PGMA Jobs Center Launched In Pagadian City

PAGADIAN CITY - In its desire to provide local and overseas employment opportunities, the national government through the Department of Labor and Employment (DOLE) has launched the web-based GMA (Greater Modular Access) Jobs Center during the 106th celebration of Labor Day last Thursday (May 1) at the Executive Building, City Hall, this city with a simple ribbon-cutting ceremony.

DOLE Provincial Officer Virginia L. Bonbon said the project is in line with the goals in the Medium Term Development Plan (MTDP) of setting up alternative jobs by the Bureau of Local Employment of the DOLE’s employment facilitation strategy to harness modern technology and to make more efficient job vacancies matching with skills supply.

The GMA Jobs Center or Kiosk (a touch-screen machine) aims to deliver job vacancy information to the unemployed through the provision of free, more accessible and ultimate information on available jobs nationwide and worldwide as well as other jobs-related information.

Bonbon further stressed that through the GMA Jobs Center Project, the DOLE aims to provide free state-of-the-art or high tech employment service alternative to people who are neither connected to the internet using private connections nor inside an online Public Employment Service Office (PESO) as well as those who cannot afford to use the short messaging system or SMS service of the Phil-Job Net.

It delivers a unified and synchronized job vacancy information service to match greater client-base through the time-tested Phil-Job Net job search facility using one single source data to ensure accuracy, integrity and relevance of the information; and to enrich the generation of labor market information by capturing information from people on the gulf; and provide value added information service from other DOE agencies like the OWWA, POEA, and TESDA.

City Mayor Samuel Co was very pleased with the establishment of the Kiosk for it will address the unemployment problem in the city. The good mayor has been very supportive of the job creation program of the national government thru the conduct of several jobs fair.

Congressman Victor Yu, Representative of the First District and Governor Aurora E. Cerilles shared the same sentiment and were grateful for the administration’s strategy to solve unemployment.

Accordingly, the GMA Kiosks were simultaneously distributed in the country but there are only two Kiosks established in Region 9: one in Southway Mall, Zamboanga City and one here in Pagadian City.

Bonbon thanked President Gloria Macapagal-Arroyo and her administration, DOLE and partner-agencies and other stakeholders especially the private sector for the manifestation of support to the said undertaking.

 

 

TV Host And Computer Trader Mess Settled

A FORMER board member in the 1st District of Zamboanga del Sur and a businesswoman has managed to patch-up the brewing war between a TV news caster and a spouse of a computer trader here in Pagadian City.

It was Board Member Dinah Marasigan who tried to convince Leo Santillan, Anchor and Head of the ABS-CBN TV Patrol Pagadian to dialogue with Melanie De Pedro to iron out whatever differences that had resulted to media exposé. Marasigan was also backed by a certain Arvin Santillan, the Managing Director of Alfred Printers and the present President of the Brotherhood Christians of Businessmen and Professionals (BCBP) who happens to be a distant relative of Leo.

In a pre-arranged meeting initiated by Marasigan and Arvin Santillan, Leo and Melanie apologized to each other as they also admitted the mess.

Mrs. De Pedro admitted she was so busy and pressured that time and she is not used to deal with media people. Leo on his part admitted going beyond board of the supposed ethics of broadcasting when she subjected De Pedro to attack on his TV and radio program.

He even called De Pedro as “walay ulaw ug walay batasan”, things he realized after the settlement as not proper putting the De Pedro into public ridicule.

Mrs. De Pedro also admitted she was greatly affected including her kid and husband from Leo’s barbs over the radio and even on TV.

But with Marasigan’s effort everything turned smooth without reaching to the point of filing libel raps against Mr. Santillan, Mrs. De Pedro said.

The word war started after Mrs. De Pedro drove away unprofessionally and forcibly the team of Leo Santillan when they tried to get inside the establishment of Computer Softrade to get the management side on the controversial purchase of a computer set in Barangay Pag-asa, Dumalinao.

Santillan told colleagues in the media industry that Mrs. De Pedro’s actuation was a glaring insult of his team who sought fairness and justice in news reporting.

“Ang among tuyo mao ra unta ang pagkuha sa ilang side kay subay sa taho overpriced daw ang computer unit sa Brgy. Pag-asa, Dumalinao pero wala ko magdahum nga baboyun diay mi pagtratar ni mam Melanie”, Santillan told RMN Pagadian in an interview.

 

 

PSOG Confiscates Swertres Tips

PAGADIAN CITY - After receiving a text message from a confidential informant, the Provincial Special Operations Group under Police Inspector Rommel Etbew seized bundles of swertres tips from a passenger van at the Cerilles Terminal along Aquino Street, this city last April 5 at around 8:20 a.m.

Police record shows that the PSOG was informed that an unidentified person would be transporting illegal gambling paraphernalia from the Cerilles Terminal to Margosatubig, Zamboanga del Sur.

The group immediately proceeded to the area and searched all the passenger vehicles at the terminal and found the paraphernalia boarded on the passenger van driven by a certain Jerry Sarmiento with plate number YBS-957.

The police recovered swertres tips named “Bolantoy” and “Toklay” and a number of blank tally sheets.

It may be recalled that the PNP and the local government of Pagadian were urged by the Interfaith Forum for Solidarity and Peace to stop the rampant illegal gambling activities in the City of Pagadian particularly the swertres and the video karera. - (Leah Agonoy)

 

Misuari’s Group Rejects Sema’s New Leadership

IN A MEETING here in Pagadian City over the weekend, Mayor Muslimin Sema of Cotabato City was elected as new chairman of the Moro National Liberation Front (MNLF), a group seeking an independent Mindanao.

But despite the unanimous votes from the officers and members who were present during the meeting held at the Bay Plaza Hotel, the group of jailed MNLF leader Nur Misuari ignored and rejected the leadership of Sema.

Ibrahim Talib, the provincial administrator of Basilan province said the leadership of Sema is only limited in his own turf in Cotabato and central Mindanao.

Talib added the election was made just to choose a new leader who will represent the forthcoming election of the Autonomous Region in Muslim Mindanao or ARMM.

It may be recalled that MNLF leaders in Basilan, Sulu and Tawi-Tawi were of no show during the meeting in Pagadian. Talib revealed that only Misuari has the personality to lead the MNLF since he is the only leader acknowledged and recognized in the International Islamic Conference.

Sema on the other hand, the former MNLF Secretary General cannot influence other Muslims in Sulu and Tawi-Tawi.

Atty. Ulka Ulma, Misuari’s lawyer had also chose not to recognize the new leadership of Sema and insisted his client remains the legitimate leader of the MNLF even if he is jailed. He said MNLF was born in Sulu and not in central Mindanao so Sema has no authority to reign in power. - (AB)

 

Pre-Screening For Army Recruits Slated April 15

THE SCREENING TEAM of the Candidate Soldier Course (CSC) for calendar year 2008 is set on April 15, 2008 at the headquarters of the Army’s premier division the 1st Infantry Tabak Division, Philippine Army.

Lt. Colonel Jones Agustin, Assistant Chief of Staff for G1 said interested applicants are enjoined to participate in the Physical Fitness starting 5:00 o’clock in the morning at the division grandstand, Pulacan, Labangan, Zamboanga del Sur.

Those who are college graduates and have passed the AFP Aptitude Battery Test are qualified to join the soldier course, Colonel Agustin clarified.

On April 16, 2008 at 5:00 a.m. another round of Physical Fitness test will be conducted for high school graduates who have also passed the AFP aptitude battery test and even non-passers of the battery test, college undergraduates can also participate on the said schedule.

All applicants must wear athletic uniforms, white t-shirt for them to be comfortable during the said physical test.

The last day of acceptance of the candidate soldiers will be on April 11, 2008.

 

 

Ex-Police Chief Injured Due To Accidental Firing?

NOBODY WANTS to believe that Senior Police Inspector Oscar Buenaobra, the most controversial former chief of police in the city of Pagadian and the current group director of the 905th Provincial Mobile Group was severely injured in a mere accidental firing.

Many local residents think that only an intense firefight could have inflicted the harm to said police official, who is tagged as both the worst and the most effective crime and drug buster in the city, who sowed fear to all criminals during his stint at the city police office.

But the blood stain found inside a police mobile car he boarded while being rushed to the Jamellarin hospital proved that Buenaobra was hit by a bullet of a 12-gauge shot gun in the morning of March 24, Monday.

Despite attempts to hide the incident so as not to put the PNP in bad light, the reported accidental firing has leaked to the public, including the media.

