainor Sabino said that such a seminar with many participants coupled with time constraint was so taxing on her part. For quality result 5 days should have been allotted for the training. But for lack of budget it has to be shortened to 3-day, she added.

DILG Director Asjali in response, said, the Zamboanga del Sur Council for the Protection of Women and Children will have more capacity building training for them.

Sabino’s boss, a forensic Social Worker who happens to be the first lady police general in the country Chief Superintendent Tanigue flew in from Manila just in time for the graduation.

Tanigue told the trainees that despite her hectic schedule she has to be with them if only to motivate and inspire them to do their job perfectly. “If you have a better foundation like this you have a better execution of the law,” she stressed.

 

 

Zambosurians Join The Whole Nation Pray For County’s Peace And Stability

ZAMBOANGA DEL SUR - A province-wide prayer rally was held here last Friday (Feb. 29) joining the whole nation in submitting to God’s sovereignty and to seek for His divine intervention over a political turmoil that the country is facing again.

Governor Auring E. Cerilles called all the 27 local chief executives in her province to hold a simultaneous ecumenical service at 3:00 pm last Friday.

In Pagadian City, about 3,000 people of various religious affiliations converged at the Plaza Luz (city plaza) together with the provincial, city and barangay officials, government employees of the province, city and the different national government agencies for a mass ecumenical service.

Governor Cerilles, in her message says, “in our relentless struggle for progress and the institution of peace and solidarity, we cannot allow the ZTE scandal to hamper our journey forward and again put our country in jeopardy.”

She implores for Zambosurians’ calmness and sobriety in confronting the country’s political struggle through prayers. She asks for the people’s sound discernment, guidance and enlightenment on the national issues confronting the political stability of the country.

“Together, let us call upon the Divine mercy and intervention. Let the truth triumph through the courts and legal means instead of mere allegations based on negative propaganda or political show off,” the lady governor said referring to an investigation of the alleged anomalous ZTE deal of the national government.

City Mayor Sammy Co also gave his words and insights for his people to remain composed and to let the truth prevail over this political anxiety. Muslim and church leaders were also given time to speak.

A VISIT from her mother gives joy to her child who is separated from her seven years ago.

The “Sibug Ngari” sa ZamPen Regional Showcase 2008 has lured Zamboanga del Sur to visit her offspring-Zamboanga Sibugay in time of the latter’s 7th year anniversary celebration which runs from February 15 to 26, this year.

During the province’s presentation, February 19 in the evening, dubbed as: “Laag Zambosur”, Governor Auring E. Cerilles together with her Board Members, some mayors headed by League of Municipalities (LMP) president Ace William Cerilles and department heads brought a unique and spectacular entertainment showcase for Sibugaynons and ZamPen constituents as well.

Gov. Cerilles was seated beside her counterpart Sibugay Governor George T. Hofer who was with his lady, Dulce while watching the presentation.

Gov. Cerilles, herself was impressed how Zambosurian pool of talents conceptualized and portrayed the various adventure sights of their province.

According to Provincial Tourism Officer Anthony Frederick “Laag sa Zambosur” was dramatized by 70 performers depicting the customs and traditions of the tri-people inhabitants of the province while presenting the four identified major tourism adventure sights, namely: 1) Canopy Walk and Zipline at Agri-tourism and Heritage Complex, Dao, Pagadian City); 2) boat cruising at the lake in Biswangan, Lakewood; 3) mountain trekking at Mt. Timolan Protected Tourism Landscape within the 3 towns (Guipos, Tigbao and San Miguel); 4) diving sites in Tambunan, Malim and Pod-ok in Tabina to Ribi in San Pablo, Bagong Silao in Dumalinao and in Tukuran with pristine waters and gigantic coral formations acclaimed as world class by diver-tourists as “world class”.

“Dinasig sa kalampusan nga naangkon niining tinuig nga tourism exposition sa rehiyon nueve, padayon kitang nanlimbasog sa pagpalambo ug pagpalagsik sa atong turismo aron magsilbing agianan alang sa dugang kalambuan,” Gov. Cerilles remarked after the presentation.

Gov. Cerilles, who was just installed chairperson of Regional Development Council for Region 9 said that this is the best chance for the constituent LGUs of Zamboanga Peninsula to promote their tourism attractions for greater socio-economic development, while building peace and unity in the region.

In Zamboanga del Sur alone, we have much to offer to everyone who wishes to have an enriching escapade with nature, she further said, citing other tourism potentials, like the exciting spelunking at Guipos cave and resort. There is also a Panikian island for the breeding ground of sea turtles, Triton island which are good tourism potentials that grant better access for product development and entrepreneurial activities.

Notably, it was the second time that the mother-daughter provinces saw each other. Six months ago, Zamboanga Sibugay visited her mother province first during the latter’s 55th Anniversary last September 17 to 26. It is now Zamboanga Sibugay’s turn to host the Zamboanga Peninsula Regional Tourism Festival for the two provinces, Zamboanga del Norte, cities of Pagadian, Dipolog, Dapitan, Zamboanga and Isabela to take their respective turns to host.

