DOLE Provincial Officer Virginia L. Bonbon said the project is in line with the goals in the Medium Term Development Plan (MTDP) of setting up alternative jobs by the Bureau of Local Employment of the DOLE’s employment facilitation strategy to harness modern technology and to make more efficient job vacancies matching with skills supply. The GMA Jobs Center or Kiosk (a touch-screen machine) aims to deliver job vacancy information to the unemployed through the provision of free, more accessible and ultimate information on available jobs nationwide and worldwide as well as other jobs-related information. Bonbon further stressed that through the GMA Jobs Center Project, the DOLE aims to provide free state-of-the-art or high tech employment service alternative to people who are neither connected to the internet using private connections nor inside an online Public Employment Service Office (PESO) as well as those who cannot afford to use the short messaging system or SMS service of the Phil-Job Net. It delivers a unified and synchronized job vacancy information service to match greater client-base through the time-tested Phil-Job Net job search facility using one single source data to ensure accuracy, integrity and relevance of the information; and to enrich the generation of labor market information by capturing information from people on the gulf; and provide value added information service from other DOE agencies like the OWWA, POEA, and TESDA. City Mayor Samuel Co was very pleased with the establishment of the Kiosk for it will address the unemployment problem in the city. The good mayor has been very supportive of the job creation program of the national government thru the conduct of several jobs fair. Congressman Victor Yu, Representative of the First District and Governor Aurora E. Cerilles shared the same sentiment and were grateful for the administration’s strategy to solve unemployment. Accordingly, the GMA Kiosks were simultaneously distributed in the country but there are only two Kiosks established in Region 9: one in Southway Mall, Zamboanga City and one here in Pagadian City. Bonbon thanked President Gloria Macapagal-Arroyo and her administration, DOLE and partner-agencies and other stakeholders especially the private sector for the manifestation of support to the said undertaking.

TV Host And Computer Trader Mess Settled A FORMER board member in the 1st District of Zamboanga del Sur and a businesswoman has managed to patch-up the brewing war between a TV news caster and a spouse of a computer trader here in Pagadian City. It was Board Member Dinah Marasigan who tried to convince Leo Santillan, Anchor and Head of the ABS-CBN TV Patrol Pagadian to dialogue with Melanie De Pedro to iron out whatever differences that had resulted to media exposé. Marasigan was also backed by a certain Arvin Santillan, the Managing Director of Alfred Printers and the present President of the Brotherhood Christians of Businessmen and Professionals (BCBP) who happens to be a distant relative of Leo. In a pre-arranged meeting initiated by Marasigan and Arvin Santillan, Leo and Melanie apologized to each other as they also admitted the mess. Mrs. De Pedro admitted she was so busy and pressured that time and she is not used to deal with media people. Leo on his part admitted going beyond board of the supposed ethics of broadcasting when she subjected De Pedro to attack on his TV and radio program. He even called De Pedro as “walay ulaw ug walay batasan”, things he realized after the settlement as not proper putting the De Pedro into public ridicule. Mrs. De Pedro also admitted she was greatly affected including her kid and husband from Leo’s barbs over the radio and even on TV. But with Marasigan’s effort everything turned smooth without reaching to the point of filing libel raps against Mr. Santillan, Mrs. De Pedro said. The word war started after Mrs. De Pedro drove away unprofessionally and forcibly the team of Leo Santillan when they tried to get inside the establishment of Computer Softrade to get the management side on the controversial purchase of a computer set in Barangay Pag-asa, Dumalinao. Santillan told colleagues in the media industry that Mrs. De Pedro’s actuation was a glaring insult of his team who sought fairness and justice in news reporting. “Ang among tuyo mao ra unta ang pagkuha sa ilang side kay subay sa taho overpriced daw ang computer unit sa Brgy. Pag-asa, Dumalinao pero wala ko magdahum nga baboyun diay mi pagtratar ni mam Melanie”, Santillan told RMN Pagadian in an interview.