Even Senior Police Superintendent Ramon Ochotorena, PNP provincial director of Zamboanga del Sur who was at the Jamellarin hospital did not tell media practitioner how Buenaobra got those wounds.

He refused to confirm to a newspaper reporter that the police official who was treated inside the hospital was the former police chief in Pagadian City.

Sources from Camp Abelon revealed that Buenaobra while inside his office at the 905th Police Mobile Group along with an unnamed civilian was fixing the sling of his 12-gauge loaded shot gun when he accidentally pulled the trigger.

Due to loud explosion that rang out enlisted PNP members went inside the room to check and they saw the bloody left arm of Buenaobra.

As of the press time, Buenaobra was reportedly brought to Manila for necessary correctional operations on the joint of his left arm, which was severely injured.

It may be recalled that Buenaobra who was the former chief of police in Pagadian City is facing several charges of human rights violations in his desire to control the growth of criminality in the city.

He was also charged of mauling the daughter of Lakewood Mayor Domingo Mirrar and an army soldier.

Buenaobra was even lambasted in a TV program BITAG by Ben Tulfo for the said irregularities.

 

 

PNP’s Special Operations Group  Strikes Raids Video Carera

IN ORDER to refute allegations that the local police in Zamboanga del Sur are allegedly the protectors of video carera, members of the Special Operations Group of the Zamboanga del Sur Police office raided video carera operators last wee and confiscated at least five video carera machines.

Police Inspector Biboso, head of the Camp Abelon’s Police Community Relations (PCR) in her press statement said that Police Inspector Rommel Etbew led the raiding team in a residence situated along Datoc Street, Sta. Lucia District, Pagadian City.

The said confiscated video carera machine contained undetermined amount of peso coins and were deposited at the PNP provincial command for further investigation even as owners of the said machine were not identified in the press statement.

It maybe recalled that DXWO-FM anchorman Rey Cabaraban earlier lambasted Colonel Ramon Ochotorena for not taking actions to stop the problem of video carera in the city of Pagadian and even in Zamboanga del Sur.

He even accused Col. Ochotorena of receiving money from carera operators as payment to sustain their operations in the city of Pagadian.

Despite the accusation of news anchor Cabaraban, the Provincial Director has remained silent on the issue and has not issued a statement to confirm or deny the allegations.

 

Balangasan Council Acts On Complaint Vs. Drier Owner

PAGADIAN CITY - The barangay council of Balangasan District has acted on a complaint lodged before its office by the local residents in Bagong Silang regarding the operation of a drier that allegedly gives negative effect to the health condition of the nearby residents.

Councilor Remil Paraguya, chair of the committee on Environment of Balangasan said that they called up the attention of a certain Jonga, who owns and operates the said drier to answer the complaint.

Most of the residents are complaining about the rice dust blown by the wind coming from the drier which they fear may cause them to experience severe cough or make them asthmatic.

A certain Edgar who brought the matter to Media in order to help the poor residents said “dili na namo maagwanta ang kaabog sa mao nga drier, makadaot gyud sa mga bata ang abog”.

He also believes that the said drier lacks a permit to operate and has no environmental compliance certificate or ECC from the DENR.

“Residential raman unta kana apan gihimo man hinoon nga bularanan (drier), dili kana makatarunganon kay maapektuhan kaming mga lumulopyo,” an aggrieved resident told this weekly.

The said drier is situated along the National Highway of Balangasan, just beside the sub-station of Zamsureco-I and a walk away from the city’s solid waste management center.

The owner of said drier has assured the barangay council of Balangasan his cooperation with them and to undertake needed remedies to address the complaint as soon as possible.

 

PGMA Allocates P200-M For Affected Regional Employees

“Whoever will be the President, Pagadian will remain the regional center in region 9”, Gov. Cerilles says…

 

THERE IS NO more reason for regional directors and employees not to transfer here for President Gloria Macapagal-Arroyo has allocated P200-million bridging fund for them, Governor Auring E. Cerilles disclosed over the weekend in an interview with the local media here.

Gov. Cerilles told the media that her husband Congressman Tony Cerilles successfully inserted the P200-million in the 2008 National Budget for the affected regional employees and part of it will be used to build a mega building for regional offices.

She clarified that this mega building will rise at the Provincial Government Center near the ZamboSur Medical Center in Dao. Most likely, building shall house the Department of Budget and Management, Commission on Audit, National Economic Development Administration, Department of Finance and Department of Health, she added.

Gov. Cerilles, as chairperson of the Regional Development Council in Region IX is keeping an eye on the offices which have already complied with the President’s directive to gradually transfer to Pagadian City.

Of 68 regional offices due to move out of Zamboanga City, only 28 have fully complied, 8 established their satellite office here while 32 others still remain unmoved, according to Executive Director Leonila Sisona of the Pagadian City Regional Center Management and Coordinating Office (PCRCMCO). Although the Department of Trade and Industry, Department of Tourism, Department of Labor and Employment, Bureau of Immigration and Deportation are not required to transfer yet, they are advised to establish a satellite office here, Sisona added.

With the P200-M bridging fund, the RDC chair said this can complement the need of regional employees who will transfer here. To date, at least 5,000 regional employees who may avail of the relocation pay are now identified.

Since DOH is among the government agencies to be housed at the mega building, within it will be a medical arcade for doctors to stay and hold office. This mega building will be ideally built near the ZamboSur Medical Center which is slated to be inaugurated not later than April this year, Cerilles elaborated.

On the other hand, Cerilles lamented that despite the President’s directive, there are some DENR regional employees who are now reporting back to Zamboanga City office weeks after their office had fully transferred here.

“They will be charged for insubordination. Ila rason kay kalit kuno ila pag-transfer which we all know is not true,” Cerilles remarked.

However, she said she cannot blame those employees for defying the order because they listened to Zamboanga City Mayor Celso Lobregat who gave them “false hope” that the transfer will not be fully implemented as PGMA who is keen of the transfer has only 2 years before she could totally effect the transfer.

“But I tell you, whoever is the President of this country, Pagadian City remains the regional administrative center in Region 9 because it is already a law,” Cerilles said.

PECOMS Turns 2 Years Old

THE PAGADIAN Emergency Communication Services (PECOMS) celebrated its 2nd year anniversary of providing communication services to the public especially in times of emergency and disasters.

PECOMS President Willie Geographia said that they started the celebration by a motorcade around the city on the early morning of February 17 (Sunday).

Almost a hundred PECOMS operative members joined the motorcade which was followed by a sports festival at Balangasan Gymnasium where Basketball and Lawn Tennis were played by the members purposely to tighten the bond of the city’s leading communicators group, the PECOMS.

The annual general assembly was held in the afternoon of February 17 at Where Else KJ Food Haven where the President gave his report.

President Geographia presented to the members the various accomplishments of the PECOMS such as its countless assistance to several activities in the city and in the province of Zamboanga del Sur.

He also narrated the several resolutions passed by the board to improve its operation and maintain its tag name as the city’s leading communications group providing adequate communication services to the people with the true sense of voluntarism.

With the supervision of Engr. Vince Quipot, chair of the election committee, 19 new board of directors were elected during the annual assembly after which a get together party was held at the PECOMS headquarters.

The party was attended by Board Member Baleleng Fernandez, Office of the Civil Defense Regional Director Adriano Fuego, City Councilor Glavys Gavenia, Punong Barangay Vince Bulawin and some other guests.

 

Sangguniang Panlalawigan For Closure Of LTO Molave

THE SANGGUNIANG Panlalawigan has moved for the closure of the Land Transportation Office in Molave, this province for being a duplication of the functions of its mother unit in Pagadian City not to mention the confusion it has created.

The legislative body passed Resolutions No. 2K7-177 and 2K8-215, respectively requesting Congressmen Victor J. Yu and Antonio H. Cerilles to make representation with the Secretary of Department of Transportation and Communication for the closure of LTO stationary unit in Molave and other mobile units within the province.

Various reports implicating LTO Molave for alleged irregularities prompted the Provincial Board to pass said resolutions so as to prevent incidence of fake license issuance.

One legislator cited an incident where a person was killed in the 1st district and where a carnapped vehicle allegedly registered at LTO Molave was used as gate-away.

Moreover, several complaints were received by the Board Members that vehicles being registered at Molave were allegedly not reported to the mother unit.

As a consequence, majority of vehicle owners in the 1st District at present prefer to secure license in Tangub City if not in Pagadian LTO.