 

Cong. Cerilles Lauds One Network Bank

DUBBED as the “godfather” of One Network Bank (ONB) in Pagadian City, 2nd District Congressman Antonio H. Cerilles has lauded the bank for investing at least P300-million in Pagadian branch.

Cong. Cerilles graced the inauguration of ONBs newly constructed building along Pajares Avenue, this city last January 24.

He joined ONB President Alex Buenaventura and other officials from the central office as well as City Mayor Sammy Co and City Vice Mayor Romeo Pulmones, valued bank clients and ONB Pagadian Branch staff.

In his message, the project-oriented Congressman and a political stalwart in Zamboanga del Sur praised Victor Consunji, Chairman and founder of ONB for investing his money in Pagadian City and hopeful this would expand to other towns in Zamboanga del Sur.

Cerilles recalled that Consunji, who is now a business tycoon started his logging business here in Zamboanga del Sur specifically in Lakewood and Margosatubig, both of the second district. “His putting up a branch of his bank here might be his way of paying back to Zamboanga del Sur,” he commented.

Moreover, Cerilles expressed delight now that Pagadian has more than 20 banks including the ONB which is a manifestation that indeed Pagadian is a growing city being the regional center of Region 9. “It’s the private sector that makes a city vibrant,” he said hoping that ONB would also address the financial needs in rural areas which the government sometimes misses to address.

ONB President Alex Buenaventura, in his inaugural message, called Cerilles as “padrino” of One Network Bank in Pagadian City being a good friend of Chairman Consunji. “During our first visit to Pagadian, it was Congressman Cerilles who helped us in finding a space for our bank,” Buenaventura reminisced.

“Ang Pera sa Mindanao ay para sa Mindanao,” is the simple philosophy of One Network Bank which now has 70 branches all over Mindanao. ONB opened in Pagadian over 2 years ago in a rented space owned the Luy family. Now, ONB is serving Pagadian in its newly-acquired building.

Buenaventura revealed that ONB wants to be a partner of government in agriculture. In fact, he said, ONB is aggressive in financing under the One Program on rice, banana, pineapple, and rubber production. “Let us use One Network Bank in developing agriculture in Mindanao,” he challenged.

City Mayor Sammy Co, on the other hand, was grateful of the invitation, saying: “I always look forward to occasions like this.”

Co said that Pagadian is a growing city which needs more financing institutions which could lend to and keep the money of local businessmen.

 

New Chief Of Police In Pagadian Installed

MAYOR Sammy S. Co formally presented to the Media the newly designated Officer-In-Charge of the City PNP in the person of Police Inspector Rommel Gabriel Etbew.

Police Inspector Etbew took over the post of Police Senior Inspector Odevillas who acted as OIC Chief after Police Senior Inspector Oscar Buenaobra was sacked for mauling an Army soldier and two other ladies.

In a press conference, Inspector Etbew said he will try his best to prove his worth as far as the peace and order campaign in the city of Pagadian is concerned.

“Hindi ko siguro malampasan yung accomplishment nang dating hepe pero gagawin ko lahat para sa kapakanan ng taong bayan sa Pagadian,” Etbew said.

Etbew will not initiate any massive revamp in the city PNP but assured the people for more enhanced police security and police visibility around the city.

“It is a big challenge for me as an officer to lead the City Police Office and I will expect support from the city government and local populace as well,” Etbew pointed out even as he also called on the people to be vigilant.

Etbew was the former group director of the defunct 907th Police Mobile Group and later on was transferred to Aurora PNP then appointed as OIC chief of the City PNP.

Before coming to Pagadian City he served as chief of Police in Tampilisan, Zamboanga del Norte, later an intelligence officer of the Dipolog PNP and was also assigned in Zamboanga del Norte PNP.

 

DOLE Distributes Gift Packs To Disadvantaged Children

PAGADIAN CITY – At least 14 children of Lingap Center, Dao received gift packs from the Department of Labor and Employment. The gift-giving activity was part of the “Angel Tree” project of the said office which was on its 2nd year of launching held recently.

Mrs. Virginia L. Bonbon, DOLE Provincial Director spearheaded the activity and accompanied by its employees.

Bonbon said, their office purposely launched the “Angel Tree” project to bring joy and gladness to the disadvantaged and neglected children, adding that it is a vehicle for them through which they can articulate their wishes especially during the holiday season.

The children received gift packs which contained food items such as: noodles, milk, candies and used clothing.

“This is an opportunity for us to share our material blessings to the disadvantaged sector of our society - the children who are abandoned and neglected by their parents," Bonbon said.