PSOG Confiscates Swertres Tips PAGADIAN CITY - After receiving a text message from a confidential informant, the Provincial Special Operations Group under Police Inspector Rommel Etbew seized bundles of swertres tips from a passenger van at the Cerilles Terminal along Aquino Street, this city last April 5 at around 8:20 a.m. Police record shows that the PSOG was informed that an unidentified person would be transporting illegal gambling paraphernalia from the Cerilles Terminal to Margosatubig, Zamboanga del Sur. The group immediately proceeded to the area and searched all the passenger vehicles at the terminal and found the paraphernalia boarded on the passenger van driven by a certain Jerry Sarmiento with plate number YBS-957. The police recovered swertres tips named “Bolantoy” and “Toklay” and a number of blank tally sheets. It may be recalled that the PNP and the local government of Pagadian were urged by the Interfaith Forum for Solidarity and Peace to stop the rampant illegal gambling activities in the City of Pagadian particularly the swertres and the video karera. - (Leah Agonoy)

Misuari’s Group Rejects Sema’s New Leadership IN A MEETING here in Pagadian City over the weekend, Mayor Muslimin Sema of Cotabato City was elected as new chairman of the Moro National Liberation Front (MNLF), a group seeking an independent Mindanao.But despite the unanimous votes from the officers and members who were present during the meeting held at the Bay Plaza Hotel, the group of jailed MNLF leader Nur Misuari ignored and rejected the leadership of Sema. Ibrahim Talib, the provincial administrator of Basilan province said the leadership of Sema is only limited in his own turf in Cotabato and central Mindanao. Talib added the election was made just to choose a new leader who will represent the forthcoming election of the Autonomous Region in Muslim Mindanao or ARMM. It may be recalled that MNLF leaders in Basilan, Sulu and Tawi-Tawi were of no show during the meeting in Pagadian. Talib revealed that only Misuari has the personality to lead the MNLF since he is the only leader acknowledged and recognized in the International Islamic Conference. Sema on the other hand, the former MNLF Secretary General cannot influence other Muslims in Sulu and Tawi-Tawi. Atty. Ulka Ulma, Misuari’s lawyer had also chose not to recognize the new leadership of Sema and insisted his client remains the legitimate leader of the MNLF even if he is jailed. He said MNLF was born in Sulu and not in central Mindanao so Sema has no authority to reign in power. - (AB)

Pre-Screening For Army Recruits Slated April 15 THE SCREENING TEAM of the Candidate Soldier Course (CSC) for calendar year 2008 is set on April 15, 2008 at the headquarters of the Army’s premier division the 1st Infantry Tabak Division, Philippine Army. Lt. Colonel Jones Agustin, Assistant Chief of Staff for G1 said interested applicants are enjoined to participate in the Physical Fitness starting 5:00 o’clock in the morning at the division grandstand, Pulacan, Labangan, Zamboanga del Sur. Those who are college graduates and have passed the AFP Aptitude Battery Test are qualified to join the soldier course, Colonel Agustin clarified. On April 16, 2008 at 5:00 a.m. another round of Physical Fitness test will be conducted for high school graduates who have also passed the AFP aptitude battery test and even non-passers of the battery test, college undergraduates can also participate on the said schedule. All applicants must wear athletic uniforms, white t-shirt for them to be comfortable during the said physical test. The last day of acceptance of the candidate soldiers will be on April 11, 2008.
Ex-Police Chief Injured Due To Accidental Firing? NOBODY WANTS to believe that Senior Police Inspector Oscar Buenaobra, the most controversial former chief of police in the city of Pagadian and the current group director of the 905th Provincial Mobile Group was severely injured in a mere accidental firing. Many local residents think that only an intense firefight could have inflicted the harm to said police official, who is tagged as both the worst and the most effective crime and drug buster in the city, who sowed fear to all criminals during his stint at the city police office. But the blood stain found inside a police mobile car he boarded while being rushed to the Jamellarin hospital proved that Buenaobra was hit by a bullet of a 12-gauge shot gun in the morning of March 24, Monday. Despite attempts to hide the incident so as not to put the PNP in bad light, the reported accidental firing has leaked to the public, including the media. Even Senior Police Superintendent Ramon Ochotorena, PNP provincial director of Zamboanga del Sur who was at the Jamellarin hospital did not tell media practitioner how Buenaobra got those wounds. He refused to confirm to a newspaper reporter that the police official who was treated inside the hospital was the former police chief in Pagadian City. Sources from Camp Abelon revealed that Buenaobra while inside his office at the 905th Police Mobile Group along with an unnamed civilian was fixing the sling of his 12-gauge loaded shot gun when he accidentally pulled the trigger. Due to loud explosion that rang out enlisted PNP members went inside the room to check and they saw the bloody left arm of Buenaobra. As of the press time, Buenaobra was reportedly brought to Manila for necessary correctional operations on the joint of his left arm, which was severely injured. It may be recalled that Buenaobra who was the former chief of police in Pagadian City is facing several charges of human rights violations in his desire to control the growth of criminality in the city. He was also charged of mauling the daughter of Lakewood Mayor Domingo Mirrar and an army soldier. Buenaobra was even lambasted in a TV program BITAG by Ben Tulfo for the said irregularities.