Moreover, many are aware that getting a student permit to drive in LTO Molave costs P300 while in Pagadian and Tangub it is only P143.

Verification at LTO Pagadian has disclosed that the actual cost of securing a student permit is only P143 nationwide. However, with the proliferation of “fixers”, clients would become their prey and have to pay double the cost.

On the other hand, LTO Regional Director Aminola P. Abaton last January 10 issued a memorandum to Minda Banocag, OIC Operation Division, Pagadian City and Monadato M. Mangadang at LTO Molave Extension Office ordering to recall all LTO Law Enforcement Operatives and stop them from apprehending motorist in Zamboanga del Sur. The memorandum is effective immediately upon issuance until revoked.

 

Cop’s Widow Decries Slow Pace Of Investigation

MRS. HELEN Ham, the widow of slain SPO2 Henry Ham is apprehensive justice may not be served to their family since authorities until now have yet to identify the suspect behind the killing of her husband.

Mrs. Ham said almost one month had passed after the death of her husband but she never heard even a single word from the local PNP as to the development of the case.

Police Senior Inspector Oscar Buenaobra, the former chief of police of the Pagadian City PNP assured her of quick justice but until now it remains a promise since no suspect has been sent to jail.

Buenaobra can seldom be seen in Pagadian since he was reassigned as an intelligence officer of the regional office of the PNP based in Zamboanga City.

The Police provincial director himself has also remained silent as if not doing anything to pinpoint the triggerman and the masterminded of the gruesome killing.

Helen is suspecting her husband was a victim of power play orchestrated by some individuals to create a scenario that the Army and the PNP is emerged in a brewing conflict.

“My innocent husband became a sacrificial tool to create a scenario that there is conflict between the PNP and the army,” Mrs. Ham said even as she also refused to point a finger as to who between the warring groups orchestrated the plan.

Out of mistrust of the local police, Mrs. Ham is planning to write the Secretary of Justice and the chief of the PNP to intervene in the case if only to give justice to her husband’s death.

“This will be my next move if the local PNP still fails to arrest the culprit”, Mrs. Ham said teary eyed when interviewed by RMN Pagadian Amid Bangues.

She will seek help from the DOJ to send an investigating team in Pagadian City to do a thorough investigation of the case.

“I become so hopeless and I pity to my husband for leaving his children”, Mrs. Ham added.

It may be recalled that SPO2 Henry Ham was shot dead early dawn at Rizal Avenue, Pagadian City last Jan. 12. He was shot by two unidentified gun men while on board his motorcycle on his way to report for duty at the PNP Provincial Command.

 

 

Congressman Yu, 5 Mayors Visit Rubber Plant

IN ORDER to acquire more extensive knowledge on the preparation of Budded-Rubber Nursery, Congressman Victor J. Yu of the 1st District of Zamboanga del Sur visited a Budded-Rubber Nursery in San Vicente, Makilala, North Cotabato last January 13, 2008. On the said visit, the young and hardworking congressman was accompanied by 5 municipal mayors in the first district of Zamboanga del Sur. With him were Mayor Nacianceno Pacalioga, Jr. of Dumingag, Mayor Paulino Fanilag of Mahayag, Mayor Caridad Balaod of Tambulig and Mayor Maria Fe Pitogo of Josefina together with a representative of the Office of the Municipal Agriculturist of Midsalip.

The group of Congressman Yu was given a comprehensive orientation by Boy Mamugay, owner of the largest Budded-Rubber Nursery in North Cotabato, including the latest and most up-to-date methods on effective raising and caring for budded-rubber seedlings.

The group also visited Pioneer Enterprises, one of the largest rubber plant in Southern Philippines which is owned by Amado Dee, known to be the “Father of Rubber” as he pioneered the planting of rubber trees in the area.

With the help of the provincial government thru Governor Auring Cerilles, Cong. Yu has strengthened one of his priority programs which is rubber planting.

This program, Yu said is doubly beneficial to our community as it helps farmers increase their income and strengthens the reforestation effort of the province.

 

Maghanoy Is 4th Press Club President

 

ANOTHER broadcast-journalist leads the Zamboanga del Sur-Pagadian City Press Club, Inc. (ZPPI), the mother of the other media organizations based in Pagadian City and which was duly registered with the Securities and Exchange Commission in 2005.

He is Elmer Maghanoy, a Special Project Head of RMN Pagadian (dxpr), who along with the rest of the ZPPI officials took their oath of office before Governor Auring E. Cerilles last December 27.

Maghanoy may have lost his bid as Barangay Captain in Dao but at least he is now the President of the prestigious media organization in our province, Governor Cerilles remarked as she swore him into office. Maghanoy will be serving as President of the club for the calendar year 2008.

He succeeded Marive “Mai-mai” Jongco, the Operations Manager of Radyo Bagting whose term ended when she turned over the key of responsibility to Maghanoy during the induction of officers and Christmas Party of the Press Club hosted by the lady Governor herself.

ZPPI as a mother media organization in the province was formed sometime in September 2002 and conceptualized by the province’s pillar in Journalism and Pagadian Times Publisher, Pede Lu.

Guardian Balita Publisher Christopher C. Corgue was elected as First Press Club President and served for over a year. During his term, the press club was active in its medical outreach program. He was succeeded by Remai S. Alejado who was then the editor of the Pagadian Times.

Alejado was elected twice as ZPPI President, the first in 2004 and 2005. It was during her incumbency that the press club was registered with the SEC. During her term, the club embarked on several activities like the Search for Ms. Campus Journalist and Halloween Party in cooperation with the PNP Ladies Circle which was a fund-raising activity of the club.

To date, ZPPI has savings with the Land Bank of the Philippines and Zambosur Cooperative Bank in the total amount of no less than P30-T. It is now a challenge for Maghanoy to set programs and activities that would strengthen both the club’s membership and its financial position, a media member remarked.

The 2008 ZPPI officials are: Maghanoy, President; Edgar “Ragde” Dagumo, Vice President for Broadcast (RMN-Pagadian dxpr); Ann Omaguing-Lu, Vice President for Print (The Pagadian Times); Radem L. Gutang, Secretary (Provincial Press Bureau); Jovelyn Bolay-og, Treasurer (Pagadian Express); and Hirohito “Jong-jong” Cadion, Auditor (Mindanao Monitor).

The Board of Directors includes the two past presidents of the press club: Remai S. Alejado (Provincial Press Bureau) and Maimai Jongco (Radyo Bagting); current president as Ex-Officio member; Rudy Rojas (ITV-8); Crismon Llanos (DZMM-ABS-CBN); James Tremedal (Unsapa.com); and Leo Santillan (RTVN-TV Patrol Pagadian).

Lone lawyer Provincial Board Member Baldomero Fernandez, is the legal adviser of the club while Pagadian Times Publisher Pede Lu, PIA Acting Regional Director Dave Malcampo, Provincial Information Officer Allan June Molde, RMN-Pagadian dxpr Station Manager Al Gesta, ; Unsapa.com Publisher Butch Villanueva; Michael Dablo of the City Mayor’s Office and Titing Comison of Radyo Bagting are there as advisers.

 

Midsalip Lumads’ Struggle Against Mining Continue

 

DESPITE the government’s open invitation to foreign investors to mine the mountains of the Philippines, the lumads of Midsalip town in Zamboanga del Sur have continued in their struggle to defend their sacred mountain, the Mt. Pinukis.

More than 200 Visayan and Subanen community members of Barangay Palili, Midsalip town sent a petition letter to the office of the Department of Environment and Natural Resources Mines and Geosciences Bureau-IX last December 6 stating their stand against the mining application of 168 Ferrum Pacific Corporation.

They considered the mining application a threat to their community, as stated in the letter written in vernacular. Accordingly, the source of water in the area and its neighboring towns would be affected, including the bio-diversity, and above all, they fear of losing their source of living which is purely based on agriculture.

The people of Palili who signed the said petition also believe that mining is not a way to achieve development.

They believe, as written in their petition letter, that they—both Subanens, Visayans and other settlers in the said area, would attain development through sustainable farming, Agro-Forestry, Masipag Rice Growing and Nursery Making.

The group strongly stated their opposition to all other mining application in their area-small scale and large scale.

On the other hand, the same mining company who is operating in Bayog town, Zamboanga del Sur was ordered to stop its operation as it was not able to comply with the guidelines stated on the permit given to it.

It was also noted that many pro-life and pro-environment groups in the province have criticized the mining activities promoted by most local government units for putting the livelihood of local farmers at risk for the sake of large tax collections.