She said that it is a yearly activity and a personal commitment to share their blessings to the kids. She further said that they saved a little amount from their salary every month, and instead of having lavish Christmas party every December, the money that they were able to save was used to buy the food items.

Twelve-year old Michael of Dinas, Zamboanga del Sur suffered a traumatic experience and witnessed the deliberate murder of his parents and who dreams of becoming a soldier said, the presence of the DOLE employees and their gesture of kindness had filled the emptiness and longing that he felt.

“I am very happy that they did not only give gift packs to us but they also gave spiritual advices and encouraged us to be humble and respectful despite the bad experiences that we underwent,” he said in vernacular.

Kimberly, 10 yrs old, whose parents were jailed for drug trafficking, was grateful for their presence. She was thankful that a group of generous people were able to remember them this Christmas.

“I have not met my parents, brother and sister for almost a year, but their gift - giving activity was able to bring cheer not only to myself but also to every child here at Lingap,” she said in vernacular.

Social Welfare Officer Romania Balatucal, Officer-in-Charge of the Lingap Center lauded the DOLE employees for sharing their blessings to the Lingap children saying they have earned the admiration and respect of the children. It also brought tremendous joy and happiness to them.

 

Gov. Cerilles Seeks Easy Terms In Settling Unpaid GSIS Premiums

BOTHERED by the unpaid GSIS Government Share Premiums by her predecessor, Governor Auring E. Cerilles has lately appealed to the President of Government Service Insurance System (GSIS) to avail of a favorable concession.

In her letter last November 6, Cerilles explained the circumstances why at present the Provincial Government owes a total amount of P11,699,107.00 to GSIS including interest and penalties .

Cerilles said that her predecessor former Governor Isidoro E. Real, Jr. failed to pay the Provincial Government’s share of GSIS premium for its employees for the period covering January 1, 1997 to December 31, 1997. During this period the unpaid share only totaled P9,129,563.33 as its principal, per Bill No. AAS-99-103 dated June 30, 1999. As of May 15, 2006, it accumulated penalties/surcharges and summed-up to a whooping P11,270,865.00 and as of the month of November, this year, it has already compounded to P11,699,107.30.

Explaining why she failed to pay the arrears of her predecessor when she took over the helm, Governor Cerilles said that when she assumed office in July 2001, the province was just divided by virtue of RA 8973 creating Zamboanga Sibugay. As a result, the separation of 16 municipalities comprising the 3rd District from the mother province had tremendously slashed down her Internal Revenue Allotment and consequently she was not able to settle the accounts left by her predecessor.

From then on the Cerilles administration has been maximizing the use of IRA which was not enough even to fund pro-poor development projects of the province.

Despite of her desire to settle the GSIS account Cerilles lamented that the limited funds was just not enough to settled the huge amount of the GSIS arrears.

But, since the lady governor is obliged to pay the GSIS arrears of her predecessor, she pleaded to GSIS president Garcia to grant the province of Zamboanga del Sur with the Payment/Collection Incentive Program but in a modified scheme.

Cerilles specifically requested that the 50% of the principal amount and the total accumulated interests be condoned. Furthermore, she requested that she be allowed to settle the remaining amount in a staggered basis payable within 5 years so that she could afford to allocate funds for its annual amortization. Otherwise, her on-going economic development projects would be sacrificed.

At press time, Cerilles is yet to receive the response of GSIS president Garcia.

 

Gov. Cerilles Pushes For Micro-Business Enterprise

IN A BRIEFING of Municipal Mayors, Municipal Treasurers and representatives from the private sector, Governor Auring E. Cerilles declared her support for the implementation of Barangay Micro-Business Enterprise as embodied by Republic Act No. 9178 or Barangay Micro-Business Enterprises Act of 2002.

Cerilles explained that it is the best way to organize barangay people especially the unemployed and even the productive ones who want to earn more and uplift their living condition. Through the Barangay Micro-Business Enterprise (BAMBE), barangay folks will be empowered to organize themselves to plan and establish business ventures where every member benefits from it.

The activity was held at the Pagadian Bay Plaza Hotel here and initiated by the Department of Trade and Industry (DTI) Provincial Office headed by Ma. Socorro M. Atay, its provincial director.

The lady Governor expressed optimism that BAMBEs would be a vehicle to fast track economic development in the barangays that would serve as basis to enhance the skills and capabilities of barangay people in the line of commerce.

She further said that BAMBEs should be organized if only to encourage the community in the barangays to earn more in the production, processing, agro-processing, trading and services.

Cerilles urged the stakeholders of the program to know the law and its provisions as this is the kind of law that small business entrepreneurs can benefit from provided they will be duly registered to avail of special credit window in order to start their business.

She told the local chief executives to guide their constituents for barangays to prosper. “We would expect your eagerness and interest to avail of this program with the guidance of your local chief executives,” Cerilles said.

OFW Minors From Mindanao Rescued

AT LEAST 8 minors working as domestic helpers in Jordan who suffered maltreatment from their employers will be repatriated to their respective hometowns very soon with the help of Senate President Manny Villar.