PNP’s Special Operations Group Strikes Raids Video Carera IN ORDER to refute allegations that the local police in Zamboanga del Sur are allegedly the protectors of video carera, members of the Special Operations Group of the Zamboanga del Sur Police office raided video carera operators last wee and confiscated at least five video carera machines. Police Inspector Biboso, head of the Camp Abelon’s Police Community Relations (PCR) in her press statement said that Police Inspector Rommel Etbew led the raiding team in a residence situated along Datoc Street, Sta. Lucia District, Pagadian City. The said confiscated video carera machine contained undetermined amount of peso coins and were deposited at the PNP provincial command for further investigation even as owners of the said machine were not identified in the press statement. It maybe recalled that DXWO-FM anchorman Rey Cabaraban earlier lambasted Colonel Ramon Ochotorena for not taking actions to stop the problem of video carera in the city of Pagadian and even in Zamboanga del Sur. He even accused Col. Ochotorena of receiving money from carera operators as payment to sustain their operations in the city of Pagadian. Despite the accusation of news anchor Cabaraban, the Provincial Director has remained silent on the issue and has not issued a statement to confirm or deny the allegations.

Balangasan Council Acts On Complaint Vs. Drier Owner PAGADIAN CITY - The barangay council of Balangasan District has acted on a complaint lodged before its office by the local residents in Bagong Silang regarding the operation of a drier that allegedly gives negative effect to the health condition of the nearby residents. Councilor Remil Paraguya, chair of the committee on Environment of Balangasan said that they called up the attention of a certain Jonga, who owns and operates the said drier to answer the complaint. Most of the residents are complaining about the rice dust blown by the wind coming from the drier which they fear may cause them to experience severe cough or make them asthmatic. A certain Edgar who brought the matter to Media in order to help the poor residents said “dili na namo maagwanta ang kaabog sa mao nga drier, makadaot gyud sa mga bata ang abog”. He also believes that the said drier lacks a permit to operate and has no environmental compliance certificate or ECC from the DENR. “Residential raman unta kana apan gihimo man hinoon nga bularanan (drier), dili kana makatarunganon kay maapektuhan kaming mga lumulopyo,” an aggrieved resident told this weekly. The said drier is situated along the National Highway of Balangasan, just beside the sub-station of Zamsureco-I and a walk away from the city’s solid waste management center. The owner of said drier has assured the barangay council of Balangasan his cooperation with them and to undertake needed remedies to address the complaint as soon as possible.

PGMA Allocates P200-M For Affected Regional Employees “Whoever will be the President, Pagadian will remain the regional center in region 9”, Gov. Cerilles says…
THERE IS NO more reason for regional directors and employees not to transfer here for President Gloria Macapagal-Arroyo has allocated P200-million bridging fund for them, Governor Auring E. Cerilles disclosed over the weekend in an interview with the local media here. Gov. Cerilles told the media that her husband Congressman Tony Cerilles successfully inserted the P200-million in the 2008 National Budget for the affected regional employees and part of it will be used to build a mega building for regional offices. She clarified that this mega building will rise at the Provincial Government Center near the ZamboSur Medical Center in Dao. Most likely, building shall house the Department of Budget and Management, Commission on Audit, National Economic Development Administration, Department of Finance and Department of Health, she added. Gov. Cerilles, as chairperson of the Regional Development Council in Region IX is keeping an eye on the offices which have already complied with the President’s directive to gradually transfer to Pagadian City. Of 68 regional offices due to move out of Zamboanga City, only 28 have fully complied, 8 established their satellite office here while 32 others still remain unmoved, according to Executive Director Leonila Sisona of the Pagadian City Regional Center Management and Coordinating Office (PCRCMCO). Although the Department of Trade and Industry, Department of Tourism, Department of Labor and Employment, Bureau of Immigration and Deportation are not required to transfer yet, they are advised to establish a satellite office here, Sisona added. With the P200-M bridging fund, the RDC chair said this can complement the need of regional employees who will transfer here. To date, at least 5,000 regional employees who may avail of the relocation pay are now identified. Since DOH is among the government agencies to be housed at the mega building, within it will be a medical arcade for doctors to stay and hold office. This mega building will be ideally built near the ZamboSur Medical Center which is slated to be inaugurated not later than April this year, Cerilles elaborated. On the other hand, Cerilles lamented that despite the President’s directive, there are some DENR regional employees who are now reporting back to Zamboanga City office weeks after their office had fully transferred here. “They will be charged for insubordination. Ila rason kay kalit kuno ila pag-transfer which we all know is not true,” Cerilles remarked. However, she said she cannot blame those employees for defying the order because they listened to Zamboanga City Mayor Celso Lobregat who gave them “false hope” that the transfer will not be fully implemented as PGMA who is keen of the transfer has only 2 years before she could totally effect the transfer. “But I tell you, whoever is the President of this country, Pagadian City remains the regional administrative center in Region 9 because it is already a law,” Cerilles said. PECOMS Turns 2 Years Old THE PAGADIAN Emergency Communication Services (PECOMS) celebrated its 2nd year anniversary of providing communication services to the public especially in times of emergency and disasters. PECOMS President Willie Geographia said that they started the celebration by a motorcade around the city on the early morning of February 17 (Sunday). Almost a hundred PECOMS operative members joined the motorcade which was followed by a sports festival at Balangasan Gymnasium where Basketball and Lawn Tennis were played by the members purposely to tighten the bond of the city’s leading communicators group, the PECOMS. The annual general assembly was held in the afternoon of February 17 at Where Else KJ Food Haven where the President gave his report. President Geographia presented to the members the various accomplishments of the PECOMS such as its countless assistance to several activities in the city and in the province of Zamboanga del Sur. He also narrated the several resolutions passed by the board to improve its operation and maintain its tag name as the city’s leading communications group providing adequate communication services to the people with the true sense of voluntarism. With the supervision of Engr. Vince Quipot, chair of the election committee, 19 new board of directors were elected during the annual assembly after which a get together party was held at the PECOMS headquarters. The party was attended by Board Member Baleleng Fernandez, Office of the Civil Defense Regional Director Adriano Fuego, City Councilor Glavys Gavenia, Punong Barangay Vince Bulawin and some other guests.