During the Tri-People’s Conference held last December 7 at the Sto. Niño Formation Center in connection with the celebration of the Mindanao Week of Peace in Pagadian City, groups from the Subanen, Christians ad Muslims in the province vehemently condemned all the mining activities, supporting the cry of the Subanens in Midsalip and Bayog towns who are under threat of massive mining activities as many foreign companies apply for destroying their lands.

Accordingly, only the mining companies and the government would benefit from such investments, and the lumads would be left out in poverty despite the promise of good livelihood opportunities.

 

Provincial Legal Office Undermanned

THE PROVINCIAL Legal Office (PLO) despite having only two legal officers is doing its best to serve the Provincial Government.

This was revealed by Acting Head of the Provincial Legal Office, Lawyer Mark Anthony Padayhag in last Monday’s flag raising ceremony where his office was the sponsor.

At present, only lawyers Mark Anthony Padayhag and Carlos N. Madarang III are manning the legal division of the Provincial Governor’s Office. With them are 2 legal researchers (contractual) and 4 permanent office staff.

PLO’s main function is to provide legal opinions to both the Executive and the Legislative departments of the provincial government. Aside from catering the provincial government, the Provincial Legal Office also assists the legal needs of indigenous people in the province.

With the bulk of the workload at hand, the legal officer bared that they are in need of additional lawyers especially legal researchers.

Padayhag said they are tasked to review municipal ordinances, contracts to be entered into by the provincial government with different line agencies and other organizations. Moreover, they will serve as litigating lawyers to defend the provincial government in any legal battle in court.

So far, his office had reviewed Memorandum of Agreements especially those that need allocation from the coffers of the provincial government. The review is necessary to ensure that the allocation is within the approved annual budget.

Recently, the provincial legal office had submitted the Motion for Reconsideration before the Supreme Court for the Reorganization case. Padayhag expressed optimism that the provincial government would win this case since a lot of the complainants had rested their case when they received the separation pay.

On cases where the provincial government is the respondent, Padayhag asked that these will be settled amicably.

On the other hand, Atty. Padayhag disclosed that by next year his office would be filing collection cases against the delinquent tax payers, like the sand and gravel operators. Demand letters were already sent, nevertheless, Padayhag wishes that the concerned operators would eventually settle their taxes before they bring them to court.

In the past years, the PLO had at least 5 lawyers. It happened that lawyers Joel Vercide and Mary Ann W. Tugbang have joined the Provincial Prosecutors Office while Atty. Domingo Redelosa IV went into private practice after he left the government service when he ran for the Provincial Board.

 

Prov’l Gov’t Stop Ore Mining In Bayog

FOR AN ALLEGED violation of the Small Scale Mining Act of 1991, the Provincial Government of Zamboanga del Sur has ordered the stoppage of an Ore mining operation in Liba, Bayog recently.

The stoppage order was signed by Governor Auring E. Cerilles dated November 13 and addressed to one Reynaldo Chua of Mindanao Mining and Mineral Resource Corporation and a certain Romeo Fernando, operations manager of 168 Ferrum Pacific Mining Corporation.

The order was served last November 22 by a composite team from the Provincial Government and the Provincial Environment & Natural Resources Office (PENRO) escorted by a Task Force Tabak based in Bayog.

Fernando, the operations manager of 168 Ferrum received the order which was witnessed by Liba Barangay Captain Rowel Lucero. It gave the mining operator 7 days to pull-out their manpower and heavy equipment and stop their operation in the area due to alleged violations, such as: 1) expired Governor’s Permit and 2) violation of the Small Scale Mining Act of 1991 for using heavy equipment.

Upon serving the Order, Mr. Fernando did not deny the allegation but explained that the heavy equipment were just used to open up new roads in the area.

Fernando’s statement was later on verified by the DENR monitoring team which allegedly found out that the permittee was opening new roads to haul rocks positive for iron ore in Liba and other adjacent barangays in Bayog.

 

Tabak Explains Sides On Writ Of Amparo But Admits Legal Lapses

OFFICIALS of the 1st Infantry Tabak Division insisted over the weekend that they were not given ample time to defend themselves in court for holding custody a suspected high ranking official of the rebel movement, but still they respect the rule of law.

Major General Nehemias G. Pajarito, Commanding General of the 1st Infantry Tabak Division in a press briefing stressed that Ruel Muñasque, allegedly a high ranking official of the CPP-NPA voluntarily submitted himself for detention after he was wounded in an encounter with military troops in Lucuan, Lakewood town, few weeks ago.

He said that military doctors in Tabak had treated Muñasque’s wounds and a group from the international committee of the Red Cross also came and checked on his condition, Pajarito pointed out.

Pajarito also dismissed claims by the family of the detainee that Ruel was illegally arrested and suffered mental and physical torture from the military.

“We always adhere to the Law of Armed Conflict and International Humanitarian Law. The allegation of torture contained in the petition of Mechille Muñasque-Saquin for the issuance of the writ of amparo and the press release highlighting abuses of the military are bereft of the truth and have not been substantiated in court”, Pajarito stressed.

However, Pajarito admitted legal lapses on their part since they are not so abreast with the writ of amparo petition. But, he clarified the military remains in high moral in its fight against insurgency despite the release of Muñasque.

According to the military, Ruel Muñasque is included in the military's order of battle. Ruel also known as Elias is said to be the Deputy Secretary General of Front Committee Kara of the Regional Party Committee of the CPP-NPA

 

75 Examinees Take KBP Exams

AT LEAST 75 examinees took the accreditation examinations of the Kapisanan ng mga Broadcaster ng Pilipinas (KBP) held at ZSMIT last October 11, 2007.

 KBP regional coordinator Alejandro E. Gesta said that majority of the examinees came from Pagadian City and the rest from the different municipalities of Zamboanga del Sur and Zamboanga Sibugay.

Government and private information officers including unaccredited broadcast journalists also took the examination to secure accreditation otherwise they will be barred from going on air, Gesta added.

 Leony Paginawan, KBP Manila representative administered the 105 items examinations. Examinee should obtain at least 60 points to pass the written examination.

At 8:00 a.m on November 11, Veteran Broadcaster and Columnist Atty. Boy “Baleleng” Fernandez conducted a review on Libel. Retired RMN Manager Radem Gutang also conducted a review on broadcast terminologies and radio news writing and reporting.

 Final result will be released on the first week of December. Successful examinees will again undergo actual on air training before they can be issued with an accreditation card, according to Gesta. 

 

LET Exams To Be Conducted Twice A Year Starting 2008

GOOD NEWS for education graduates and repeaters!

The Professional Regulation Commission announces that starting year 2008, Licensure Examination for Teachers (LET) will be conducted twice a year. The first examination will be held on April 6, 2008 while the second examination will be on September 28, 2008.

Interested applicants must submit the following requirements: Transcript of Records; Community Tax Certificate; If married, Marriage Certificate; and Application Fee/Other Fees – P1050.00.

Qualified applicants for the April 2008 exam are enjoined to file their applications at the PRC Central Office or at PRC Regional Offices in the cities of Baguio, Cagayan de Oro, Cebu, Davao, Iloilo, Legaspi, Lucena, Tacloban, Tuguegarao and Zamboanga.

The filing period for the April, 2008 examination is from November 5, 2007 to January 31, 2008.

Applications will no longer be accepted after the January 31 deadline.

 

Cerilles Denies Report Of Formalin In Zambosur Vegetables

GOVERNOR Auring Cerilles of Zamboanga del Sur reacted to an erroneous report in a newspaper that vegetables coming from Zamboanga del Sur have formalin and preservatives contents.

The published story says that there was an instance when vegetables from Zamboanga del Sur were found to be positive of formalin, a chemical hazardous to human beings.

In a press statement obtained by the Pagadian Express, Cerilles said that his administration is advocating bio-organic farming to preserve the fertility of the soil, “so there is no truth to the published story saying that vegetables in Zamboanga del Sur are unsafe for consumption due to the presence of formaldehyde also known as formalin".

“Isip inyong gobernador akong katungdanan ang pagsiguro nga ang mga katawhan adunay himsog nga panglawas ug walay kamatuoran ang mao nga report", Cerilles stressed even as she also admitted that the false information adversely affects the vegetable industry in the province.

Zamboanga del Sur is a known producer of tomatoes (kamatis) while bell pepper abounds in Zamboanga Sibugay and other places of Zamboanga peninsula region.