In an interview over RMN Pagadian (dxpr), Villar said he interceded for the said minors from Mindanao after they sought refuge at the Philippine Embassy in Jordan.

He said distressed Filipino workers in Jordan are increasing and some of them had ran away from their employers because they could no longer bear the physical abuse. Some were even deprived of their salaries.

Villar failed to mention the names of the minors who hail from Mindanao but he assured that soon the victims will be coming home to spend Christmas with their families.

Villas said he will shoulder the plane fare of the eight abused minors and one of them is a certain Nisan Labay, 17, from South Cotabato. Labay has only finished grade 2 and went abroad believing she will earn a lot of money but her dreams turned into a night mare after being maltreated by her employer, the Senate President said.

The fate of the eight minors brings a message to the parents in Zamboanga del Sur not to simply allow their children to work abroad without firs ensuring their safety.

It may be recalled that the local Public Employment Service Office (PESO) in Pagadian and Zamboanga del Sur have been sending workers abroad especially in the middle east to solve the employment problems. But instead of solutions more problems are cropping up with the reported violence experienced by workers coming from the provinces in Mindanao.

However, Local PESO officers here assured the people that OFWs in Zamboanga del Sur are safe and in good condition. They are also in close contact with the agencies to monitor them and ensure they receive proper salaries from their employers especially in Arab courtiers.

 

10 GROs Without Medical Certificates Arrested

AT LEAST 5 entertainment spots in Pagadian City were raided by a team from the City Health Office/GSO and the City PNP last November 19 at about 12:00 midnight leading to the arrest of ten Guest Relation Officers (GROs), who were found to have no medical certificates as required by law.

The ten were arrested for not securing cervical smear cards, which is a requirement for women in the said occupation.

The women of ages 18-28, and residing in Pagadian City are working in the Rosa KTV Bar, Barkadahan, Artistic Massage Clinic, and two videoke bars at the Wharf Area.

They were kept at the Pagadian City lock up cell for violation of a City Ordinance requiring GROs to undergo smearing every Monday at the City Health Office.

In a related development, City Health Officer Dr. Noel Ceniza said on a radio program last November 18 aired over DXBZ-AM that the City Health Office is strengthening its monitoring of GROs in the City to prevent Sexually Transmitted Diseases (STD).

 

SP Okays Creation Of 2 Positions In Lakewood

THE SANGGUNIANG Panlalawigan last week has declared the creation of Municipal Social Welfare & Development Officer and Municipal Agricultural Officer valid and operative.

Minus the necessary appropriation for the compensation of these two plantilla positions, the legislative body had to affirm and approve Municipal Ordinance No. 004 series of 2007 of Lakewood Sangguniang Bayan as mandated by the Local Government Code of 1991.

Board Member Juan Regala stated his view on the issue.  He said: “we cannot question the passage of such Ordinance”, adding that local government units are empowered to create and abolish positions.

Board Member Flaviano Fucoy, Jr. likewise averred that under the Local Government Code with or without necessarily appropriating funds for the position, the SB may be allowed to create positions for future purposes.

The Provincial Board found the Municipal Ordinance of Lakewood valid and operative citing the importance of having a municipal social welfare & a development officer who will handle the social problem of the municipality being a child-friendly LGU. The same importance applies to the municipal agriculturist as Lakewood is generally an agricultural town.

 

TESDA Offers Scholarships To Unemployed Zambosurians

THE TECHNICAL Education Skills and Development Administration (TESDA) continually extend scholarship to unemployed constituents for them to find job locally or abroad.

TESDA Provincial Director Eulalio Lumactod bared last week that by this month (November), under the PGMA’s Training for Work Program, 25 college graduates (of at least 4-year course) will start their Care Giver course at the Philippine Paramedical and Technical School at Enerio Compound, this city.

These 25 who are mostly women are unemployed and desire to work abroad. Lumactod stressed that TESDA specifically require the college graduates as it is the number 1 qualification of employers in Japan, Canada and United States.

This is the realization of what President Gloria Macapagal-Arroyo had promised to generate 10 million jobs for Filipinos by 2010, Lumactod pointed out.

The provincial director emphasized that under PGMA’s Training for Work Program, TESDA pays the tuition fees upon assurance that scholars finish the course and work afterwards. Otherwise, they will refund the whole cost of the course. For the 6-month Care Giver course, TESDA allocates P15,000 per scholar.

On the other hand, TESDA has now a hand in training domestic workers now called as Household Service Workers. Nowadays, no more Filipino women to be deployed as household service workers abroad without passing the TESDA assessment, Lumactod said

The Household Service Workers training is now being offered at the Eastern Mindanao College of Technology (Emcotech) at CMS Enerio Street, this city. During the training, scholars are taught different languages like: Niponggo, Arabic and others and significantly, they are also taught Martial Arts necessary for self-defense as there are cases of abusive employers.