Sangguniang Panlalawigan For Closure Of LTO Molave THE SANGGUNIANG Panlalawigan has moved for the closure of the Land Transportation Office in Molave, this province for being a duplication of the functions of its mother unit in Pagadian City not to mention the confusion it has created. The legislative body passed Resolutions No. 2K7-177 and 2K8-215, respectively requesting Congressmen Victor J. Yu and Antonio H. Cerilles to make representation with the Secretary of Department of Transportation and Communication for the closure of LTO stationary unit in Molave and other mobile units within the province. Various reports implicating LTO Molave for alleged irregularities prompted the Provincial Board to pass said resolutions so as to prevent incidence of fake license issuance. One legislator cited an incident where a person was killed in the 1st district and where a carnapped vehicle allegedly registered at LTO Molave was used as gate-away. Moreover, several complaints were received by the Board Members that vehicles being registered at Molave were allegedly not reported to the mother unit. As a consequence, majority of vehicle owners in the 1st District at present prefer to secure license in Tangub City if not in Pagadian LTO. Moreover, many are aware that getting a student permit to drive in LTO Molave costs P300 while in Pagadian and Tangub it is only P143. Verification at LTO Pagadian has disclosed that the actual cost of securing a student permit is only P143 nationwide. However, with the proliferation of “fixers”, clients would become their prey and have to pay double the cost. On the other hand, LTO Regional Director Aminola P. Abaton last January 10 issued a memorandum to Minda Banocag, OIC Operation Division, Pagadian City and Monadato M. Mangadang at LTO Molave Extension Office ordering to recall all LTO Law Enforcement Operatives and stop them from apprehending motorist in Zamboanga del Sur. The memorandum is effective immediately upon issuance until revoked.
Cop’s Widow Decries Slow Pace Of Investigation MRS. HELEN Ham, the widow of slain SPO2 Henry Ham is apprehensive justice may not be served to their family since authorities until now have yet to identify the suspect behind the killing of her husband. Mrs. Ham said almost one month had passed after the death of her husband but she never heard even a single word from the local PNP as to the development of the case. Police Senior Inspector Oscar Buenaobra, the former chief of police of the Pagadian City PNP assured her of quick justice but until now it remains a promise since no suspect has been sent to jail. Buenaobra can seldom be seen in Pagadian since he was reassigned as an intelligence officer of the regional office of the PNP based in Zamboanga City. The Police provincial director himself has also remained silent as if not doing anything to pinpoint the triggerman and the masterminded of the gruesome killing. Helen is suspecting her husband was a victim of power play orchestrated by some individuals to create a scenario that the Army and the PNP is emerged in a brewing conflict. “My innocent husband became a sacrificial tool to create a scenario that there is conflict between the PNP and the army,” Mrs. Ham said even as she also refused to point a finger as to who between the warring groups orchestrated the plan. Out of mistrust of the local police, Mrs. Ham is planning to write the Secretary of Justice and the chief of the PNP to intervene in the case if only to give justice to her husband’s death. “This will be my next move if the local PNP still fails to arrest the culprit”, Mrs. Ham said teary eyed when interviewed by RMN Pagadian Amid Bangues. She will seek help from the DOJ to send an investigating team in Pagadian City to do a thorough investigation of the case. “I become so hopeless and I pity to my husband for leaving his children”, Mrs. Ham added. It may be recalled that SPO2 Henry Ham was shot dead early dawn at Rizal Avenue, Pagadian City last Jan. 12. He was shot by two unidentified gun men while on board his motorcycle on his way to report for duty at the PNP Provincial Command.