Cerilles also explained that vegetable farmers in the province as in Bayog town do not use commercial fertilizers and so the report of vegetables with preservative contents are fabricated to destroy the booming vegetable trade.

“Pulos tumo-tumo lamang ang mao nga report ug walay basihanan ang mao nga mga pamahayag,” Cerilles said on the same press statement.

 

Peaceful Todos Los Santos In Pagadian

DESPITE heavy down pour the two day observance of the All Saints’ Day and All Souls’ Day was peaceful and successful with a zero crime rate, according to the Philippine National Police.

Residents trooped to the Pagadian City Memorial Park and Pagadian City Public Cemetery on November 1 and 2 bringing along with them candles and flowers to pay homage to their departed loved ones.

Some family members partook and enjoyed a “salo-salo” atop the niche of their departed loved ones and many stayed over night at the cemetery.

With the PNP's tight security no violence was recorded even as the Philippine Army sent troops to augment the PNP in securing the Paglaum 1 and 2 and the Pagadian City Memorial Park.

A medical team from the city health and red cross volunteers were on standby and ready to respond to any eventuality.

Todos Los Santos is really a date to remember and All Saints’ Day and All Souls’ Day are really important dates that everyone should remember during the month of November, said Bebe Yangwas, a domestic helper in Kuwait who paid homage to her departed loved ones at the city's public cemetery.

Bebe said that despite her hectic schedule being a house help of a Kuwaiti Citizen she did find time to be home and celebrate “kalag-kalag” with her family and friends.

“Gitunung lang gyud nako nga “kalag-kalag” kay magkatapok man gud mi ana nga panahon ug wala nay lain pa nga higayun”, Bebe told Pagadian Express as she also shared her sorrows and tears for striving and working so hard just to earn a living back in Kuwait.

Bebe left for Kuwait in 2005, leaving her 3 children and her husband. She said that All Saints’ Day is really a day of reuniting with relatives so there is reason to be happy.

“Ang “kalag-kalag” bisan ug paghandum sa mga patay apan dili angay nga maguol kun dili angayan gayud nga malipay kita kay nagkatapok man ang pamilya”, Bebe said.

 

One Town One Product Program Gets Funding

THE DEVELOPMENT Bank of the Philippines (DBP) has opened its loan window to small and medium scale enterprises in the different provinces of the Zamboanga peninsula region.

Corazon Conde, DBP Senior Vice President said that the scheme of providing financial assistance to small entrepreneurs is in support of the government's one town one product (OTOP) program.

She confirmed in a press statement that the funds are now readily available to those small entrepreneurs who wish to avail of the loan. But she clarified that only those towns with OTOP program can avail of the said loan privilege.

The Development Bank of the Philippines has allocated around P15-billion to support the small entrepreneurs for a good start of their business.

“Ang pagpalambo sa kabanikanhan maoy usa sa mga unang programa sa DBP”, Conde quoted as saying in a press statement released over the weekend by the regional office of the Philippine Information Agency.

Conde also said that the DBP will also provide loan assistance to local government units like Zamboanga del Sur that adheres to the Arroyo flagship program of one town one product scheme.

The said loan assistance can be used by local chief executives in providing infrastructure facilities like road networks, training centers and post harvest facilities. These projects will certainly help these areas in improving their products as part of the OTOP initiatives.

As of now at least 60 small medium entrepreneurs throughout the Zamboanga peninsula region have signified their interest to avail of the said loan privilege.

 

October is Children’s Month…
220 Kids Join Children’s Fun Day

GIVING THEM the basic experience of caring, respect and acceptance by the community, a Children’s Fun Day was conceptualized and done for the children in need of special protection last Friday, October 12 at Plaza Luz, Pagadian City.


Some 220 children from Urban barangays in Pagadian City were able to share their knowledge, talents and abilities to fellow children while having fun joining the Children’s Fun Day. On the same occasion, they were made to understand their condition to be able to make positive decision and grow a normal life in their family, school and community. The activity, likewise, 
has helped them build a dream of decent and bright future.


Providing such opportunity to children in need of special protection (CNSP) was a joint effort of the City Government of Pagadian thru the City Social Welfare & Development Office and the Provincial Government of Zamboanga del Sur thru the Provincial Social Welfare & Development Office. This activity was conducted in commemorating with the 15th National Children’s Month celebration this October sponsored by the United Nations Children’s Education Fund (Unicef) with the theme: “Bright child: Karapatan nasa ’yo, isigaw sa buong 
mundo”.


It was Kalambuan Project Director Portia Sylvia Awayan, who facilitated the activity which revolved on a topic: Street Education for Street Children and children in need of special protection. Significantly, for one day, the street children in the city had mingled with other CNSP at Plaza Luz. Clustered in 16 groups, the 220 children were told to present a “yell number” for everyone to participate. 


One girl participant, a beneficiary of Kalambuan project was overjoyed by the activity. She said, she was able to draw of  herself and told to interpret its significance to her family and the community. 


The children were assisted by Day Care Workers while Social Workers June B. Gayapa, Myrna Kwan and Arlyn Bacatan of CSWDO and PSWDO, respectively, were present to supervise the activity.

Regional Dev’t Council Supports Mini-Hydro Plant In Lakewood 

ZAMBOANGA DEL SUR - The proposed 5 mega watts Mini Hydro project at Lakewood, this province and the concreting of provincial roads in Dumalinao-Guipos-San Pablo, all of 2nd District here were tackled during the 121st Regional Council Meeting recently.

These two planned infrastructure projects seek funding support from Japan International Cooperation Assistance (JICA).

It was suggested that the Feasibility Study for the Mini-hydro should be pursued especially now that there is progress in the movement of the Regional offices to Pagadian City. A supplemental power supply is much needed for Zamboanga del Sur.

On the other hand, the proposed road concreting will cover 4 municipalities, 56 barangays and make a total of 56,416 population happier for easy and fast delivery of their products.

Moreover, the surrounding barangays will eventually open a road influence area connecting at least 18,220 hectares of upland and lowland planted with rice, corn, coconut, bananas and rootcrops.

The Cerilles administration is pursuing this plan since it was already approved as priority project in the Zamboanga del Sur Road Network Development Program and Medium Term Investment Program for the year 2007-2010.

 

Pgma Gives P197 Million For Zambosur Projects

PAGADIAN CITY - President Gloria Macapagal-Arroyo arrived here last Sept. 17 amid cheers of local residents in a festive mood and in time for the 55th founding anniversary of the province of Zamboanga del Sur.

Governor Aurora Enerio Cerilles, Congressman Antonio H. Cerilles, Congressman Victor J. Yu and Mayor Samuel S. Co led the reception party with West MinCom Commander MGen. Nelson Allaga, PNP Regional Director Jaime G. Caringal, Presidential Assistant Ferdie Mahusay for Western Mindanao, heads of national government agencies and other local officials.

The presidential party included Department of Agriculture Secretary Arthur Yap, OPAPP Secretary and Mindanao Super Region Champion Jesus G. Dureza, Maryse Gautier - World Bank Country Director and other dignitaries.

PGMA led the ribbon-cutting and inauguration of the Agro-Tourism and Heritage Complex and unveiled the Megayon Monument at Barangay Dao, which also marked the official declaration of the opening of Biyahe Na sa ZamboSur! Wow ZamPen and Megayon Festival as the president banged the ceremonial gong.

The president turned-over a P20 million rehabilitation project for Bobuan-Sigacad, Bayog farm-to-market roads under the Mindanao Rural Improvement Project (MRDP) through DA, a P12.505 million Balongating-Goling farm-to-market road project and a P25.291 million Communal Irrigation system of Balongating and Canunan, Guipos.

Aside from the MRDP projects in Guipos and Bayog, Zamboanga del Sur, the president also mentioned 3 on-going farm-to-market road projects in Dumalinao and Pagadian City funded at P55 million (20% completed), Tukuran - P47 million, P5 million allocated for Dumingag, Sominot, San Pablo, Midsalip and Pitogo, and another P30 million for Bayog, Kumalarang, Margosatubig, Tigbao and V. Sagun.

She also turned-over a check worth P2.27 million for the completion of the Kagawasan-Tabina road.

The president, true to her promise during her last State-of-the-Nation Address, said 30 percent of all program funds of DA, DAR and DENR will be allocated for Mindanao and she is making good her promise.

President Arroyo assured Zambosurians that infrastructure projects, social services and other benefits will trickle down to the grassroots especially in the Mindanao area until every Filipino feels the economic payback of the government.