For men undergraduates and high school graduates, there is also a continuous training program on Heavy Equipment Operators and Welding Metal Arts at TESDA itself. Alabama, USA has a continuing hiring on heavy equipment operators for Filipinos, the source said.

So far several TESDA certified graduates are now employed in the Middle East earning more as Heavy Equipment Operators and Welders, he said.

 

“No Failure” Of Election In Zambosur

DESPITE reported minor incidents during the Barangay & SK elections last October 29, Zamboanga del Sur was declared to have “no failure” of election.

Governor Auring E. Cerilles has lauded the men and women behind the success of the recently concluded SK and Barangay elections and congratulated all the winners while appeasing the losers and wishing them to be lucky next time.

She said “election happens only in one day” and urged contending groups to forgive and forget whatever rancor the election has caused to them.

She also called for unity and support for one another for the good and welfare of the barangays.

On the other hand, Provincial Comelec Supervisor Ignacio Baya admitted that there was a little delay of the elections at Barangay Ticala island in San Pablo town and a one-day suspension in Barangay Gasa, Lakewood but eventually, none of the 681 barangays in the province failed to have elections.

Baya said while the Board of Election Tellers (BET) escorted by PNP and Military elements, were approaching Ticala island aboard a sea craft there was an explosion heard atop the hill of the island. The explosion accordingly prompted some of the residents to leave the island.

After being informed by his election officer in San Pablo of the incident, Baya said he immediately requested augmentation forces from 53rd IB Commander Samuel Gayonggorza and PNP Provincial Director Ramon Ochotorena to secure the place.

Consequently, Tabak Division Commander Nehemias Pajarito deployed two helicopters and additional military troops at Ticala island while the elections was going on, Baya disclosed.

PNP Director Ochotorena confirmed that among the areas of concern in the local election Ticala island was the most problematic. He said many residents of Ticala island evacuated but after securing it the constituents returned and the elections went on.

In Barangay Gasa, Lakewood, Baya said the elections was suspended until the following day (October 30) due to an alleged attempt on the life of a re-electionist lady barangay captain by a Barangay Kagawad candidate inside the polling center in front of the BET and some voters.

Baya also said that Gasa is 27 kilometers away from the Poblacion and the BET had to open the election late in the morning and it was about 11:30 a.m. when the incident happened while only 20 residents had yet cast their votes. Since, the voters never came back to vote that day, the BET was forced to suspend the elections until the next day, he said.

PNP Seizes Shabu In Santiago

PAGADIAN CITY - Joint forces of the City PNP and the 905th PNP Provincial Mobile Group successfully arrested three persons suspected of dealing illegal drugs (shabu) in a drug buy-bust operation conducted last October 25 (Thursday) at about 10:35 P.M at Barangay Santiago, this city.

Police record shows that the three arrested persons were identified as Nasser Marcaban y Lim, a resident of Kumalarang town, Mando Pangiran y Mastura, a resident of Dimataling town, both of Zamboanga del Sur, and Ruperto Morales y Santiago, a resident of Leon Postigo, Zamboanga del Norte.

The operatives confiscated 2 big sachets of shabu, 35 pieces of rolled aluminum foils, drugs paraphernalia for repacking and the marked money used in the said buy-bust operation.

The three suspects are under the custody of the PNP while proper complaints are to be filed in court.

 

A Month Of Measles’ Immunization Starts

A MONTH-LONG campaign for Knock-out Tigdas nationwide would start last October 15 and will end on November 15 to be done by the Department of Health. For Zamboanga del Sur and Pagadian City, both the Provincial and City Health Offices are prepared for the influx of children 
from 9 months old up to 4 years old to submit for immunization on measles.


Knock-out Tigdas 2007 is the country’s elimination drive of measles on children by 2008.
It is a sequel or a continuation of 1998 and 2004 Ligtas Tigdas mass measles immunization campaigns and a second follow-up in the entire nation. 


Measles is regarded as a public health problem in the Philippines which have claimed several lives of children in the past decades.Provincial Health Officer Corazon Silla-Ariosa has urged parents of children with ages 9 to 48 months to submit their children for measles immunization at the Health Centers near them. The 2007 Knock-out Tigdas campaign would benefit some nine million children throughout the country. 

 

“Home For The Youth” Inaugurated

IN COMPLIANCE with the mandate of Republic Act number 9344, the provincial government of Zamboanga del Sur has inaugurated the Home for the Youth that would be the shelter of minors in conflict with the law.

The said center is situated in the 64-hectares Zamboanga de Sur Provincial Government Complex in Barangay Dao, Pagadian City.

Provincial Social Welfare and Development Officer Chit Sandiego said that the center is part of the program implementation of the juvenile justice system, which gives protection to children, who violate the laws.