Congressman Yu, 5 Mayors Visit Rubber Plant IN ORDER to acquire more extensive knowledge on the preparation of Budded-Rubber Nursery, Congressman Victor J. Yu of the 1st District of Zamboanga del Sur visited a Budded-Rubber Nursery in San Vicente, Makilala, North Cotabato last January 13, 2008. On the said visit, the young and hardworking congressman was accompanied by 5 municipal mayors in the first district of Zamboanga del Sur. With him were Mayor Nacianceno Pacalioga, Jr. of Dumingag, Mayor Paulino Fanilag of Mahayag, Mayor Caridad Balaod of Tambulig and Mayor Maria Fe Pitogo of Josefina together with a representative of the Office of the Municipal Agriculturist of Midsalip. The group of Congressman Yu was given a comprehensive orientation by Boy Mamugay, owner of the largest Budded-Rubber Nursery in North Cotabato, including the latest and most up-to-date methods on effective raising and caring for budded-rubber seedlings. The group also visited Pioneer Enterprises, one of the largest rubber plant in Southern Philippines which is owned by Amado Dee, known to be the “Father of Rubber” as he pioneered the planting of rubber trees in the area. With the help of the provincial government thru Governor Auring Cerilles, Cong. Yu has strengthened one of his priority programs which is rubber planting. This program, Yu said is doubly beneficial to our community as it helps farmers increase their income and strengthens the reforestation effort of the province.

Maghanoy Is 4th Press Club President
ANOTHER broadcast-journalist leads the Zamboanga del Sur-Pagadian City Press Club, Inc. (ZPPI), the mother of the other media organizations based in Pagadian City and which was duly registered with the Securities and Exchange Commission in 2005. He is Elmer Maghanoy, a Special Project Head of RMN Pagadian (dxpr), who along with the rest of the ZPPI officials took their oath of office before Governor Auring E. Cerilles last December 27. Maghanoy may have lost his bid as Barangay Captain in Dao but at least he is now the President of the prestigious media organization in our province, Governor Cerilles remarked as she swore him into office. Maghanoy will be serving as President of the club for the calendar year 2008. He succeeded Marive “Mai-mai” Jongco, the Operations Manager of Radyo Bagting whose term ended when she turned over the key of responsibility to Maghanoy during the induction of officers and Christmas Party of the Press Club hosted by the lady Governor herself. ZPPI as a mother media organization in the province was formed sometime in September 2002 and conceptualized by the province’s pillar in Journalism and Pagadian Times Publisher, Pede Lu. Guardian Balita Publisher Christopher C. Corgue was elected as First Press Club President and served for over a year. During his term, the press club was active in its medical outreach program. He was succeeded by Remai S. Alejado who was then the editor of the Pagadian Times. Alejado was elected twice as ZPPI President, the first in 2004 and 2005. It was during her incumbency that the press club was registered with the SEC. During her term, the club embarked on several activities like the Search for Ms. Campus Journalist and Halloween Party in cooperation with the PNP Ladies Circle which was a fund-raising activity of the club. To date, ZPPI has savings with the Land Bank of the Philippines and Zambosur Cooperative Bank in the total amount of no less than P30-T. It is now a challenge for Maghanoy to set programs and activities that would strengthen both the club’s membership and its financial position, a media member remarked. The 2008 ZPPI officials are: Maghanoy, President; Edgar “Ragde” Dagumo, Vice President for Broadcast (RMN-Pagadian dxpr); Ann Omaguing-Lu, Vice President for Print (The Pagadian Times); Radem L. Gutang, Secretary (Provincial Press Bureau); Jovelyn Bolay-og, Treasurer (Pagadian Express); and Hirohito “Jong-jong” Cadion, Auditor (Mindanao Monitor). The Board of Directors includes the two past presidents of the press club: Remai S. Alejado (Provincial Press Bureau) and Maimai Jongco (Radyo Bagting); current president as Ex-Officio member; Rudy Rojas (ITV-8); Crismon Llanos (DZMM-ABS-CBN); James Tremedal (Unsapa.com); and Leo Santillan (RTVN-TV Patrol Pagadian). Midsalip Lumads’ Struggle Against Mining Continue
DESPITE the government’s open invitation to foreign investors to mine the mountains of the Philippines, the lumads of Midsalip town in Zamboanga del Sur have continued in their struggle to defend their sacred mountain, the Mt. Pinukis. More than 200 Visayan and Subanen community members of Barangay Palili, Midsalip town sent a petition letter to the office of the Department of Environment and Natural Resources Mines and Geosciences Bureau-IX last December 6 stating their stand against the mining application of 168 Ferrum Pacific Corporation. They considered the mining application a threat to their community, as stated in the letter written in vernacular. Accordingly, the source of water in the area and its neighboring towns would be affected, including the bio-diversity, and above all, they fear of losing their source of living which is purely based on agriculture. The people of Palili who signed the said petition also believe that mining is not a way to achieve development. They believe, as written in their petition letter, that they—both Subanens, Visayans and other settlers in the said area, would attain development through sustainable farming, Agro-Forestry, Masipag Rice Growing and Nursery Making. The group strongly stated their opposition to all other mining application in their area-small scale and large scale. On the other hand, the same mining company who is operating in Bayog town, Zamboanga del Sur was ordered to stop its operation as it was not able to comply with the guidelines stated on the permit given to it. It was also noted that many pro-life and pro-environment groups in the province have criticized the mining activities promoted by most local government units for putting the livelihood of local farmers at risk for the sake of large tax collections. Niño Formation Center in connection with the celebration of the Mindanao Week of Peace in Pagadian City, groups from the Subanen, Christians ad Muslims in the province vehemently condemned all the mining activities, supporting the cry of the Subanens in Midsalip and Bayog towns who are under threat of massive mining activities as many foreign companies apply for destroying their lands. Accordingly, only the mining companies and the government would benefit from such investments, and the lumads would be left out in poverty despite the promise of good livelihood opportunities.