 

DTI Increases Fines On Violations of  Consumer Act

PAGADIAN CITY – The Department of Trade and Industry increased the Schedule of Administrative Fines through the issuance of  Department Administrative Order (DAO) No. 06, Series of 2007, effective September 19, 2006. This DAO will carry out more effectively the implementation of the Consumer Act of the Philippines (R.A. 7394) and other trade laws. 


The scope and coverage of said DAO No. 6, s. 2007, includes violations of the Consumer Act of the Philippines (R.A. 7394) and  E.O No. 913, particularly:
(1) R.A. No. 7581 (Price Act), (2) R.A. No. 71 (Price Tag Law), (3) Act No. 3883, as amended (Business Name Law), (4) R.A.  No. 3952 (Bulk Sales Law), (5) Act No. 2728, as amended by Act Nos. 3715 and 3969 (Law on Brokerage), and (6) Act No. 3893 
(Bonded Warehouse Act) The same Order shall also be applied in the determination of fines in cases of voluntary admission of violation in the course of enforcement or during the preliminary investigation or mediation proceedings pending adjudication. 
In imposing the administrative fines, the capitalization of the establishments found violating said laws are considered. 


Moreover, the extent of fines varies for the retailers, wholesalers and manufacturers/importers respectively. In addition, circumstances such as mitigating, aggravating and alternative are taken into account in penalizing violators to be able to determine the appropriate amount of fine. This revised schedule of fines gives a stern warning to unscrupulous businessmen that violations of these laws do not pay.

 

 

Top NPA Medical  Officers Surrender

TWO TOP members of the CPP/NPA hierarchy in Western Mindanao surrendered to the Commanding General of the First Infantry Division last August 19, 2007. Major General Nehemias G. Pajarito, Commanding General of the 1st Infantry “TABAK” Division, Philippine Army identified those who surrendered as: Antonio Roda aka Doroy, 38 years old, and Head of the Regional Medical Staff Eric Buhian aka Nelboy, 22 years old, who is also a member of the Medical Staff, including one wounded comrade Richard Dumandos aka Leo who is only 17 years old.
The surrender, which took place as a result of filler between Doroy and an emissary who facilitated the negotiation for their 
surrender, also led to the recovery of medical and dental equipment amounting to more than Php 100,000.00.


The recovered medical/dental equipment include stethoscopes, sphygmomanometer, sets of Larynxnguscope, a resuscitator, an electric drill, several Trunction sets, sets of Navy Retractors, Laparotomy packs, as well as voluminous subversive 
documents. Doroy, Nelboy and Leo narrated their hardships in the underground movement which prompted them to return to the fold of the law. The 17-year old Leo, a recruited minor operating in the Zamboanga Peninsula, suffered a bullet wound on his left leg  while undergoing NPA training in the municipality of Tigbao, Zamboanga del Sur.


Leo is now under treatment and in stable condition with the military’s timely medical assistance and said that he could have suffered worse problems, while Doroy and Nelboy opted to stay with the military for protection.MGen. Pajarito commended the units who facilitated the negotiation and surrender of Doroy who has been active in the NPA movement for 19 years.


Their surrender has caused a major setback to the Western Mindanao underground movement as we see that they are losing their most trusted and capable comrades who suffered disillusionment and useless hardship in the underground movement, MGen. Pajarito said.


The medical/dental equipment and supplies they brought in custody is a major reduction of their ability to provide for their 
casualties, further weakening their capability.


 


Gov. Cerilles Bares Tourism Initiatives 

PAGADIAN CITY – Few weeks from now, the province will finally host the 2007 WOW

ZamPen Regional Tourism Showcase and Gov.  Auring Cerilles has disclose to the Small and Medium Entrepreneurs along with other stakeholders in the province her agenda for tourism development. Governor Cerilles graced the Small Medium Development Plan Harmonization Workshop initiated by the Department of Trade and 

Industry provincial office last August 9 at Liga City, this city.


“The reinforcement of tourism initiatives of the province highlights the setting up of the Provincial Government Complex Tourist Zone,” the Governor said.
“In it is the Cultural Village that showcases the tri-people’s culture. We have conceptualized the Flower Gardens to provide aesthetic impact upon the place. Then there is the Adventure and Eco Camp that provides the Canopy walk and the Zip line, 
including the “Biyahe Na!” site for the municipalities to showcase their products for greater promotions. Hopefully next year, we shall reestablish the Provincial Museum in coordination with the National Museum,” Cerilles also said.“The Zamboanga del Sur Medical Center which we intend to finish within the year is also situated in the same complex. As part of Medical Tourism, the hospital shall be furnished with state-of-the-art facilities that will cater improved medical and  health services to the people of Zamboanga del Sur and other neighboring localities and provinces, the Governor added. Cerilles also emphasized that Zamboanga del Sur, being the host of the “Biyahe Na Regional Showcase” has made its best in enhancing its tourism industry and steadfastly working out the development of high standard sustainable tourism 
activities in the different areas of the province. As a matter of fact, her administration is in the process of preparing tour packages for Mt. Timolan Protected Landscape, 
Guipos Cave and Resort, Lakewood Cruise, Scuba Diving in Tukuran, Bibilik and Tabina – dubbed as a world class dive site  according to divers who have visited the place, she pointed out. Gov. Cerilles hopes that by September, the Tour Packages of these 4 Tourism destinations can be marketable, in time with the  celebration of the Province’s 55th Anniversary at the same time hosting the Biyahe Na! Zambosur by September 17 to 26.


The governor also mentioned Panikian Island as another potential tourist destination found as the breeding ground for sea turtles. She also batted for Triton Island of Vincenzo Sagun and many others as good tourism potentials that grant better 
access for product development and entrepreneurial activities. “This is just a glimpse of the Province’s SME Development initiatives. With all these, let us therefore harmonize our  ends so that we can achieve a potent impact in the advancement of our local economy, as well as the growth and development of our beloved Province of Zamboanga del Sur,” Cerilles emphasized.“Your presence in this Workshop is a step toward the unification of SME Development in Zamboanga del Sur,” Cerilles 
concluded.

 

Mayor Co Nominated RDC Chairman

TRIGGERED perhaps of his desire to be this year's chairman of the Regional Development Council (RDC) in Zamboanga peninsula region, City Mayor Sammy Co expressed optimism to grab the chairmanship of the said council from Governor Rolando Yebes of Zamboanga del Norte.


In a meeting held in Dapitan City, Mayor Co was one of the nominees in the RDC chairmanship, along with Zamboanga City Mayor Celso Lobergat and Governor Yebes who is seeking re-election. Names of the nominees have been sent to President Gloria Macapagal-Arroyo and in a weeks time the President is expected to release the anointed candidate who will lead the Zamboanga Peninsula Regional Development Council.


Mayor Sammy Co said, Governor Auring Cerilles is backing his bid in the RDC along with 2nd District Congressman Tony Cerilles and Victor Yu in the 1st District of Zamboanga del Sur. “Sa kadugay na sa panahon nga gihuptan sa Zamboanga del Norte ang mao nga chairmanship busa panahon na usab nga ihatag kini sa ubang lugar", Mayor Co said in an interview with DXPR's Amid Bangues.

 

Co also added that Governor Rolando Yebes is moving heaven and hell to retain his RDC chairmanship but other leaders in  Zamboanga peninsula region want changes in leadership. Mayor Celso Lobregat in Zamboanga City even if he is one of the nominees has expressed greater support for Co than Yebes' re-election bid.  

 

Mayor Co also gained support from the local officials of Zamboanga Sibugay, Ipil town, Zamboanga City and even from Basilan province. His being chairman in the RDC would certainly open wide avenues for tourism and economic developments, Co pointed out.
RDC is a council composed of local chief executives in Zamboanga peninsula region like Basilan, Zamboanga City, Zamboanga Sibugay, Zamboanga del Sur, Zamboanga del Norte, Pagadian City, Dipolog City and Dapitan City. Subanens Build Tribal House At Biyahe Na! Site

EVERYBODY IS INVOLVED in hosting the Biyahe Na!
Zambosur: ZamPen Regional Tourism Showcase and as such the subanens, known as the natives of Zamboanga del Sur have built their tribal house last July 14 at the Biyahe Na! site. But before they could erect the tribal house, the subanens who are rich in culture and tradition had to perform a ritual called as gurasan lumpaga performed by a balian (subanen priest).