“Kining mao nga proyekto nagtumong aron matabangan ang mga kabataan nga nakalapas diha sa katilingban aron sila mabag-o, makaamgo sa sala nga nahimo gumikan kay sa bag-ong balaod dili na mahimo nga bilangguon ang mga minor de-edad.

Sandiego also thanked the provincial government for the funds used in the realization of the center.

She added that the stakeholders and the social workers are the key players for the existence of the newly inaugurated youth center.

It may be recalled that the provincial government has long been supporting and advocating the protection of children and for this effort of the local officials, the province is recognized as a Child Friendly Province in the Philippines.

Pest Infestation Problem

AS ANSWER to farmers clamor of severe destruction in coconut industry brought about by insect pest Brontispa Longgisima, the 
Philippine Coconut Authority (PCA) assures the coco farmers of an intensified effort to prevent the spread of this kind of 
pest.
Brontispa Longgisima the scientific name of a pest that destroys the growth and productivity of a coconut tree which is 
considered the tree of life that helps the country's agricultural production. Batul is the ill effect of the spread of such 
pest in the vast coconut plantation, according to PCA Officer.
In the 79 provinces in the country, the said disease has afflicted close to 100,000 coconut tree. Out of 79 provinces 23 were 
adversely affected that resulted to the dramatic reduction of the coconut production in the country.
PCA officials said despite the financial constraints their employees in the field will work doubly hard to prevent the spread 
of this disease.
PCA officials have bared at least 3 effective measures in resolving the problem. These are the immediate termination of the 
pest by killing them through endemic black earwig, the mechanical control is the easiest and the fastest way of controlling 
the spread of the said pests and last recourse is the chemical control.

 

Bayog Gets P20-Million Farm To Market Road Project

AMONG THE 225 municipalities identified as recipients of the Mindanao Rural Development Program (MRDP), Bayog, Zamboanga del Sur bags the first Notice to Proceed certificate from the World Bank with a project worth P20-Million.


MRDP is a poverty reduction program which aims to improve the income and food security of the rural poor and indigenous communities in Mindanao with World Bank as main funding institution.Significantly, President Gloria Macapagal-Arroyo together with World Bank Country Director Maryse Gautier will award the Notice to Proceed to Bayog Mayor Mary L. Cartalla during the 55th Anniversary Program of the province on September 17.


Department of Agriculture Secretary Arthur C. Yap will also be around to assist the President and Gautier. Bayog municipal officials snatched the break of availing MRDP project so as to rehabilitate the 11-kilometer farm-to-market road which they find difficult to do at the cost of P20,088,647.00. With only P500-T as counterpart, Bayog officials caprovide employment to local residents and in the long term will help farmers increase their income.


Mayor Cartalla said she intends to improve the road condition of Bayog which MRDP-2 is capable of. She felt elated that her municipality is given priority over the rest of 225 municipalities in 27 recipient provinces in Mindanao.For Zamboanga del Sur, 8 municipalities including Bayog are identified recipients of MRDP. They are Kumalarang, Lakewood,  Margosatubig, Midsalip, Tigbao, Dimataling and Vincenzo Sagun. Projects shall depend on the most pressing need of each 
municipality.

 

Gov. Cerilles: Arrest Extortionists, Pirates In Illana Bay Area

Gov. Auring Enerio-Cerilles last week directed the Fishery Law Enforcement Team (FLET) of the Illana Bay Regional Alliance (IBRA-9) to aggressively run after extortionists and pirates operating in the Illana Bay area.


The Governor as Chairman of the IBRA-9 Council issued this directive during the meeting of the council at Hotel Alindahaw attended by several local chief executives and their representatives with the members of the IBRA-9 Working Committees.


Since IBRA-9 was formed in 1999, Coastal Resource Management initiatives had been very active. Cerilles was then a Congresswoman of the 2nd District and she became Governor in 2001 up to present while IBRA-9 is strengthened and empowered in terms of protecting marine resources in Illana Bay areas.


At present, of the 7 municipalities and Pagadian City comprising the IBRA 9, there are already 17 Marine Protected Areas (MPAs) which Cerilles considered as a remarkable accomplishment of IBRA 9. These LGUs are: Tukuran, Labangan, Pagadian, Dumalinao, San Pablo, Dinas, Tabina and Dimataling. Cerilles said establishing these MPAs is the leading solution to the depleting supply of fish in Illana Bay.


However, despite this effort, pirates and extortionists continue to disturb and harass the people guarding these areas,  prompting Cerilles to order the Fishery Law Enforcement Team to go after these bad elements.FLET is chair

 

 


Rota Is New PCL Prexy

PAGADIAN CITY – More women are now occupying high post in the province of Zamboanga del Sur as another lady takes the rein of the Philippine Councilors’ League (PCL) after defeating the incumbent in a one-on-one election last August 11 at Camila  Hotel, this city.