Provincial Legal Office Undermanned THE PROVINCIAL Legal Office (PLO) despite having only two legal officers is doing its best to serve the Provincial Government. This was revealed by Acting Head of the Provincial Legal Office, Lawyer Mark Anthony Padayhag in last Monday’s flag raising ceremony where his office was the sponsor. At present, only lawyers Mark Anthony Padayhag and Carlos N. Madarang III are manning the legal division of the Provincial Governor’s Office. With them are 2 legal researchers (contractual) and 4 permanent office staff. PLO’s main function is to provide legal opinions to both the Executive and the Legislative departments of the provincial government. Aside from catering the provincial government, the Provincial Legal Office also assists the legal needs of indigenous people in the province. With the bulk of the workload at hand, the legal officer bared that they are in need of additional lawyers especially legal researchers. Padayhag said they are tasked to review municipal ordinances, contracts to be entered into by the provincial government with different line agencies and other organizations. Moreover, they will serve as litigating lawyers to defend the provincial government in any legal battle in court. So far, his office had reviewed Memorandum of Agreements especially those that need allocation from the coffers of the provincial government. The review is necessary to ensure that the allocation is within the approved annual budget. Recently, the provincial legal office had submitted the Motion for Reconsideration before the Supreme Court for the Reorganization case. Padayhag expressed optimism that the provincial government would win this case since a lot of the complainants had rested their case when they received the separation pay. On cases where the provincial government is the respondent, Padayhag asked that these will be settled amicably. On the other hand, Atty. Padayhag disclosed that by next year his office would be filing collection cases against the delinquent tax payers, like the sand and gravel operators. Demand letters were already sent, nevertheless, Padayhag wishes that the concerned operators would eventually settle their taxes before they bring them to court. In the past years, the PLO had at least 5 lawyers. It happened that lawyers Joel Vercide and Mary Ann W. Tugbang have joined the Provincial Prosecutors Office while Atty. Domingo Redelosa IV went into private practice after he left the government service when he ran for the Provincial Board.

Prov’l Gov’t Stop Ore Mining In Bayog

FOR AN ALLEGED violation of the Small Scale Mining Act of 1991, the Provincial Government of Zamboanga del Sur has ordered the stoppage of an Ore mining operation in Liba, Bayog recently. The stoppage order was signed by Governor Auring E. Cerilles dated November 13 and addressed to one Reynaldo Chua of Mindanao Mining and Mineral Resource Corporation and a certain Romeo Fernando, operations manager of 168 Ferrum Pacific Mining Corporation. The order was served last November 22 by a composite team from the Provincial Government and the Provincial Environment & Natural Resources Office (PENRO) escorted by a Task Force Tabak based in Bayog. Fernando, the operations manager of 168 Ferrum received the order which was witnessed by Liba Barangay Captain Rowel Lucero. It gave the mining operator 7 days to pull-out their manpower and heavy equipment and stop their operation in the area due to alleged violations, such as: 1) expired Governor’s Permit and 2) violation of the Small Scale Mining Act of 1991 for using heavy equipment. Upon serving the Order, Mr. Fernando did not deny the allegation but explained that the heavy equipment were just used to open up new roads in the area. Fernando’s statement was later on verified by the DENR monitoring team which allegedly found out that the permittee was opening new roads to haul rocks positive for iron ore in Liba and other adjacent barangays in Bayog.