The subanen tribal house is made of indigenous materials utilizing round timber.
According to Balian Pesio Ombasen (also a Timuay), gurasan lumpaga should be executed to seek permission from the unseen spirits that might have settled in the place where the subanen house is constructed.


At exactly 10:00 o’clock in the morning, the ritual began and it lasted until 1:00 o’clock in the afternoon. During the ritual, Ombasen was assisted by three Timuays, namely: Simeon P. Codium, the president of subanen association in Zamboanga 
peninsula dubbed as Pegumpongan Megayon Getaw Nawan (PEMEGENA); Antonio Bantas and Roberto Andale. 


Timuay Codium narrated that in order to have a good luck and a better fortune, a subanen should erect his house during new moon and the gurasan lumpaga is usually done when the unseen settlers start roaming around their place. 


Part of the ritual was pouring fresh blood from a chicken at the holes where house posts were to be erected. Afterwards, the chicken and eggs were cooked as they had to dine together with the unseen spirits. 


It is our way of befriending with the unseen spirits so that whoever comes here and whatever he does, the unseen spirits will never harm him, PEMEGENA Auditor Marjorie Lubosan-Paulin told the Provincial Press Bureau.


PEMEGENA Treasurer Juliet Malangan of Dinas brought and prepared the things needed for the ritual, like: rice, fresh eggs, water, vino and a bowl. Accordingly, the Malangans are usually hired in case a gurasan is performed.


Provincial Tourism Officer Taton Padayhag had witnessed the ritual along with other officers and members of PEMEGENA. As the 11-day Biyahe Na! Zambosur: ZamPen Regional Tourism Showcase 2007 is fast approaching other group of people settling 
in Zamboanga del Sur, like the Muslims and Christians will also build their respective houses that will showcase their customs, tradition and signature products. 
This is the event where provinces and cities comprising the Zamboanga Peninsula region will be coming over to promote and sell their tourism potentials and local products. 

 

Phil Science High School Now Accepting Applications For Scholarship

THE PHILIPPINE Science High School (PSHS) is now accepting applications for scholarship for school year 2008-2009. The application forms for the scholarship examination are now available in every public and private elementary school in the City 
of Pagadian and in the Province of Zamboanga del Sur.


The PSHS is the only nationally funded high school which offers a free scholarship based on special curriculum in the natural science and mathematics to prepare its graduates for careers in science and technology. It was established under Republic Act No. 3661, known as the PSHS charter, which was passed on June 22, 1963.


The forthcoming administration of Y2008 Philippine Science High School–National Competitive Examination is set on October 13, 2007 at the Zamboanga del Sur National High School at Sta. Maria, Pagadian City.


To qualify for the examination, a pupil should not be more than 15 years old by June 1, 2008. He or she belongs to the upper 10% of the graduating class and should submit the application form in duplicate, 2 copies 1x1 ID picture and a non-refundable processing fee of P100.00 in money order form address to the Cashier, PSHS System, Diliman, Quezon City.


The deadline for the submission of the application form is August 31, 2007 at the Office of the Provincial Science and Technology Center, CMS Enerio Street, Balangasan District, Pagadian City. The PSHS is a chartered institution which 
operates as one of the attached agencies of the Department of Science and Technology.

 

 

 

TRANSCO Raises Security Level On Steel Towers

THE NATIONAL Transmission Corporation (TRANSCO) is now intensifying security measures on their steel towers traversing in the mountainous area in Zamboanga de 

 

Sur following the recent bombing of a steel tower in Kidapawan City.
Bethy Martinez, a communication specialist of TRANSCO North Western Mindanao in a message revealed that the power company has coordinated with local authorities to ensure the safety of its vital installations.


TRANSCO has long been coordinating with the Philippine Army to help in safeguarding the steel towers against terror attack.


It may be recalled that suspected members of an extortionist group detonated a home made explosive and toppled a steel tower in Kidapawan City causing power failure in the neighboring areas.


Police report shows that the said tower at Barangay Nuangan, Kidapawan collapsed and had caused a 3-hour power failure that affected many businesses.
As of press time, authorities are still trying to determine the identity of the people responsible for the bombing.
The bombers used an improvised explosive device with a timer and battery operated blasting caps. 


Meanwhile, Colonel Pablo Lorenzo of the Army's 5th IB said his troops are helping the TRANSCO in guarding steel towers.
Col. Lorenzo confirmed the deployment of CAFGUs to safeguard the facility and be in close contact with the residents as their counterparts in safeguarding the power lines.

City COMELEC Urges New Voters To Register

 

PAGADIAN CITY – CITY ELECTION Officer Atty. Dinah Cagampang Sapong has bared over the weekend that teenagers who had celebrated their 18th birthday are being advised to visit the City COMELEC to register.
In a resolution received from the COMELEC central office it was learned that the special registration starts on July 15 and will end on July 22, so that young voters can participate in the forthcoming barangay elections set on the 29th day of October, this year.


Sapong said that young adults who can now vote or even run for public office are enjoined to participate in the barangay polls so as to determine who would be the next leaders.


Sapong added that the city's youth should go out and uphold the essence of democracy by exercising the right of suffrage.
“First time voters should take advantage of this opportune time to register and vote in the coming barangay elections”, Atty. Sapong stressed in an interview with dxpr's anchor Ramil “Amid” Bangues.


Those who are now of legal age can visit the city COMELEC from July 15 to 22 from 8:00 a.m to 7:00 p.m, she added.


Sapong also explained that the registration period is also open to voters applying for change of name, transfer of registration record, correction of entry and reactivation or re-instatement of registration record.

 

Crame's Anti Gambling Team Strikes Here, 17 Arrested

AT LEAST 17 suertres operators and coordinators were arrested here in Pagadian City after members of the Camp Crame's Anti-Gambling Special Operation Task Force, who surprised everybody including the local police conducted a raid here against 
illegal gambling, locally known as “SUERTRES”. Charges for violation of Presidential Decree number 1602 as amended by R.A 9287 have already been filed yesterday 
before the City Prosecution Office, 2nd Assistant Prosecutor Celso D. Manuales confirmed.


In a joint resolution signed by Prosecutor Manuales and approved by City Prosecutor Romeo Descallar it was gathered that there were 216 bundles of illegal gambling (suertres) tally sheets which were confiscated from the possession of the suspects in a raid conducted in Barangay Sto. Niño, this city where a big time suertres financier is operating. The raid took place last July 3, 2007 at 8:45 p.m at the house of a certain Loloy Tagaytay but authorities only made 
it public yesterday for unknown reasons. The raiding team also failed to collar the alleged financier.


Police Senior Inspector Jovit Culanag, Police Inspector Vladimer Santos, SPO3 Leon Justalero, Police Senior Inspector Jesus Quintilla and a composite team from the PNP/CIDG led the raiding team. The City Prosecution found probable cause against the suspects who were found in possession of tally sheets although 
the arresting officers failed to give the exact details of their participation in the illegal gambling citing section 1(d) of  P.D 1602 that states “a mere possession of lottery lists or tally sheets is punishable under the said law.


Arrested suspects are presently detained at the Pagadian City Reformatory Center while some of them have posted P 10,000.00 bail for their temporary liberty. Those arrested are Jhun Mirano, Elmer Sabio, Renato Bambao, Edwin Campaña, Rommel 
Deocariza, Jack Roble, Ryan Anthony Almadro, Archie Layawan, Marjo Quidet, Arnold Manago, Carlos Montefalcon, Ernesto Maribao, Reynaldo Bantilan, Agapito Ursais, Sarlito Cabañales, Ronie Galinao and Marlon Alajenio.


Meanwhile, Police Senior Inspector Oscar Buenaobra, Chief of the Pagadian City Police admitted that the raiding team from the
Camp Crame failed to coordinate with him.
But Buenaobra clarified that the city police has been campaigning against the proliferation of illegal suertres. Days ago a former radio reporter was collared after engaging as a suertres runner. It may be recalled that a former police chief in Pagadian was sacked after a group from Camp Crame conducted a surprise raid.

 

Transco Increases Power Delivery

THE NATIONAL Transmission Corporation said over the weekend that it has increased its power delivery service in the first quarter of 2007.
Ms. Bethy Martinez, Transco’s media officer in a press statement said that the Transco has delivered a total of 26,700 megawatt-months of power to the major electricity grids in year 2007, so that power delivery service has an increase of 8.6% over the past year level of 24,854.2 megawatt-months.
Power delivery service measured in megawatt-months refers top the sum of Transco’s monthly demands for 2007, it was learned.