She is second-termer Sangguniang Bayan Member Maychel Velayo-Rota of Tukuran who won over City Councilor Frank Jefferson Villegas by 49 votes. Velayo-Rota’s current spot as PCL prexy has placed her into the club of lady prime movers in Zambonga del Sur which is popularly headed by Governor Auring E. Cerilles along with 5 lady municipal mayors, namely: Caridad Balaod (Tambulig),  Leonida Angcap (Midsalip), Maria Fe Pitogo (Josefina), Mary Ann Cartalla (Bayog), and Daylinda Sulong (Lapuyan). She also joined Sangguniang Panlalawigan ex-Officio Board Members Leonilyn C. Balaod (Liga ng mga Barangay Federated President) and SK Federated President Reizelyn Joie Baya.
Prior to her election, the lady PCL prexy was PCL-Zamboanga del Sur Secretary-General in her first term as SB member. Her being the Federated President of Sangguniang Kabataan in Tukuran from 1996 to 2002 was a stepping stone to become a municipal 
legislator. It was also her vehicle to become a member of the National Movement of Young Legislators and 4L Philippines (Lady Local Legislators League of the Philippines). 
Velayo-Rota has already assumed the post as ex-Officio Board Member last Thursday after she and the rest of PCL officers took their oath of office before Governor Auring E. Cerilles last August 15.


Cerilles hopes that with Velayo-Rota at the helm, PCL shall initiate programs and projects leading to the development of the organization as to ignite participation and cooperation among members. The 2007-2010 set of Zamboanga del Sur PCL officials are the following: President Maychel Velayo-Rota; Executive Vice President Gilbert Villarta (Guipos); Secretary-General Liwaya Angcap-Paras (Midsalip); Treasurer Margie A. Arcite (Ramon Magsaysay); Auditor Merlinda P. Maata (V. Sagun); PRO Allan J. Martinez (Tigbao); Business Manager Celso Matias (Bayog). SB Members Jaime Idullantes (Mahayag) and George Gonzales (San Pablo) are Vice Presidents for the First and Second District,  respectively. 


Each District has 4 Board of Directors. For District I, they are: Raul A. Ceniza (Aurora); Jude Dexter Bobbie Machon (Tambulig), Reynante G. Borling (Dumingag) and Basid L. Manupac (Labangan)  While Wilfredo E. Asoy, Jr. (Dinas), Vicente M. Fernandez, Jr. (Lapuyan), Jonathan B. Medico (San Pablo) and Arlan U. Magallanes (Tabina) assume as Board of Directors for District II.

 

 MEDCO To Fast Track Infra Projects In Mindanao

THE MINDANAO Economic Development Council (MEDCO) met with local leaders in Region 9 last week to discuss vital issues and concerns to fast track the implementation of the President's flagship program the super regions.


The meeting was held in Pavilion Hotel in Dapitan City and attended by Mayor Sammy Co of Pagadian, Mayor Dominador Jalosjos of Dapitan, Governor Rolando Yebes of Zamboanga del Norte, Mayor Celso Lobregat of Zamboanga City, Bashir Rasuman of the DPWH and Undersecretary Virgilio Leyretana, Sr. of the Mindanao Economic Development Council (MEDCO). The participants were briefed as to the latest developments of the projects under the super regions. These projects include airport development, road networks and the roll-on roll-off project in Dapitan that connects to other places in Visayas and 
Luzon.


The participants have also submitted several recommendations to solve those impending problems that affect or even hamper the implementation of the super regions as envisioned by President Gloria Macapagal-Arroyo.Director Pedro Herrera of the Department of Public Works and Highways Region-9 also rendered his report as to the status of the farm-to-market roads programs now underway in different cities and provinces in region 9.


He also briefed the participants the percentage of completion of all projects being implemented by the Department of Agriculture such as road networks opening.
Officials from the National Irrigation Administration and Philippine Ports Authority were also present and rendered their individual report as to the status of irrigation projects and ports expansion in selected places in region 9.


Expansion of the Pagadian City Airport was also included in the report to be completed before the year 2007 ends. It may be recalled that in the last SONA of PGMA, expansion of Pagadian City Airport is on top of the government's priorities as part of the super regions development plan.

 

Suspect In Killing Of Dinas Vice Mayor Arrested In QC

AN ALLEGED MEMBER of the Moro Islamic Liberation Front linked to the killing of at least six people, including the vice mayor of Dinas town in Zamboanga del Sur, was arrested in Quezon City last week.

City police chief Senior Superintendent Magtanggol Gatdula identified the suspect as Monatser Sulaiman, also known as Kamon Sulaiman, 29, of Dinas, Zamboanga del Sur.
According to Gatdula, Sulaiman was arrested in a drug raid along Ilang-ilang Street in Batasan Hills, Quezon City.

Police seized a sachet of shabu from the suspect. Gatdula said Sulaiman who faces charges of possession of illegal drugs, arrived in Manila several days ago.