Tabak Explains Sides On Writ Of Amparo But Admits Legal Lapses OFFICIALS of the 1st Infantry Tabak Division insisted over the weekend that they were not given ample time to defend themselves in court for holding custody a suspected high ranking official of the rebel movement, but still they respect the rule of law. Major General Nehemias G. Pajarito, Commanding General of the 1st Infantry Tabak Division in a press briefing stressed that Ruel Muñasque, allegedly a high ranking official of the CPP-NPA voluntarily submitted himself for detention after he was wounded in an encounter with military troops in Lucuan, Lakewood town, few weeks ago. He said that military doctors in Tabak had treated Muñasque’s wounds and a group from the international committee of the Red Cross also came and checked on his condition, Pajarito pointed out. Pajarito also dismissed claims by the family of the detainee that Ruel was illegally arrested and suffered mental and physical torture from the military. “We always adhere to the Law of Armed Conflict and International Humanitarian Law. The allegation of torture contained in the petition of Mechille Muñasque-Saquin for the issuance of the writ of amparo and the press release highlighting abuses of the military are bereft of the truth and have not been substantiated in court”, Pajarito stressed. However, Pajarito admitted legal lapses on their part since they are not so abreast with the writ of amparo petition. But, he clarified the military remains in high moral in its fight against insurgency despite the release of Muñasque. According to the military, Ruel Muñasque is included in the military's order of battle. 75 Examinees Take KBP Exams AT LEAST 75 examinees took the accreditation examinations of the Kapisanan ng mga Broadcaster ng Pilipinas (KBP) held at ZSMIT last October 11, 2007. KBP regional coordinator Alejandro E. Gesta said that majority of the examinees came from Pagadian City and the rest from the different municipalities of Zamboanga del Sur and Zamboanga Sibugay. Government and private information officers including unaccredited broadcast journalists also took the examination to secure accreditation otherwise they will be barred from going on air, Gesta added. Leony Paginawan, KBP Manila representative administered the 105 items examinations. Examinee should obtain at least 60 points to pass the written examination. At 8:00 a.m on November 11, Veteran Broadcaster and Columnist Atty. Boy “Baleleng” Fernandez conducted a review on Libel. Retired RMN Manager Radem Gutang also conducted a review on broadcast terminologies and radio news writing and reporting. Final result will be released on the first week of December. Successful examinees will again undergo actual on air training before they can be issued with an accreditation card, according to Gesta.

LET Exams To Be Conducted GOOD NEWS for education graduates and repeaters! The Professional Regulation Commission announces that starting year 2008, Licensure Examination for Teachers (LET) will be conducted twice a year. The first examination will be held on April 6, 2008 while the second examination will be on September 28, 2008. Interested applicants must submit the following requirements: Transcript of Records; Community Tax Certificate; If married, Marriage Certificate; and Application Fee/Other Fees – P1050.00. Qualified applicants for the April 2008 exam are enjoined to file their applications at the PRC Central Office or at PRC Regional Offices in the cities of Baguio, Cagayan de Oro, Cebu, Davao, Iloilo, Legaspi, Lucena, Tacloban, Tuguegarao and Zamboanga. The filing period for the April, 2008 examination is from November 5, 2007 to January 31, 2008. Applications will no longer be accepted after the January 31 deadline.