Despite Transco’s increase of power delivery service, Martinez clarified it has enough power supply especially in northwestern Mindanao area.
Martinez in the same press statement also said that the Transco's Corporate Planning Group reported that the power delivered to Luzon grid reached 20,162.9 megawatt months, a 9.9% increase from the previous year's level of 18,352.6 megawatt months.
The delivery to Mindanao grids also went up by 4.6% over the year ago level. Of the total power wheeled by Transco nationwide in the first quarter of 2007, about 77% came from the National Power Corporation.


Transco Northwestern Mindanao area has also speed up its campaign in safeguarding its transmission tower traversing the mountainous area of Zamboanga del Sur, Zamboanga del Norte, Misamis Occidental and Lanao Provinces.
Steel towers and wood pole according to Transco should be strong and stable all the time so they must be guarded against unscrupulous individuals who steal important parts of the tower.


Residents are advised to report to authorities any individual or group who steal, sell, store or buy any stolen part from Transco power lines and wood poles. Any acts committed against Transco’s vital installation will be punishable under RA 7832.

 

SP Bats For Retention Of 53rd IB

THE 53RD INFANTRY Battalion, Philippine Army headed by Battalion Commander Emmanuel C. Sison has been contributory to the peace effort of Zamboanga del Sur in the past 14 months.  In fact, the Sangguniang Panlalawigan last June 7, expressed its intention through a resolution for the retention of Colonel  Sison and his troops at Camp Major David P. Sabido in Guipos, this province. However, the whole 53rd IB unit was reportedly pulled out from its base the day before to undergo a refresher course at the  1st Infantry (Tabak) Division. Accordingly, they are replaced by the 14th DRC unit from Aurora, Zamboanga del Sur. 

 

In spite of this, the SP pursued its intention and passed Resolution No. 2K7-1101 requesting the Commanding General of the 1st Infantry (Tabak) Division to make a strong representation to the Commanding General of the Philippine Army for the 
redeployment of the 53rd IB in Guipos after retraining. Board Member Juan Regala has recalled the case of the 8th IB which was moved to Basilan from Zamboanga del Sur in 1981 but because of the strong appeal of local officials it was redeployed back here the year after. In case of Colonel Sison, however, Regala (a retired military officer) who presided the session told his colleagues that there is a so-called career-pathing for military officers to improve their careers. He explained that Sison has already met 
the 2 year of incumbency limit of a battalion commander.  Regala clarified that Sison has been the battalion commander of the 53rd IB for over a year when it was based in Jolo and  another 14 months here in Guipos, Zamboanga del Sur


Moreover, the SP conferred a resolution of commendation to the whole 53rd IB led by Col. Sison for their efforts in the pacification campaign here in the province Among the meritorious accomplishments of Col. Sison and his troops were: the surrender of NPA top brass leader Kumander Marlon and his supporters; the neutralization of Camil Lao alias Kumander Robin, Most Wanted Person; the surrender of 6 NPA rebels and the discovery of a mass grave of believed victims of CPP-NPA hostilities in the early 80’s.

Ace Cerilles Is New Dumalinao Mayor

THE PEOPLE of Dumalinao has finally decided to have a vibrant and dynamic administration by giving a landslide victory to the KAMPI-NPC ticket with Ace William Enerio-Cerilles as their new mayor.


Ace William, 24, gained a commanding lead of 3,766 votes over incumbent Mayor Eutiquio Famor. The latter got 4,963 votes only while Cerilles earned 8,729 votes.
The young mayor was proclaimed duly elected Mayor along with Vice Mayor Junetine Lanzaderas and 8 municipal councilors by Acting Municipal Election Officer Lerma Paler last May 16. His proclamation was attended by his parents 2nd District Congressman Antonio H. Cerilles and Governor Auring Enerio-Cerilles and his wife, Sweet and son Tonton, his grandfather, former Governor Enting Cerilles and other relatives.


Also present were: City Mayor Sammy Co and his lady; newly elected 1st District Congressman Victor Yu and his lady; Board Members from both the First and Second District of the province.


As standard bearer of the Kabalikat ng Malayang Pilipino (KAMPI), Ace William uses the slogan “Bangon Dumalinao” which won the support and sympathy of the constituents here.

Among the 12 Senatoriables under the President’s Team Unity, 10 were physically present while Chavit Singson (who was here last month) sent his daughter, Isay and a youngster Carlo Oreta represented his mother, Tessie Aquino-Oreta. However, Prospero “Butch” Pichay came much earlier than his partymates for him leave this city ahead.


Zambosur political kingpin, 2nd District Congressman Antonio H. Cerilles, one by one has endorsed Tito Sotto, Joker Arroyo, Ralph Recto, Ed Angara, Vic Magsaysay, Sultan Kiram, Mike Defensor, Migz Zubiri, and Cesar Montano after everyone laid his platforms of government to the people to vote for them on May 14 elections.


Actor Cesar Montano spiced up the rally as he was the last Senatoriable to speak. Having contacts from the Hollywood, Montano promised that if ever he wins, he will make Lake Lakewood, renowned as the 2nd Cleanest Lake in the country located at Biswangan, Lakewood to be known to the whole world through films. He said with an excellent story, script, director and actors featuring the lake will surely make this place known in the international scene.


Montano cited his obra-maestro- “Panaghoy sa Suba” featuring Bohol that won Cannes Films award that placed Bohol in the world map.

CHED Now Accepts Scholarship Application

HERE’S a good news for the new graduates in the secondary level.
The Commission on Higher Education (CHED) is informing the high school graduates last March that they are now accepting applicants for the different scholarship programs of the government.


Regional Director Dave Malcampo of the Philippine Information Agency in Pagadian City in a communication received from the CHED revealed that those interested applicants may just prepare the following requirements namely: result of the National Career Assessment Examination (NCAE) and applicants must have 80 percent above general average.


The applicant must also submit her/his high school card duly authenticated by the school principal. A Good Moral Character certificate duly signed by the school principal is also required. Another requirement is a medical certificate from a government doctor and parents whose income does not exceed P150,000.00 annually must also secure an income tax return.


Certificate of tribe membership is also required if an applicant is a member of the minority; he or she must secure the said document from the office of the National Commission on Indigenous People (NCIP). A Muslim applicant must secure tribe membership certificate from the Officer of the Muslim Affairs (OMA). Two pieces 2x2 ID picture is also required.


Regional Director Malcampo also added that the deadline for the submission of the application is on May 15, 2007 at 5:00 p.m.

DOST Offers MS Scholarship Grants For SY 2007-2008

PAGADIAN CITY – The Department of Science and Technology (DOST) through its Science Education Institute (SEI) is pleased to announce the availability of scholarship for academic year 2007-2008 for the pursuance of Master in Science (MS) degrees in priority areas in science and technology.


The program aims to train high level human resources needed for S&T activities in the microelectronics, semi-conductor and biotechnology industry sectors, who will contribute to the country’s global competitiveness and economic development and upgrade the capability in the priority areas of research and technological innovation.


There are two types of scholarship available, a) Straight BS-MS Program (5 years) – this is open to on-going and graduating DOST-SEI scholars in any of the basic or engineering sciences; and b) Regular MS Program (2 years) – this is intended for BS scholar graduates of any of the DOST-SEI Undergraduate Scholarship programs.

Mayor Afdal Pushes Infra Development In Labangan

INCUMBENT Mayor Abubakar Afdal has embarked infrastructure development to transform Labangan into a project oriented municipality in the first district of Zamboanga del Sur.


Road openings and improvements are on top of his priorities if re-elected in the May 14 local and national elections, Afdal said.
He added that road networks would help residents in remote barangays transport their products and residents would then have easy access to officials holding office in the town proper.


It was gathered that the barangays of Nuburan, Binayan, Langapod and the Sitio Kitaang Dagat are the target barangays for Mayor Afdal’s road project.
Afdal also promised to push through the construction of an integrated bus terminal and a public market as income generating facilities of Labangan.


The project was not realized in his first term as Mayor because the opposition blocked this project believing that Afdal could earn millions of pesos out of SOP.
The group who blocked the project was led by Vice Mayor Ed Relacion his opponent in the mayoralty contest in Labangan.


Next to infra development is peace and order in Labangan. Afdal said he has no more problem with the peace and order because he has managed to unite the Muslims and Christians in Labangan.


“Akong nahiusa ang Muslim ug ang Kristiyano sa Labangan,” Afdal said in an interview.