“Based on background information, Sulaiman is a member of the MILF,” said Quezon City Police Station 6 Chief Supt. Constante Agpaoa, who led the operation which resulted to the arrest of Sulaiman.

Supt. Agpaoa said Sulaiman was reportedly a close associate of Camel Lao, alleged leader of a pirates’ group in Southern 
Mindanao.

According to Agpaoa, the warrant of arrest had been issued for Sulaiman and eight other persons for the killing of Vice Mayor Abdulbasit Maulana of Dinas, Zamboanga del Sur on July 16, 2005.

It may be recalled that Maulana was killed along with his bodyguards identified as Nasser Maulana, Nasser Lumabo, Udok Donde, Jamail Abbas and Imbang Abrahim.

The warrant of arrest was issued by Judge Edilberto G. Absin of Branch 29, Regional Trial Court, San Miguel, Zamboanga del Sur.

Maulana and his bodyguards were on board an Isuzu pick-up when ambushed in Tarakan Village, Dinas town.

Authorities Seize Hot Meat

PAGADIAN CITY – A certain Alex Apoya was apprehended over the weekend for possessing the meat of an illegally butchered horse which he was about to deliver to a contact buyer in Dumagoc, this city.
Apoya, of legal age and a resident of Dumalinao, Zamboanga del Sur admitted ownership of the confiscated meat placed in a sack with blood stains proving the meat was still fresh.


He admitted he was the one who butchered the horse in one of the barangays in Dumalinao and he did not know before hand it is illegal.


Jo Alayon, chief meat inspector said that Mr. Apoya failed to follow the standard operating procedure of slaughtering large cattle for public consumption.


"The meat he was supposed to deliver in Barangay Damagoc belongs to an illegally slaughtered horse and was not inspected to find out if safe or not", Alayon said.
Dra. Sulay of the City Veterinary Office clarified that before the meat can be delivered to the market, it must be issued a certification for safe consumption.


Olimpio Yecpot of the National Meat Inspection Service (NMIS) recommended to condemn and burn the confiscated meat since it has not pass through inspection.
Authorities from the city veterinary, NMIS and slaughterhouse urged the consuming pubic to buy only meat for consumption in the market to ensure it is safe.

 

Pagadian Joins World In Population Day Observance

THE CITY of Pagadian, one of the fast growing cities in the Zamboanga Peninsula region has joined the entire world in the observance of “World Population Day”, which is being observed annually every 11th day of July.


The office of the City Population Management Division spearheaded the whole day affair with the theme: “Men as Partners in Maternal Health.
The theme stresses that men are agent of change and key allies in ensuring maternal health.


It may be recalled that in a recent survey conducted, the numbers of maternal death in the city and province are increasing, which is the reason why the health department and the local population office are doing their share to save the mother’s life while in pregnancy stage and while giving birth to a child.


Maternal health, which is at the core of government mandate, was chosen as this year's theme in the observance of population day.


The office of the population division in a press statement which was released on the day of the celebration stressed that no woman should die giving life and the message for the world population day is that men are partners and agents of change, supporting the right of mothers in ensuring their health.


Records bare that more than half a million women die each year of pregnancy related causes, 99 percent of them coming from developing countries like Philippines.
In a message, Mayor Sammy Co said that health is one of the priorities in his 2nd term of service and maternal health programs are on top of his agenda.

 

Local Talents Sing  ‘Dali’ Sa Zambosur

A GROUP of young local talents will perform the Biyahe Na theme song “Dali” when Zamboanga del Sur province plays host the Biyahe Na, I Love Philippines Regional Showcase 2007.


They are young artists who call themselves Frontline Creations and into alternative/rock, acoustic and popular music.


Michael Guhil is the organizer, composer, songwriter, vocalist and guitarist. Dewey Rosales is the lead guitarist and instrumentalists leader. The man on the keyboard is Nathaniel Demandaco who at the same time acts as technical arranger. 
Other members of the group are: Ian Quipot (Drummer/Percussionist), Bass Guitarist/Technical Musician Rio Ray Mong, Jhumer Dagupan (Rhythm Guitarist), Benjie Neniel (Lead Male Vocals); Monique Anfone (Lead Female Vocals); Adie Mante (Back-up Male Vocals), and Audrey Sapong (Back-up Female Vocals).


According to Guhil these young artists are within the 13 to 27 age bracket. Some of the band members have been playing religious songs under the Youth for Christ, he said.
As host of this grand festivities, Governor Auring E. Cerilles thought of having a theme song that will describe how vibrant Zamboanga del Sur is with its industrious people.
The theme song entitled ‘Dali’ was recorded last June 9 in Davao City. 
Dali, which in Cebuano means, ‘come’ depicts the invitation to what Zamboanga del Sur has, such as its tourism potentials, warmth people and peaceful surrounding where visitors can feel the kind of hospitality which any ordinary Zambosurian can offer.