Cerilles Denies Report Of Formalin In Zambosur

GOVERNOR Auring Cerilles of Zamboanga del Sur reacted to an erroneous report in a newspaper that vegetables coming from Zamboanga del Sur have formalin and preservatives contents. The published story says that there was an instance when vegetables from Zamboanga del Sur were found to be positive of formalin, a chemical hazardous to human beings. In a press statement obtained by the Pagadian Express, Cerilles said that his administration is advocating bio-organic farming to preserve the fertility of the soil, “so there is no truth to the published story saying that vegetables in Zamboanga del Sur are unsafe for consumption due to the presence of formaldehyde also known as formalin". “Isip inyong gobernador akong katungdanan ang pagsiguro nga ang mga katawhan adunay himsog nga panglawas ug walay kamatuoran ang mao nga report", Cerilles stressed even as she also admitted that the false information adversely affects the vegetable industry in the province. Zamboanga del Sur is a known producer of tomatoes (kamatis) while bell pepper abounds in Zamboanga Sibugay and other places of Zamboanga peninsula region. Cerilles also explained that vegetable farmers in the province as in Bayog town do not use commercial fertilizers and so the report of vegetables with preservative contents are fabricated to destroy the booming vegetable trade. “Pulos tumo-tumo lamang ang mao nga report ug walay basihanan ang mao nga mga pamahayag,” Cerilles said on the same press statement.

Some family members partook and enjoyed a “salo-salo” atop the niche of their departed loved ones and many stayed over night at the cemetery. With the PNP's tight security no violence was recorded even as the Philippine Army sent troops to augment the PNP in securing the Paglaum 1 and 2 and the Pagadian City Memorial Park. A medical team from the city health and red cross volunteers were on standby and ready to respond to any eventuality. One Town One Product Program Gets Funding THE DEVELOPMENT Bank of the Philippines (DBP) has opened its loan window to small and medium scale enterprises in the different provinces of the Zamboanga peninsula region. Corazon Conde, DBP Senior Vice President said that the scheme of providing financial assistance to small entrepreneurs is in support of the government's one town one product (OTOP) program. She confirmed in a press statement that the funds are now readily available to those small entrepreneurs who wish to avail of the loan. But she clarified that only those towns with OTOP program can avail of the said loan privilege. The Development Bank of the Philippines has allocated around P15-billion to support the small entrepreneurs for a good start of their business. “Ang pagpalambo sa kabanikanhan maoy usa sa mga unang programa sa DBP”, Conde quoted as saying in a press statement released over the weekend by the regional office of the Philippine Information Agency. Conde also said that the DBP will also provide loan assistance to local government units like Zamboanga del Sur that adheres to the Arroyo flagship program of one town one product scheme. The said loan assistance can be used by local chief executives in providing infrastructure facilities like road networks, training centers and post harvest facilities. These projects will certainly help these areas in improving their products as part of the OTOP initiatives. As of now at least 60 small medium entrepreneurs throughout the Zamboanga peninsula region have signified their interest to avail of the said loan privilege.

Regional Dev’t Council Supports Mini-Hydro Plant In Lakewood ZAMBOANGA DEL SUR - The proposed 5 mega watts Mini Hydro project at Lakewood, this province and the concreting of provincial roads in Dumalinao-Guipos-San Pablo, all of 2nd District here were tackled during the 121st Regional Council Meeting recently. These two planned infrastructure projects seek funding support from Japan International Cooperation Assistance (JICA). It was suggested that the Feasibility Study for the Mini-hydro should be pursued especially now that there is progress in the movement of the Regional offices to Pagadian City. A supplemental power supply is much needed for Zamboanga del Sur. On the other hand, the proposed road concreting will cover 4 municipalities, 56 barangays and make a total of 56,416 population happier for easy and fast delivery of their products. Moreover, the surrounding barangays will eventually open a road influence area connecting at least 18,220 hectares of upland and lowland planted with rice, corn, coconut, bananas and rootcrops. The Cerilles administration is pursuing this plan since it was already approved as priority project in the Zamboanga del Sur Road Network Development Program and Medium Term Investment Program for the year 2007-2010.

The president turned-over a P20 million rehabilitation project for Bobuan-Sigacad, Bayog farm-to-market roads under the Mindanao Rural Improvement Project (MRDP) through DA, a P12.505 million Balongating-Goling farm-to-market road project and a P25.291 million Communal Irrigation system of Balongating and Canunan, Guipos. Aside from the MRDP projects in Guipos and Bayog, Zamboanga del Sur, the president also mentioned 3 on-going farm-to-market road projects in Dumalinao and Pagadian City funded at P55 million (20% completed), Tukuran - P47 million, P5 million allocated for Dumingag, Sominot, San Pablo, Midsalip and Pitogo, and another P30 million for Bayog, Kumalarang, Margosatubig, Tigbao and V. Sagun. She also turned-over a check worth P2.27 million for the completion of the Kagawasan-Tabina road. The president, true to her promise during her last State-of-the-Nation Address, said 30 percent of all program funds of DA, DAR and DENR will be allocated for Mindanao and she is making good her promise. President Arroyo assured Zambosurians that infrastructure projects, social services and other benefits will trickle down to the grassroots especially in the Mindanao area until every Filipino feels the economic payback of the government.
